PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD JANUARY 15, 2004                                             

                                             

A regular meeting of the Natchitoches Parish School Board was held on Thursday, January 15, 2004, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer  were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.   Absent:    Emile J. Metoyer.                                   

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Means and Pledge of Allegiance by Dr. Bienvenu.

    

Under Superintendent/Staff Reports, the Board recognized:

 

1.     Teachers of the Year -- Diane McClendon, East Natchitoches Elementary;  Rebecca Morgan, Goldonna Elementary School;    Nancy Hurley, Weaver Elementary School; Martha Lynn LaCaze,  Marthaville Elem./Jr. High School;  Kerry Braden, Natchitoches Junior High School; Burley Johnson, NSU Middle Lab School; and Yvonne Deen, Natchitoches Central High School.  Parish winners were Nancy Hurley, Elementary School; Martha Lynn LaCaze, Middle School; and Yvonne Deen, High School.

 

     2.    Support Personnel for the Year-- Estelle Ratliff, Parks Elementary School and Jacinta Foster, Provencal Elementary School.

 

     3.    Educator of the Week for KSLA Channel 12-- Patti Breland, North Natchitoches Elementary School, and Linda Burke, Natchitoches Central High School.

     

     4.    National Certified Teacher--Cynthia Cole, Parks Elementary School.

 

     5.    Principal of the Year--Randall Warren, Goldonna Elementary School.

 

The Board received reports from:

 

     1.    Dr. Elwanda Murphy on monthly school board business.    

    

     2.    SAT Committee Chairpersons-Natchitoches Central High School; Cloutierville Elem./Jr. High School,  NSU Elementary and Natchitoches Educational Center.

 

The next order of business on the agenda was election of officers for 2004.

 

Superintendent Murphy called for nominations for the office of president.

 

Mr. Walker nominated Mr. Daniels with a second from Mr. Wilson.  The nominations ceased and Mr. Daniels was unanimously approved by voice vote.

 

Mr. Daniels was seated as President of the Board and called for nominations for the office of vice-president.

 

On motion of Dr. Bienvenu, seconded by Mr. Wilson, Mr. Russell Danzy was nominated for Vice-President of the Board.  The nominations ceased and Mr. Danzy  was unanimously approved by voice vote.    Mr. Danzy serves as Ex-officio Member/Chairman of the Executive Committee.

 

On motion Mrs. Revels, seconded by Mr. Means, the Board unanimously approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of December 11, 2003

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:

                      

B.         Out of State Travel:

 

(1)        Syll-Young Olson, teacher, Natchitoches Central High School, travel to Washington, D.C.,  March 31 - April 5, 2004, to chaperone students to the 2004 National Festival of the States with no expense to the Board.

(2)        Ronnie Waites, principal, Natchitoches Central High School, travel to Washington, D.C., March 31-April 5, 2004, to chaperone students to the 2004 National Festival of the States.   Paid by School Budget.

(3)        Rodney Irchirl, counselor, North Natchitoches Elementary School, travel to Kansas City, Missouri, on March 31- April 5, 2004, to attend the American Counseling Association Convention.  Funded by Title I.

 

C.         School Bus Routes Changes:

 

(1)        Fred Bolton, Cloutierville Elem./Jr. High, additional 1 mile for 14 days due to detour, cost of $18.56.

(2)        Fredda Burns, Cloutierville Elem./Jr. High, additional 4 miles for 4 days due to detour, cost of $20.56.

(3)        Richard Dalme, Goldonna Elementary, additional 5.8 miles, cost of $1,118.84.

(4)        Fred Bolton, Cloutierville Elem./Jr. High, decrease .6 miles, savings of $106.00.

(5)        Patrice Parker, Natchitoches Central High School, additional .8 miles, cost of $136.80.

(1)        Jeanie Bacon, paraprofessional Weaver Elementary School, effective 1-9-04.

(1)        Stephanie M. Martin, librarian, Fairview Alpha Elementary School, leave without pay for the second semester of 2003-04 school year.

(2)        Sandra Platt, teacher, Natchitoches Central High School, sabbatical leave for medical purposes, two semesters, Spring 2004 and Fall 2004.

 

Mrs. Joella Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mrs. Revels, seconded by Mr. Walker, and with unanimous consent, the Board approved the following finance items:

 

A.         Sysco Foods for a one and all bid for furnishing meat, processed and frozen foods for use in the Child Nutrition Program per attached bid.

  

B.         A contract with the Lloyd J. Rockhold Center for Child Development with the LSU Health Sciences Center to conduct evaluations of all PreK students within Natchitoches Parish School District.  The evaluations will include the analysis of information collected from the Intake Form, Pre-test and Post-test on the Developing Skills Checklist Assessment.  The cost is $3,820.00 and funded by Title I.

 

C.         Paying Cindy Baptiste, teacher, Adult Education, to teach night classes for 4 hours per week at $20.00 per hour for 32 weeks for a total of $2560.00.  Funded by Even Start at $1600.00 and Fame 1st at $960.00.

 

On motion of Mr. Means, seconded by Mr. Danzy, and with unanimous voice vote, the Board approved the finance items listed below:  

 

            A.        The GEE 21 Summer Remediation Budget in the amount of $24, 388.00.    

B.         A contract with Dave Schell from Multisensory Training Institute (MTI) for 15 persons to attend a 2 day training on January 12-13, 2004, at NSU Region VI Service Center. The total cost for training is $2250.00. $750.00 is funded by IDEA an $1,500.00 by K-3 Initiative. Contract and personnel list attached.     

