OF NATCHITOCHES PARISH SCHOOL BOARD

HELD MAY 13, 2004

               

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 13, 2004, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield and Carl Means.    Absent:   Russell Danzy.

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Benefield.

 

Under Superintendent/Staff Reports, the Board received reports from:

On motion of Mr. Wilson, seconded by Mr. Means, and with unanimous consent, the Board approved the following consent agenda items:

   

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of April 15, 2004

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:     June and July

 

B.         Out of State Travel:

 

(1)        Danielle and Chad Curole, teachers, Natchitoches Central High School, travel to Glenwood Springs, Colorado, June 18-25, 2004, to attend Region II Conference for Agriculture Teachers.  Paid by Agriculture Funds.

(2)        Erica Scott, teacher, and Glenda Howard, custodian, Natchitoches Central High School, travel to Dallas, Texas, May 15-17, 2004, to chaperone French Club students to Six Flags Over Texas.   At no cost to the Board.

(3)        Syll-Young Olson, Adrian Hill and Christopher Bush, teacher   and coaches,   Natchitoches Central High School, travel to Houston, Texas, May 22, 2004, to chaperone orchestra students to Astroworld.    At no cost to the Board.

(4)        Margaret Garland, teacher, Natchitoches Central High School, travel to Denver, Colorado, July 9-18, 2004, to chaperone Kayla Pitcher, Mary Liz Guidry and Prentice Johnson in competition at National FBLA Leadership Conference.  To be paid by general fund according to board travel policy and student activity policy (Ref.  File JH)  

(5)        Phyllis C. Thomas, principal, Weaver Elementary School, travel to St. Louis, Missouri, June 16-21,2004, to attend the National Kappa Kappa Iota Convention.  At no cost to the Board.

(6)        Donna Prothro, Angela Cannon, Andrea Murphy and Gayle Vogel, teachers, Natchitoches Central High School, travel to Dallas, Texas, May 15, 2004, to chaperone students to Six Flags Over Texas.   At no cost to the Board.

 

            C.         School Bus Routes Changes:

(2)        Richard Dalme, Lakeview Jr./Sr. High School, 51.6 miles one time, cost of $39.96.

(3)        Pat Hall, Marthaville Elem./Jr. High School, increase of 1.2 miles, cost of $52.50.

(4)        Sharon Jennings, North Natchitoches Elementary School, increase of 7.2 miles, cost of $279.84.

(5)        Jean Wall, North Natchitoches Elementary School, increase of 4.6 miles, cost of $218.06.

            H.         Leave Without Pay:

Mrs. Joella Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the following finance items:

 

1.         A Strategic Planning Conference for Central Office for Administrators and Principals at Cypress Bend on June 17 and 18, 2004.    Funded by Title I. 

2.         Sharon Collins LaCaze as presenter for the Parishwide Involvement Workshop held at Natchitoches Central High School, April 17, 2004, to be paid $50.00 per hour for a total of $100.00.  Funded by Title I.                          

3.         A contract with Marci Nolan Livingston for Even Start Creative Curriculum Training for 4 days (May 24-28,2004) for Parks Elementary School and Natchitoches Educational Center at 6 hours per day at $75.00 per hour for a total of $1,800.00 plus travel expenses.  Funded by Even Start.

                       

On motion of Mr. Walker, seconded by Mrs. Revels, the Board unanimously  approved:

   

1.         Budget revisions for General Fund and School Food Service.  

 

2.         The Director of Business Affairs to send a resolution and check from Chesapeake Operating, Inc., to the State Mineral Board granting    permission to advertise for oil, gas and mineral lease of certain tract of land containing 2.5 acres more or less in Section 25 Township 11 North, Range 6 West in Natchitoches Parish, Louisiana.

 

3.         An agreement with Mary Thrasher and Language Circle Enterprises for Project Read training course in Reading Comprehension: Report form Strand on August 10-11, 2004 targeted for ELS/Reading teachers in grades 4-8.  Cost for this training is  $1,300.00 per day plus travel, lodging and meals.  Funded by The Rapides Foundation.  

 

4.         An agreement with Cherie Didier and Language Circle Enterprises for Project Read training course in the Phonology Strand on August 11-13, 2004, targeted for grades 1-3 teachers including special education.   Cost for this training is $1300 per day plus travel, lodging and meals.  Funded by The Rapides Foundation.

 

5.         GEE 21 Summer Remediation Program and Teachers for 2004 at Natchitoches Junior High School and Lakeview Jr./Sr. High School from June 11 - July 9 (20 days).  Teachers will work 5 hours per day at $20.00 per hour.  The program is funded by Gee 21 Summer Remediation Grant, Title I, Special Education and General Fund.    Teachers are:

*One teacher per location will have one additional hour per day from June 28-July 9 to assist in test preparation and administration.  

