PROCEEDINGS OF THE REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD OCTOBER 9, 2003                                              

                                              

A regular meeting of the Natchitoches Parish School Board was held on Thursday, October 9, 2003, at 5:00 p.m. in the library of East Natchitoches Elementary School, 1001 East Fifth Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.  Absent:   None.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Benefield and Pledge of Allegiance by Mrs. Wilson.

 

Under Superintendent/Staff Reports, the Board received a report on:

 

1.         Monthly school board business by Dr. Murphy.

 

The Board recognized:

 

1.         October as Child Search Awareness Month

2.         School Bus Safety Week October 19-25, 2003

3.         Employees Receiving HVAC Certification

 

The Board received the Louisiana Department of Natural Resources Stewardship Award for its energy efficiency building improvement and conservation program.

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, the Board unanimously approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of September 11, 2003

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:

                      

B.         Out of State Travel:

 

(1)        Christine Prewitt and Shirley Sneed, travel to Tampa, Florida, November 12-17, 2003, to attend USDE Training for Even Start Staff Members.  Funded by Even Start Program.  Substitute needed for Mrs. Sneed.

(2)        Virginia Lloyd, teacher of gifted/talented, Marthaville Elem./Jr. High School, travel to Indianapolis, Indiana, November 13-17, 2003, to attend the 50th Annual Convention of National Association for Gifted Children.   Funded by school budget, self, and substitute by G/T Funds.

(3)        Robert Carnline, teacher, Natchitoches Jr. High School, travel to Plantersville, Texas, November 1-3, 2003, to chaperone students to the Texas Renaissance Festival.   No cost to the Board.

(4)        John Vandersypen, travel to Bay St. Louis, Mississippi, November 4-10, 2003, to attend the LASIE 12th Annual Meeting & Workers= Compensation Conference.  Paid by General Fund.  (Permission to travel, if needed).

 

C.         School Bus Routes Changes:

 

(1)        Jacqueline Metoyer, Cloutierville Elem./Jr. High School, 4.58  additional miles due to detour from 8-19-03 to 9-8-03, cost of $135.93.

(2)        Julia Matthews, NSU Elementary and NCHS, .3 additional miles, cost of $262.96.

(3)        Susie Pardee, Fairview Alpha Elementary School, 1.4 additional miles, cost of $331.80.

(4)        Darlene Dickson, NCHS, additional 1 mile, cost of $185.26.

(5)        Ina  Jordan, NCHS, loss of .05 miles, savings of $96.76.

 

D.         Purchase of  Buses:

 

(1)        Nelva Wilson

 

E.         Advertisements:   Permission to advertise for bids for:

 

(1)        Construction of a basketball court at North Natchitoches Elementary School.

(2)        Construction of a parking lot at Weaver Elementary School.

(3)        Sale of 2 small portable buildings at Cloutierville Elem./Jr. High School.

 

F.         Resignations:

 

(1)        Gilda Johnson,  paraprofessional, Parks Elementary School, effective 9-22-03.

(2)        Dorothy E. Mims, teacher, North Natchitoches Elementary School, effective 9-29-03.

(3)        Ayasha Combest, teacher, Cloutierville Elem./Jr. High School, effective 10-8-03.

 

G.         Retirements:

 

(1)        Virginia Ratliff, speech teacher, North Natchitoches Elementary School, effective September 13, 2003.

 

Mrs. Joella Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mrs. Joella Wilson, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following finance items:

 

1.         V. C. Nora Building and Remodeling for the low bid meeting specifications in the amount of $21, 509.00 for roofing the Marthaville Elem./Jr. High School per attached bids.

 

2.         Stipends at $20.00 per hour for after school workshops for faculty/instructional staff at Cloutierville Elem/Jr. High, Fairview Alpha Elementary, North Natchitoches Elementary and Natchitoches Junior High.  Funded by CSRP.    

    

3.         Felicia Martin as School Improvement Facilitator, North Natchitoches Elementary School, to be paid $20.00 per  hour, 1 hour per day,  5 days per week for nine and one-half months and 7 hours per day for two weeks.  Funded by Title I. 

  

4.         The K-3 Reading and Mathematics Initiative Application and Budget for 2003-2004 in the amount of $115,867.     

 

5.         A contract with Bruce Burpee to present a workshop entitled "Walkthrough Training" for principals and supervisors (25 participants) in the amount of $7,000 plus $40.00 per person for materials for a grand total of $8,000.  Funded by The Rapides Foundation.

 

6.         Contracts with Sam Williams, Clara Sale and Grace Walkes to present a one day workshop on professional development for all teachers and administrators for $1,000 each plus travel expenses.   Funded by The Rapides Foundation.   

 

7.         Contract with the Clayton Petroleum, LTD Company to conduct a geophysical seismic survey over lands and/or minerals on school board property Township 11 North Range 6 West Sections 16, 23 and 25.

 

8.         Paying Yolanda Lewis, special education tutor, NSU Middle Lab for 64 hours worked August 19, 2003, to August 29, 2003, for a total of $480.00.  Funded by IDEA.    

  

            9.         The LEAP 21 Tutoring Program and Budget in the amount of $69,037.00.

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved the following finance items:

 

1.         The 8 (g) LINCS Grant and Budget in the amount of $13,346.

  

            2.         The Comprehensive School Reform Program Cohort 3(CSRP) Grant and Budget.

 

Mrs. Hildebrand presented the Personnel Report.