C.         The Natchitoches Parish Student Activity Funds Financial Report for the Year Ended June 30, 2003. 

D.         The Basic Financial Statements and Independent Auditor=s Report for the  Year Ended June 30, 2003.

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the following finance items:

 

A.         Jennifer Ingram at $20.00 per hour not to exceed 42 hours to conduct the adolescent component of the research-based Strengthening Families Program. The sessions will be conducted on Thursday evenings for 3 hours for 7 weeks beginning January 29, 2004.  Title IV 2003-2004 funds are allocated for this activity and Board approved.

 

B.         A contract with Rose Marie Salim, presenter, at $25.00 per hour not to exceed 42 hours to conduct the parent component of the research-based Strengthening Families Program.  The sessions will be conducted on Thursday evenings for 3 hours each evening for 7 weeks beginning January 20, 2004.  Title IV 2003-2004 funds are allocated for this activity and Board approved.

 

No action was taken on the request of Lane and Lucille Foshee to exercise the 5 year option to lease property in 16th Section land in Township 7 North, Range 5 West, Natchitoches Parish. 

 

On motion of Mr. Walker, seconded by Mr. Means, that the Board hereby approve Kenneth Trahant, Vickie Sewell and James Anding to teach a driver=s education class at Lakeview High School from January 26-February 15, 2004, from 3:00-6:00 p.m.    The class will be funded by fees collected from students participating in the class.  Ms. Sewell is approved contingent upon clarification by central office personnel that she is available to help teach the class and that it will not interfere with her coaching duties.

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, the Board unanimously approved the Carl Perkins Vocational Grant for 2003-04 in the amount of $104,812.00.

 

On motion of Mr. Walker, seconded by Mr. Danzy, and unanimously carried, the Board approved Change Order #1 with Skip Converse, Inc., for Fairview Alpha Elementary School to make electrical and mechanical corrections for a net increase of $15,031.65 with authorization for the Board President to sign the necessary documents.

 

On motion of Mr. Danzy, seconded by Mrs. Wilson, and with unanimous consent, the Board approved a Certificate of  Substantial  Completion for Natchitoches Central High School for all work completed on a new storage building by RDS Construction, Inc., as certified by Yeager, Watson and Associates, and authorize the Board President to sign the necessary papers.   The date of Substantial Completion is January 9, 2004.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following personnel:

    

A.         Charmaine Williams, tutor, North Natchitoches Elementary School and Natchitoches Jr. High School, at $7.50 per hour not to exceed 35 hours.  Funded by IDEA, Part B.

B.         Kelly Norman, teacher, Fairview Alpha Elementary School, replacing Stephanie Martin.

C.         Sharonda Demars, secretary, Parks Elementary School, replacing Pinkie Jones.

D.         Jada Agomuo, teacher, Cloutierville Elem./Jr. High School, replacing Barbara Nugent.

E.         Joanie Lemelle, from special education tutor, Weaver Elementary School, to special education paraprofessional, replacing Jeanie Bacon.

F.         Mary C. Romine, strings teacher, East Natchitoches Elementary and NSU Elementary Lab, at $20.00 per hour, replacing Rachel Barrett.

G.         Joseph Storrs, Spanish teacher, NSU Middle Lab, at $20.00 per hour for 1 hour per day.

H.         Chandra Marie Clark, special education tutor, Natchitoches Jr. High School, replacing Tiffany Petite at $7.50 per hour not to exceed 35 hours per week.  Funded by IDEA, Part B.

I.         Melissa Manasco, LEAP tutor, Marthaville Elem./Jr. High School, replacing Carol Walkers at $7.50 per hour not to exceed 35 hours per week.

J.         Vade Gordon, III, teacher, Natchitoches Central High School, returning from military leave, replacing Sandra Platt.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following teachers as quiz bowl sponsors/coordinators:

 

Talbra Bush                 Parks Elementary School

Iris Yount                     Fairview Alpha Elementary School

Carol Morgan               Provencal Elem./Jr. High School 

 

Mr. Danzy presented the Executive Report.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and unanimously carried,   the   Board Calendar was approved for 2004.     

 

On motion of Mr. Danzy, seconded by Mr. Walker, and with unanimous approval, the Board amended the policy on Fixed Asset Inventories FILE: DIC Cf: JS per attached revision.

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, and with unanimous voice approval, the Board instructed the central office to keep a problem log to monitor the uniform policy.   

 

On motion of Mr. Walker, seconded by Mr. Wilson, and unanimously carried, the Board convened into executive session to discuss the concerns of a parent.

On motion of Mr. Walker, seconded by Mr. Means, and with unanimous approval, the Board adjourned out of executive session.

 

No action was taken by the Board.

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, and unanimously carried, the Board convened into executive session to consider the termination of an employee.

 

On motion of Mr. Danzy, seconded by Mr. Walker, the Board adjourned out of executive session.

 

On motion of Mr. Wilson, seconded by Mr. Means, that the Board hereby suspend Mr. Jeffery Remo indefinitely without pay, ban him from the campus of Provencal Elem./Jr. High School, and take matter under legal advisement with Board Attorney.

On motion of Mr. Walker, seconded by Mr. Danzy, and with unanimous voice vote, the Board convened into executive session concerning a motion to intervene filed on behalf of the Goldonna residents regarding Ruby Lee Calhoun, et als, v. Natchitoches Parish School Board; CA No. 80-1422 (W.D. La.)

 

On motion of Mr. Walker, seconded by Mrs. Revels, and with unanimous consent, the Board adjourned out of executive session.

 

On motion of Mr. Walker, seconded by Mr. Danzy, that the Board hereby has no objection or opposition to the motion to intervene.