 

On motion of Mrs. Revels, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following finance items:

              

1.         The attached resolution to participate with other school boards on a prorata basis as a plaintiff in any legal action to be taken against the State of Louisiana and/or others relative to the duties imposed upon the State by Article 10, Section 29(E) of the Louisiana Constitution which provides that the legislature, in each fiscal year, shall provide an amount necessary to fund the employers' portion of retirement costs.

 

2.         The Louisiana Teacher Assistance and Assessment Program Budget in the amount of $32,077.00.

  

3.         Renewal of the PCAL Pool (Property and Casualty Insurance) at the same rates of 2003-04.   The current rate will be extended through July 1, 2005.

 

4.         Payment of Louisiana School Boards Association Annual Dues for 2004-2005 in the amount of $7,986.00.

 

5.         The (STEP) Implementation of Strategies to Empower People Program and Budget in the amount of $62,124.00.

 

On motion of Mr. Means, seconded by Mr. Wilson, and with majority voice vote, the Board approved the following finance items:

 

1.         Donna Prothro at $50.00 per hour for 4 hours (200.00) for two math workshops for 8th grade LEAP 21 summer school teachers.  Funded by LEAP 21 State Summer Remediation.

 

2.         Marilyn Stevens, math facilitator, for LEAP 21 Summer Remediation Program at $20.00 per  hour for 144 hours and $50.00 per hour for 10 hours from June 1-June 30, 2004, for a total of $3380.  Funded by LEAP 21 State Summer Remediation.  Also, 42 hours at $20.00 per hour for July 1-July 9, 2004, for a total of $840.00.  Funded by Title I.

              

Mrs. Julia Hildebrand presented the Personnel Report.

    

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, the Board unanimously approved the following personnel items:

 

            1.         Donna Guillory, teacher, Cloutierville Elem./Jr. High School.

 

2.         Kandice Foster, student worker, Special Education Department, May 17-August 13, 2004, not to exceed 35 hours per week.  To be paid by IDEA-Part B.  

 

3.         Authorizing the Superintendent to issue employee contracts and letters of assurance for the 2004-05 school year.

 

4.         Special Education Summer Program and Employees for 2004 per attached list.

 

5.         LEAP 21 Summer Tutors for 2004 per attached list.

 

6.         The attached list of grades 1-3 and 5-7 summer school teachers for June 1-25, 2004.  Funded by K-3 Reading and Math Initiative (grades 1-3) and 8(g) Student Enhancement for 5-7 Summer School.

                  

7.         The attached list of summer school teachers for LEAP 21 4th/8th grades from June 1-30, 2004.  Funded by LEAP 21 State Summer Remediation and IDEA.  Also,  LEAP 21 4th/8th summer school teacher for July 1-9, 2004.  Funded by Title I and IDEA.          

 

8.         Extending employment for the assistant principal at Natchitoches Junior High School and coordinator at Parks, Weaver, North and NEC through June due to summer school.

 

Mr. Carl Means presented the Executive Report.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous voice vote, the Board authorized the Board's law firm, Hammond & Sills, to contact the Office of the Attorney General for an opinion concerning the Motor Carrier Safety Improvement ACT of 1999, specifically, Subpart B, Sections 387.25 and 387.27.

 

On motion of Dr. Bienvenu, seconded by Mrs. Hildebrand, that the Board hereby approve that the Superintendent and the Board President invite Mr. Freddie Whitford of the Louisiana School Board Association to conduct a two hour training session to the Board focusing on the role and responsibilities of board members for maximum team effectiveness, parliamentary procedures, decision making and other topics of interest that might enhance the effectiveness of board meetings.

 

YEAS:     Walker, Daniels, Hildebrand, Bienvenu, and Benefield.     NAYS:     Wilson, Metoyer, J. Wilson, G. Revels, and Means.    ABSENT:    Danzy.   (Failed)

           

On motion of Mr. Walker, seconded by Mrs. Hildebrand, by majority voice vote, the Board approved changes in the School Uniform/Dress Policy per attached dress code.  Mr. Wilson and Mrs. J. Wilson cast nay voice votes.

    

On motion of Dr. Bienvenu, seconded by Mrs. Wilson, that the Board hereby allow Eric Kaufman, student, Natchitoches Central High School, to walk in the graduation ceremonies and that the Board consider removing from the 4 X 4 policy the part prohibiting students who have completed their requirements from walking at graduation if they are not enrolled in the Spring term of their senior year.

On motion of Mr. Benefield, seconded by Mrs. Wilson, and with unanimous consent, the Board suspended the rules to add an item to the agenda.

 

On motion of Mr. Benefield, seconded by Mrs. Wilson, and with unanimous approval, the Board instructed the Principal of Natchitoches Central High School to contact the remaining students that were in the same position as Mr. Kaufman and offer them the opportunity to march in the graduation ceremony.

      

On motion of Mr. Metoyer, seconded by Mrs. Revels, the Board adjourned.
