OF NATCHITOCHES PARISH SCHOOL BOARD

HELD SEPTEMBER 9, 2004

                                                                                               

A regular meeting of the Natchitoches Parish School Board was held on Thursday, September 9, 2004, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Billy J. Benefield and Carl Means.   Absent:   Joella Wilson and Gladys Revels.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Means and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, the Board received the Board Update from Dr. Murphy.

 

Dr. Murphy recognized October 4-8, 2004, as Louisiana Education Diagnosticians' Week.

 

On motion of Mr. Walker, seconded by Mr. Danzy, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of August 12, 2004

 3.        FINANCE ITEMS:

 

A.         Payment of Bills: 

        

B.         Out of State Travel:

 

(1)        John Burton, instructor, JROTC, Natchitoches Central High School, travel to Fort Monroe, Virginia, September 6-13, 2004, to attend mandatory training with the Department of the Army.  At no cost to the Board.

(2)        Danielle Curole, teacher, Natchitoches Central High School, travel to Louisville, Kentucky, October 25- November 1, 2004, to chaperone Jennifer Honeycutt, student, who is competiting in national competition at the National FFA Convention.   Paid by general fund for each according to Board policy.

(3)        Chad Curole, teacher. Natchitoches Central High School, travel to Louisville, Kentucky, October 25 - November 1, 2004, to chaperone students attending the National FFA Convention.   Paid by agriculture funds.

(4)        Greg Warren, teacher, Lakeview Jr./Sr. High School, travel to Louisville, Kentucky, October 25- November 1, 2004, to chaperone students attending the National FFA Convention.   Paid by vocational funds.

(5)        Jennifer Ingram, central office, travel to Irving, Texas, November 9-12, 2004, to attend the International Association of Nonviolent Crisis Intervention Certified Instructors.   Funded by Title IV.

(6)        Virginia Lloyd, gifted/talented teacher, travel to Salt Lake City, Utah, November 4-8, 2004, to attend the 51st. Annual      Convention of the National Association for Gifted Children.  Gifted/Talented funds to pay for registration and airline ticket.

G.         Retirements:

 

(1)        Jimmie Odums, teacher, Marthaville  Elem./Jr. High School, effective August 31, 2004.

 

H.         Requests for Leave:

           

Dr. Millard Bienvenu presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Dr. Bienvenu, seconded by Mr. Metoyer, and unanimously carried, the Board approved the low bid meeting specifications of Regional Construction in the amount of $36,000.00 for the walking trail at Natchitoches Central High School.

 

On motion of Mr. Walker, seconded by Mr. Means, and with unanimous voice vote, the Board approved the following:  

 

            A.         The adjusted millage rates for the tax year 2004.

 

B.         The adjusted millage rate(s) after reassessment and to roll forward the millage to a rate(s) not to exceed the prior year's maximum millage for tax year 2004.      

 

On motion of Mr. Metoyer, seconded by Mr. Means, the Board unanimously approved The Natchitoches Parish Hospital Shared Service Agreement.  Paid by general fund.   

 

On motion of Mr. Means, seconded by Mr. Danzy, and with unanimous consent, the Board approved a Certificate of Substantial Completion for all work on a new parking lot for M. R. Weaver School that was included in the November 21, 2003, contract between the Natchitoches Parish School Board and Regional Construction, LLC, Contractor, for a Base Bid in the amount of $22,000 and for a total lump sum contract of $22,000 as certified by Yeager, Watson and Associates and authorize the Board President to sign the necessary papers.  The date of the Substantial Completion Report is August 17, 2004.

                

On motion of Mr. Danzy, seconded by Mr. Metoyer, the Board unanimously approved the LEAP 21 tutoring and summer remediation grant in the amount of $185,857.

 

On motion of Mr. Means, seconded by Mr. Walker, and with unanimous consent, the Board approved the Consolidated Budget for 2004-2005.  

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the Natchitoches Tax Commission Budget for 2004-05. 

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved the Agreement Between State of Louisiana Department of Health and Hospitals Office of Mental Health Area C- Region VII and the Natchitoches Parish School Board in the amount of $33,054.00.    

 

On motion of Mr. Wilson, seconded by Mr. Means, and with unanimous consent, the Board approved the following finance items:

 

A.         A contract with Sedley Brown for one day Developmental Reading Assessment (DRA) inservice for new teachers in grades 1-3 at a cost of $450.00 plus travel expenses.  Funded by K-3 Reading and Math Initiative.

 

B.         Technology professional development courses at Fairview Alpha Elementary School to be held twice monthly in September and October, 2004, from 3:00 p.m. to 4:00 p.m. for 25 teachers at $20.00 per hour for 4 hours for a total of $2000.00.   Funded by Title I.

 

C.         Christy Schutz, instructor, to provide technology professional development at Fairview Alpha Elementary School twice  monthly in September and October  at $50.00 per hour for 4 hours for a total of $200.00.   Funded by Title I.  

