PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD AUGUST 12, 2004                                               

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, August 12, 2004, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield and Carl Means.  Absent: Russell Danzy.

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mrs. Revels.

 

Under Superintendent/Staff Reports, the Board received reports from:

 

1.         Dr. Elwanda Murphy on Monthly Board Business

2.         Mrs. Shasta Daniels on curriculum

 

The Board recognized the following retirees:

 

1.         Ms. Doris Kochinsky on her retirement as Supervisor of Child Welfare and Attendance.

    

2.         Mrs. Renee' Mayher on her retirement as Supervisor of School Food Service.

 

Plaques were presented to each for years of dedicated service to the parish.

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, and with unanimous consent, the rules were suspended to add several school food service items to the agenda.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and unanimously carried, that the Board hereby approve the cost of contract meals at $2.80 per person.

 

On motion of Mr. Walker, seconded by Mr. Metoyer, and with majority carried, that the Board hereby approve the cost of an extra milk for students from 30 cents to 40 cents.  Mr. Benefield cast a nay vote.

 

On motion of Mrs. Revels, seconded by Mr. Walker, and with majority approval, the Board agreed to increase the cost of employee meals from $1.50 to $2.50.  Mr. Benefield and Mr. Daniels cast nay votes.

 

On motion of Mr. Walker, seconded by Mrs. Revels, and unanimously carried, the Board convened into executive session for the purpose of considering a request for acceptance of the recommendation from legal counsel in the matters of: "Susie Pardee & Lona Frazier v. Natchitoches Parish School Board" (FLSA Overtime Issues) and "Annie Joseph v. Natchitoches Parish School Board" (FLSA Overtime Issues) and related issues.

 

On motion of Mr. Walker, seconded by Mr. Means, the Board unanimously adjourned the executive session.

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, the Board unanimously accepted the recommendations of the Board Attorney, Ken Sills, for Mr. Strobel to contact the Department of Labor to obtain approval of his findings as reported to the Board. 

  

On motion of Mr. Wilson, seconded by Mr. Means, and with unanimous consent, the Board approved the following consent agenda items:

Mrs. Wilson presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Means, seconded by Mrs. Revels, and with unanimous voice vote, the Board approved the following finance items:

 

1.         A  Certificate of Final Completion and Acceptance for all work and equipment provided by TRANE for the Natchitoches Parish School Board at various schools throughout the parish and authorize the superintendent to sign the necessary papers. 

  

2.         The IDEA Pre-GED/Skills Options Budget for 2004-05 in the amount of $42,400.

3.         An 8(g) Student Enhancement Block Grant for 2004-05 summer school grades in the amount of $44,627.00.

 

4.         The LA4/Starting Points Pre-kindergarten Program and Budget in the amount of $734,596.00.

 

5.         The 8(g) Student Enhancement Block Grant for 2004-05 pre-kindergarten for at-risk four-year olds in the amount of $114,210.00.

                

6.         The Even Start Program and Budget for 2004-05 in the amount of $1,115,742.00.

 

On motion of Mr. Metoyer, seconded by Mr. Means, and unanimously carried, the Board approve the TANF (Temporary Assistance for Needy Families) Budget and Contract in the amount of $175,000.00.  

 

On motion of Mr. Means, seconded by Mr. Walker, the Board unanimously approved the 8(g) Superior Textbook Grant for 2004-2005 in the amount of $6876.00. 

 

On motion of Mr. Metoyer, seconded by Mr. Means, and with unanimous consent, the Board approved the Combined Application for Federal Programs for fiscal year 2004-2005--IDEA Section 611 & 619, Title I, II, III, IV, V and X.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, the Board unanimously approved the following personnel:

On motion of Mrs. Revels, seconded by Mr. Wilson, and with unanimous consent, the Board approved  two-year performance contracts for the following:

 

*           Cynthia Winston, Director of  Special Education

*           Wayne Choate,   Assistant Principal of Natchitoches Central

*           Lawrence Batiste, Assistant Principal of Natchitoches Central

*           Drew Moore, Principal of NSU Middle Lab

*           Cynthia King, Coordinator of Parks Elementary

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, and unanimously carried, that the Board hereby authorize any person who works for the Natchitoches Parish School Board less than 40 hours per week or in a special project and does not have a degree be paid according to his/her education--high school education only at $5.15 per hour, high school with less than 60 hours in college credit at $6.00 per hour and 60 hours or above of college credit at $7.50 per hour.   Special education student workers in the Central Office whose pay had been $5.15 per hour previously and meet the requirements of high school diploma with less than 60 hours of college credit should receive retroactive pay at $6.00 per hour beginning in May 2004 when employed as student workers.     

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, the Board unanimously approved the following personnel items:  

 

1.         The following special education tutors to start work on August 18, 2004, at $7.50 per hour not to exceed 35 hours per week.  Funded by IDEA.

2.         Stipends for special education teachers to attend LA Content Inservice and classroom preparations inservice per attached list.   Cost not to exceed $5000.00.   Funded by IDEA.   

3.         The attached list of personnel--Title I, Title II, Title III/Migrant, Title V,  Even Start, 8(g) Model Early Childhood, Starting Points, LA4 Preschool and Migrant Education.    

 

Mr. Means presented the Executive Report.

 

On motion of Mrs. Wilson, seconded by Mr. Means, and with unanimous voice vote, the Board instructed the superintendent to authorize the board attorney to write  to  Lane and Lucille Foshee giving  them ninety days  to comply  with the lease agreement for the  property in 16th Section land in Township 7 North, Range 5 West, Natchitoches Parish.

 

On motion of Mr. Metoyer, seconded by Mrs. Wilson, that the Board hereby increase substitute teachers' pay to:   

 

$45.00 for persons without degree

$55.00 for persons with degree

$65.00 for persons certified

 

Mr. Metoyer requested that all non-certified personnel be inserviced before substitute teaching.  Mr. Walker requested a report on expenditures for substitute teachers at the end of the school year.

Nays:    Walker, Bienvenu and Benefield.    Absent:   Danzy.   (Carried)

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, and unanimously carried, the Board approved the Pupil Progression Plan for 2004-2005.   

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, that the Board hereby have a two day working Board Meeting.  Time and location to be decided at a later date.

On motion of Mr. Walker, seconded by Mr. Wilson, and with majority consent, the Board passed a policy that no student shall possess, use or operate cell phones on the school campus.  The central office staff was instructed to make recommendations for  consequences of breaking the rule.

 

Mr. Benefield and Mrs. Revels cast nay votes.

 

On motion of Mr. Walker, the Board adjourned.
