PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD FEBRUARY 12, 2004

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, February 12, 2004, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Emile Metoyer, Gladys Revels, Billy J. Benefield and Carl Means.  Absent:    Russell Danzy and Joella Wilson.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Means and Pledge of Allegiance by Mr. Benefield.

 

Under Superintendent/Staff Reports, the Board recognized:

 

1.         Brittany Montgomery on Abstinence Appreciation Day

 

The Board received reports from:

 

1.         Dr. Elwanda Murphy on monthly school board business.

2.         Julee Wright from East Natchitoches Elementary on the SAT Committee

    

On motion of Mr. Walker, the Board approved a joint resolution designating Friday, February 13, 2004 as Abstinence Appreciation Day per attached resolution.

 

On motion of Mr. Walker, the Board approved a joint resolution in support of the Natchitoches Parish Police Jury to obtain assistance and support for a second bridge crossing the Red River.

 

On motion of Mr. Wilson, seconded by Mr. Means, and with a unanimous voice vote, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of January 15, 2004

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:

                      

B.         Out of State Travel:

 

(1)        Sherlunda Anderson-Smith, teacher, Natchitoches Junior High School, travel to Dallas, Texas, on March 5 - March 7, 2004, to chaperone students to National Cheerleader Competition with no expense to the Board.

(2)        Bobby E. Kellogg, Jr. Major, Air Force, instructor, JROTC, Lakeview Jr./Sr. High School,  travel to Little Rock, Ark., April 29-30, 2004, to chaperone students to tour the Little Rock Air Force Base. At no expense to the Board.

(3)        Christopher Sylvia, LTC, instructor, JROTC, Natchitoches Central High School, travel to Pencil Bluff, Arkansas, on April 30-May 2, 2004, to chaperone students for Adventure Training.  At no cost to the Board.

(4)        Shasta Daniels, director, central office, travel to Orlando Florida, on March 25-31, 2004, to attend the National School Board    Conference.  At no cost to the Board.

(5)        Carolyn Benefield, teacher, Marthaville Elem./Jr. High School,  travel to Orlando, Florida, on March 25-30, 2004, to attend the National School Board Conference.    At no cost to the Board.

(6)        Rosemary Danzy, paraprofessional, Provencal Elem./Jr. High School, travel to Orlando, Florida, on March 25-31, 2004, to attend the National School Board Conference.   At no cost to the Board.

(7)        Elwanda Murphy, Julia Hildebrand, Gladys Revels, Ralph Wilson, Billy Benefield, Jr., Joella Wilson, Carl Means, Carroll Daniels, and Russell Danzy, superintendent and board members, travel to Orlando, Florida, on March 25-31, 2004, to attend the National School Board Conference.  Paid by General Fund.    Mr. Benefield will return on March 30.

(8)        Thomas A. Field, teacher, Lakeview Jr./Sr. High School, travel to Philadelphia, PA, on April 21-26, 2004, to attend the National Council of Teachers of Mathematics Meeting.    Funded by Title I School Funds.

(9)        Renee B. Mayher, supervisor, central office, travel to Washington, D.C., on March 1-5, 2004, to attend the American School Food Service Legislative Action Conference.   At no cost to the Board.

(10)       Rita Brockbank and Ken McLaren, teachers, Lakeview Jr./Sr. High School, travel to Arlington, Texas, on  April 14-19, 2004, to chaperone students to the University of Arlington.  Funded by School Budget and IDEA.

(11)       Debra Gant, IEP facilitator, central office, travel to Los Angeles, CA, on March 15-22, 2004, to attend an international conference on Technology and Persons with Disabilities.@  Funded by IDEA.

(12)       Brooke Williams, teacher, North Natchitoches Elementary School, and Penny Bolton, teacher, Fairview Alpha Elementary School, travel to Anaheim, CA, on March 10-14, 2004, to attend Lindamood-Bell International Conference for training in Lindamood Phoneme Sequencing Program (LIPS).  Funded by Title I.

(13)       Michael Vizier, band teacher, Lakeview Jr./Sr. High School, travel to Orlando, Florida, on May 7-10, 2004, to chaperone 40 students to  the All-American Music Festival.   At no cost to the Board, other than a substitute.

(14)       Linda Page, principal, and Juliete Moffett, master teachers, Cloutierville Elem./Jr. High School, travel to Reno, Nevada, on May 1-5, 2004, to attend the International Reading Conference.  Funded by The Rapides Foundation. 

(15)      Gwendolyn Antee Hardison, Director of Federal Programs, travel to Reno, Nevada, on May 2-6, 2004, to attend the International Reading Association 49th Annual Convention.  Funded by Title I.