 

D.         The Systemic Initiative In Education Grant in the amount of $673,350.00.  Funded by The Rapides Foundation.  

 

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the following personnel:    

           

A.         Hugo Sherman Vogel, special education teacher, Natchitoches Junior High School, replacing Terence Vinson.

B.         Brenda Forest, Title I paraprofessional, Cloutierville Elem./Jr. High School, replacing Calvin Jerod Jones.

            C.         Sharon Schabb, GED teacher, Natchitoches Central High School.

D.         Amy Thompson, child specific aide, special education, Natchitoches Central High School, replacing Marilyn Vascocu.

E.         Andrea McNabb, gifted teacher, Lakeview Jr./Sr. High School, replacing Margaret Guillory.        

F.         Nakia Payton, special education tutor, Natchitoches Central High School, at $7.50 per hour not to exceed 35 hours per week.

G.         Deanna Chadick, Title I Pre K teacher, Weaver Elementary School, due to increased enrollment.

H.         Gartrell Washington, choir instructor, Natchitoches Central High School, 90 minutes per day 5 days a week at $20.00 per hour.

I.          Charlotte Salley, LA4 paraprofessional, Weaver Elementary School, new position.

J.          Kymberly Craig-Marsh, special education teacher, Parks Elementary School, replacing Brian Williams.

K.         Jason Johnson, Title I tutor, North Natchitoches Elementary School, at $6.00 per hour not to exceed 35 hours per week.  Funded by Title I.

   

On motion of Mrs. Hildebrand, seconded by Mr. Means, and with unanimous consent, the Board approved the following transfers and/or reassignments:

 

A.         Amy Fisher, teacher, from Fairview Alpha Elementary School to   Weaver Elementary School, replacing Terri Cunningham.

B.         Ameriles Brinson, teacher, from Natchitoches Educational Center, to GED teacher, Natchitoches Central High School.

C.         Margaret Long, from regular education teacher to Title II classroom reduction teacher, North Natchitoches Elementary School, replacing Robin Ramagos.

D.         Cynthia Cole, teacher, from Title I to regular education, Parks Elementary School, replacing Tonia Butler.

E.         Debra Wamber, teacher,  from Title I  to regular education, Parks Elementary School, replacing Peggy Green.

F.         Sherry Roberts, paraprofessional, Fairview Alpha Elementary School, from Title 1 to Special Education, replacing Donna Debello.

G.         Tabatha Gandy, paraprofessional, Provencal Elem./Jr. High School, from special education tutor to Title I paraprofessional, replacing Lisa Dupree.

H.         Patti Breland, behavior interventionist, North Natchitoches Elementary School, funded by Title I.

I.          Lisa Dupree, paraprofessional, Provencal Elem./Jr. High School, from Title I to general fund, k-3.

J.          Kristy Roberson, choir instructor, Parks Elementary School, 60 minutes per day for 5 days per week after school at $20.00 per hour.

K.         Melinda Daniels, from regular education teacher to Title II teacher, Marthaville Elem./Jr. High School, replacing Jimmie Odums.

L.         Edith Pitts, from regular education paraprofessional to special education paraprofessional, Provencal Elem./Jr. High School, replacing Jackie Platt.

M.        Jackie Platt, from special education paraprofessional to regular education, Provencal Elem./Jr. High School, replacing Edith Pitts.

N.         Brian Williams, Parks Elementary School, from special education to regular education.    

O.         Gwendolyn Johnson, speech therapist, from Fairview Alpha Elementary to North Natchitoches Elementary School, replacing Pam Vallien.

 

On motion of Mr. Walker, seconded by Mr. Wilson, and with unanimous consent, LEAP 21 Tutors from October 1, 2004 - March 11, 2005, were approved.

 

On motion of Mrs. Hildebrand, seconded by Mr. Means, the Board unanimously approved the attached list of 2004-2005 Coordinators, Coaches and Extra-Curricular Activity Personnel.  Mr. Benefield abstained from voting.

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, the Board approved the attached list of After School for All Program Employees to be paid according to Board policy.

  

Mr. Russell Danzy presented the Executive Report.

 

On motion of Mr. Danzy, seconded by Mr. Wilson, and with unanimous consent, the Board approved the Natchitoches Parish School Board Web Publishing Acceptable Use Policy. 

 

On motion of Mr. Walker, seconded by Mr. Wilson, and unanimously carried, that the Board hereby authorize changing the bus policy to allow students to be picked up at one location in the morning and be dropped off at another in the afternoon due to parental hardship.  The arrangement has to be on a regular daily basis for the school year and must have prior approval from the principal with no additional mileage to be added to the driver's route.                

 

On motion of Mr. Danzy, seconded by Mr. Means, and with unanimous consent, the Board suspended the rules to add an item to the agenda.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, and with majority voice vote, the Board approved the following consequences be initiated if the cell phone policy is broken:

 

1.         First Offense  - Warning

2.         Second Offense - After School Detention

3.         Third Offense - Saturday Detention

4.         Fourth Offense - In-School Suspension

5.         Fifth Offense - One Day Suspension

 

Mr. Benefield cast a nay vote.

 

On motion of Mr. Danzy, seconded by Mr. Means, and with Board approval, the Board convened into executive session to discuss the superintendent's evaluation.

 

On motion of Mr. Walker, seconded by Mr. Metoyer, the Board adjourned out of executive session.

 

On motion of Mr. Means, seconded by Mr. Metoyer, the Board adjourned.
