NATCHITOCHES PARISH SCHOOL BOARD

HELD DECEMBER 9, 2004                                               

                               

A regular meeting of the Natchitoches Parish School Board was held on Thursday, December 9, 2004, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present: Cecil Walker, Carroll Daniels, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.   Absent:

Ralph Wilson.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Walker and Pledge of Allegiance by Mr. Means.

 

Under Superintendent/Staff Reports, the Board received the Board Update from Dr. Murphy.

 

On motion of Mr. Walker, seconded by Mr. Means, the Board unanimously approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of November 4 and November 11, 2004

 3.        FINANCE ITEMS:

B.         Out of State Travel: 

 

(1)        Joyce McDonald, teacher, NSU Elementary School, travel to Florida, April 22-28, 2005, to chaperone students of the gifted program to Disney World and the Kennedy Space Center with no cost to the Board.

(2)        Cynthia C. Winston, John Laborde, Diana Laroux and Debra Gant, Central Office, travel to Las Vegas, Nevada, May 2-9, 2005, to attend the LRP National Institute on Legal Issues of Educating Individuals with Disabilities.  Funded by IDEA.

(3)        Theresa Hamilton, Eunice Foster and Linda Page, principals and master teacher, North Natchitoches and Cloutierville, travel to Atlanta, Georgia, January 29-February 1, 2005, to attend the National Title I Conference.  Funded by Title I.

Mrs. Joella Wilson presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Means, seconded by Mr. Danzy and with unanimous consent, the Board approved the following finance items:

 

1.         Assignment of  EXCO Resources, Incorporated's  oil  and  gas lease dated 7/21/1964 from Natchitoches Parish School Board to Placid Oil Company covering 398.1 acres in Section 16, T11N, R6W located in the Black Lake Petit Unit, Natchitoches Parish, Louisiana, (the "Lease") #170014-51.  

                 

2.         Technology professional development courses at Fairview Alpha    Elementary School to be held twice monthly, January through May 2005, from 3:00 p.m. to 4:00 p.m. for 15 teachers at $20.00 per hour for a total of $3,000.00.  Funded by Title I. 

3.         Christy Schutz, instructor, to provide technology professional development at Fairview Alpha Elementary School twice monthly, January through May 2005, from 3:00 p.m. to 4:00 p.m. at $50.00 per hour for a total of $500.00.  Funded by Title I.

 

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Danzy, and with unanimous voice vote,  the Board approved the following personnel items:

    

    1.     Approval of Personnel:

 

A.         Wendi Blanchard,  special education tutor, Fairview Alpha Elementary School, at $6.00 per hour not to exceed 35 hours per week.  Funded by IDEA.

B.         James Drayton, special education tutor, Lakeview Jr./Sr. High School, at $7.50 per hour not to exceed 35 hours per week.   Funded by IDEA.

C.         Tonya Hamilton, special education  tutor, North Natchitoches Elementary School, at $7.50 per hour not to exceed 35 hours per week.   Funded by IDEA.

D.         Adrian Hill, special education tutor, Lakeview Jr./Sr/ High School, at $7.50 per hour, not to exceed 35 hours per week.  Funded by IDEA.

E.         Amy Holman, special education  tutor, Provencal Elem./Jr. High School,at $6.00 per hour not to exceed 35 hours per week.   Funded by IDEA.

F.         Natasha Welch, special education tutor, Marthaville Elem./Jr. High School, at $6.00 per hour not to exceed 35 hours per week.  Funded by IDEA.

G.         Cory Welch, tutor, After School for All, Provencal Elem./Jr. High School, at $7.50 per hour not to exceed 35 hours per week.

H.         Robin Ramagos, special education teacher, Cloutierville Elem./Jr. High  School, replacing Lucy Poston.

I.          Crystal Babers, special education tutor, East Natchitoches Elementary School, at $7.50 per hour not to exceed 35 hour per week, replacing Ester Funderburk.   Funded by IDEA.

J.          Tina Smith, special education tutor, Parks Elementary School, at $7.50 per hour not to exceed 35 hours per week.   Funded by IDEA.

K.         Cynthia Willis, substitute tutor for Nekia Payton, special education, Natchitoches Central High School, from December 2 thru December 17, 2004, at $6.00 per hour not to exceed 35 hours per week.  Funded by IDEA.

 

    2.     Transfers and/or Reassignments:

 

A.         Lucy Poston, from special education teacher to regular teacher,   Cloutierville Elem./Jr. High School, due to increase in enrollment.

B.         Fred Sketoe, Lakeview Jr./Sr. High School, to teach driver's education due to increase in enrollment  (Driver's education program previously approved on October 14, 2004).       

C.         Susan Blanchard, from school food service full-time technician to manager, Fairview Alpha Elementary, effective December 1, 2004.

 

    3 .    The attached list of revised LEAP 21 tutors.

 

    4.     The following Quiz Bowl Sponsors:

On motion of Mr. Walker, seconded by Mr. Metoyer, the Board unanimously approved the salary schedule for the special education secretary at the Step 4 level of the Human Resource's Secretary Schedule.

    

Mr. Russell Danzy presented the Executive Report.

 

On motion of Mrs. Wilson, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved Board Calendar for 2005.

 

On motion of Mrs. Wilson, seconded by Mrs. Revels, the Board adjourned.