 

            C.         School Bus Routes Changes:   

 

(1)        Susie Pardee, Fairview Alpha Elementary, increase of 1 mile, cost of $333.90.

(2)        Fredda Burns, Cloutierville Elem./Jr. High School, increase of 27.48 total miles due to detour, cost of $17.46.

E.         Advertisements:   Permission to advertise for bids for:

 

(1)        Demolition of a wood-framed building at Marthaville Elem./Jr. High School.

(2)        The following for 2004-05 school session:

a.    Pest control service

            b.    Liquefied gas service

c.    Library books

d.    Magazine subscriptions

e.    Student accident insurance 

 

F.         Resignations:

(1)        Jada Agomuo, librarian, Cloutierville Elem./Jr. High School, effective 1-29-04.

(2)        Pinkie Jones, secretary, Parks Elementary School, effective 1-21- 04.

(3)        Sims E. James, III, Title I tutor, Parks Elementary School, effective 12-19-04.

 

Mr. Benefield presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, and with unanimous consent, the Board accepted the bid of Stanbury Uniforms, Inc., for the low bid meeting specifications in the amount of $28,310 for band uniforms for Natchitoches Central High School per attached bid compilations.

 

On motion of Mr. Benefield, seconded by Mr. Walker, and with unanimous consent, the Board approved a grant application to The Rapides Foundation in the amount of $10,000 for the creation of a walking track at Natchitoches Central High School with authorization for the Superintendent to sign the necessary papers.

 

On motion of Mr. Wilson, seconded by Mrs. Revels, that the Board hereby approve a $600.00 supplement for Quiz Bowl Coordinators, Technology Coordinators, and Sat Chairpersons.   

 

YEAS:    Walker, Daniels, Wilson, Hildebrand, Bienvenu, Metoyer, Revels and Means.

NAYS:   None.   ABSTAIN:  Benefield.   ABSENT:   Danzy and  J. Wilson.   (Carried)

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, and unanimously carried, the Board approved making application to The Rapides Foundation and American Heart Association for fifteen schools, central office and maintenance and transportation to receive Automated External Defibrillators plus training for personnel at a cost of $250.00 for each defibrillator with authorization for principals to sign agreements.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and with unanimous consent, the Board approved the following personnel:

    

A.         Casey Stewart, teacher, Cloutierville Elem./Jr. High  School, replacing Jada Agomuo.

B.         Jeanie Bacon, from special education paraprofessional to special education tutor, Weaver Elementary School, replacing Joanie Lemelle.   Funded by IDEA.

C.        Travis Williams, Title I tutor, Parks Elementary School, replacing Sims James at $7.50 per hour.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, the Board unanimously approved the following:

 

A.         Sandra Baptiste, LEAP tutor, special education, East Natchitoches   Elementary and Lakeview Jr./Sr. High School, at $7.50 per hour not to exceed 35 hours per week.

 

B.         Myron Robinson and Andy Fields, teachers, Lakeview Jr./Sr. High School, for Saturday Morning Detention, from 9 a.m. to 11 a.m., effective 2-14-04.  Funded by Title I at $20.00 per hour not to exceed 30 hours per teacher.

 

            C.         Kendria Sanders as quiz bowl coordinator at Goldonna Elementary School.

 

D.         Request of  Willie Byrd, Sr.  to operate a Natchitoches Parish School Board leased/owned bus, effective February 2, 2004.

   

E.         $20.00 per hour for teachers for Faculty Study Time at Cloutierville Elem./Jr. High School per attached list.    Funded by The Rapides Foundation.  

 

F.         Carletta Jones, teacher, for Saturday Detention at Provencal Elem./Jr. High School.   Funded by Title I at $20.00 per hour not to exceed 12 hours.    

 

G.         Sydney Hamby from full-time School Food Service to 65% School Food Service and 35% general fund effective February 13, 2004.

               

On motion of Mr. Means, seconded by Mr. Wilson, the Board unanimously approved the following personnel items:

 

A.         Gloria Wilson, teacher, Parks Elementary School, for the After School Tutoring Program due to increased enrollment.   She will work 2 hours per day, 4 days per week beginning  February 16 - May 25, 2004. Funded by IDEA at $20.00 per hour not to exceed 8 hours per week.                         

B.         Cindy Chasteen, homebound teacher, Natchitoches Central High School, from February 13 - May 25, 2004, due to increased enrollment. Funded by IDEA.

C.         Megan Smith and Samantha Dyer, tutors,  Fairview Alpha Elementary School, for After School for All Program, at $5.15 per hour not to exceed 35 hours per week.  Funded by After School for All. 

 

Mr. Means presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Mr. Walker, and with unanimous consent, the Board approved the school calendar for 2004-2005.  

 

On motion of Mr. Metoyer, the Board adjourned.