    

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the following personnel:

 

A.         Lakeisha Joseph, special education paraprofessional, Weaver Elementary School,  replacing Julie Cobb.

B.         Terence Vinson, Title I tutor, Parks Elementary School, at $7.50 per hour not to exceed 35 hours per week, effective 9-23-03.

C.         Kiwana Johnson, special education tutor, Parks Elementary School, at $6.00 per hour not to exceed 35 hours per week, replacing Candace Stafford, effective 9-25-03.

D.         Juliana Sheffield, secretary, curriculum and instruction, Central Office, replacing Sunny Broadway.

E.         Robert Harper, Title I paraprofessional, Parks Elementary School, replacing Gilda Johnson, effective 9-25-03.              

F.         Valerie Perot, special education LEAP tutor, East Natchitoches Elementary School, at $7.50 per hour not to exceed 35 hours per week, replacing Cynthia Denny, effective 9-25-03.

G.         Marty Garcie, special education LEAP tutor, Weaver Elementary School, at $7.50 per hour not to exceed 35 hours per week.

H.         Traymain Madison, Title I paraprofessional, Natchitoches Education Center, replacing Brian Williams.

I.          Sims  James, Title I tutor, Parks Elementary School, at $6.00 per hour not to exceed 35 hours per week, replacing Terence Vinson.

            J.          Jarod Jones, Title I paraprofessional, Cloutierville Elem./Jr. High School.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, and with unanimous consent, the Board approved the following transfers and/or reassignments:

 

A.         Sherry Wren, paraprofessional, Goldonna  Elementary School, from part-time general fund and part-time Title 1 to full time general fund.

B.        Julie Cobb, from special education paraprofessional to regular education paraprofessional, Weaver Elementary School, due to increased enrollment .

C.         Amelia Ferguson, regular education teacher, from Fairview Alpha Elementary School to Weaver Elementary School, due to increased enrollment.

D.         Debra Fuller, from Title I  paraprofessional, Fairview Alpha Elementary to 8(g)  paraprofessional,  Weaver Elementary School, replacing Cindy Weaver.

E.         Delores Bivens, second step monitor and trainers/coordinator, Parks elementary School, replacing Gilda Johnson, at $20.00 per hour not to exceed $500.00.  Funded by Office of Mental Health.

F.         Beverly Giering, speech therapist 3 days per week, from Cloutierville Elem./Jr. High School  to Weaver Elementary School,  replacing Cynthia Brown.

G.         Crystal Jones, teacher, from Parks Elementary School to Weaver Elementary School, due to increased enrollment.

H.         Kenneth McLaren, teacher, from Natchitoches Education Center to Lakeview Jr./Sr. High School, due to increased enrollment in GED Program.

I.          Claudine Madison, from regular teacher to Title II teacher, Parks Elementary School.

J.          Melanie Martinez, teacher, from Fairview Alpha Elementary School to East Natchitoches Elementary School, due to increased enrollment.

K.         Brenda Powell, teacher, from Parks Elementary School to East Natchitoches Elementary School, due to increased enrollment.

L.         Sherry Roberts, from regular paraprofessional to Title I paraprofessional, Fairview Alpha Elementary School, replacing Debra Fuller.

 M.         Brian Williams,  from Title I paraprofessional to special education teacher at Natchitoches Education Center.

N.         Terence Vinson, from Title I tutor, Parks Elementary School, to special education teacher, Natchitoches Jr. High School, due to increase in population.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, the Board unanimously approved the following:

 

1.         Bus drivers for After School For All Program at $15.00 per hour plus expenses according to Board policy:

2.         Martha Cechini, ESL tutor, Adult Education Program, 2 hours per week at $10.00 per hour for 29 weeks for a total of $580.00.    Funded by Even Start Program.

 

            3.         LEAP 21 tutors from October 1, 2003 - June 30, 2004, per attached list.    

 

On motion of Mrs. Hildebrand, seconded by Mr. Danzy, and with majority vote, the Board approved the 2003-2004 coordinators, coaches and extra-curricular activity personnel per attached list.  Mr. Benefield abstained from voting.

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, the Board unanimously approved the following personnel items:

 

1.         The following personnel  at  Provencal Elem./Jr. High School for After School for All, After  School Academic Tutoring, and Saturday Detention.   Funded by After School for All and /or Title I funds. 

 

After School for All Teachers at $20.00 per hour.  Only one teacher per day on rotating days.  Funded by After School for All.

2.         Annie Thompson,  part-time Migrant Recruiter for  Red River, Sabine and Vernon Parishes not to exceed 240 hours at $7.50 per hour plus travel reimbursement for the 2003-04 school year plus June, July and August.  Funded by Migrant Education.     

 

3.         Shamarra Williams & Rachel Barrett, teachers, strings program at $20.00 per hour.  Amount of time to be determined.

 

On motion of Mr. Wilson, seconded by Mr. Danzy, and with unanimous consent, the Board suspended the rules to add an item to the agenda.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, the Board unanimously approved Andre Washington, North Natchitoches Elementary and Kristy Robinson, Parks Elementary School, choir directors, at $20.00 per hour.  Classes will be conducted after school with hours to be determined. 

 

Mr. Danzy presented the Executive Report.  

 

On motion of Mr. Danzy, seconded by Mr. Means, the Board overwhelmingly approved revisions to the Pupil Progression Plan for 2003-2004.           

  

On motion of Mr. Metoyer, seconded by Mrs. Revels, the Board adjourned.
