PROCEEDINGS OF THE REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD SEPTEMBER 11, 2003

                                             

A regular meeting of the Natchitoches Parish School Board was held on Thursday, September 11, 2003, at 5:00 p.m. in the library of Parks Elementary School, 800 Koonce Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.   Absent:   None.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Daniels and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/ Staff reports, the Board received a report on:

 

1.         Monthly school board business by Dr. Murphy.

 

The Board recognized:

 

1.         Pupil appraisal for maintaining an outstanding LANSER compliance rate of 100% every month for 2002-2003 by the Louisiana Department of Education, Division of Special Populations.

 

2.         Mrs. Alice Rachal Wall on her retirement as Director of Federal Programs.  Mrs. Wall received a plaque for 38 years of dedicated service to the Natchitoches Parish School Board.

    

On motion of Mr. Wilson, seconded by Mr. Means, and unanimously carried, the Board approved the following consent agenda items:     

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of August 7 & 14, 2003

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:

(1)        Jennifer M. Ingram, SDFSC Program, travel to Irving, Texas, September 9-12, 2003, to attend recertification for Nonviolent Crisis Intervention Program.   Funded by Greatest Need Carryover.

(2)        Carletta Jones and Andrea Penrod, teachers, travel to Dallas, Texas, October 3-6,2003,  to attend an Accelerated Writing Workshop.   Funded by Title I.  Substitutes paid by Title I.

(3)        Vickie Sewell Sketoe and Lisa Richard, teachers, Lakeview Jr./Sr. High School, travel to Robinsonville, MS, October 2-6, 2003, to attend a Basketball Coaching Clinic.   No cost to the board other than substitutes.

(4)        Brenda Ingram, Cathy Sutton, Christie Griffin and Rhonda Vienne, pupil appraisal, travel to Chicago, IL, September 18 - 22,    2003, to attend a ICDL/Chicago Conference for care of children with autism spectrum disorders.  Funded by IDEA.

(5)        Misty Alexander, counselor, Natchitoches Central High School and Crissey Smith, counselor, Lakeview Jr./Sr. High School, travel to Nashville, TN, October 7-13, 2003, to attend the National Tech Prep Network Conference.  Funded by Tech Prep.

(6)        Elaine Garland, teacher, Natchitoches Central High School, to chaperone Jessica Pitcher, student and state  FBLA  president, travel to Baltimore, MD, Nov. 21 - 25, 2003, to the FBLA National Fall Leadership Conference.   Paid by general fund for each according to Board policy.

(1)        Clara Lodrige, SFS technician, Cloutierville Elem./Jr. High School, effective August 7, 2003.

(2)        Cynthia Brown, speech therapist, Weaver Elementary School, effective September 3, 2003.

 

H.         Requests for Leave:

 

(1)        Tina Johnson, school nurse, Parks Elementary School, leave without pay under the Family and Medical Leave Act, effective August 27, 2003.

 

Mrs. Joella Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Walker, seconded by Mr. Means, and with majority approval, the Board accepted the low bid meeting specifications of Skip Converse, Inc., in the amount of $6,633,000 for new elementary school at Fairview Alpha for Consolidated School District No. 7 per attached bid compilation.    Mrs. Revels cast a nay vote.

  

On motion of Mr. Danzy, seconded by Mr. Benefield, and with unanimous consent, the Board approved the Consolidated Budget for 2003-04.           

 

On motion of Mr. Metoyer, seconded by Mr. Danzy, and unanimously carried, the Board approved  Deanna Elkins, teacher, NCHS,  for 5th Hour Monitor, and Angie Buzbee and Elaine Garland, teachers, NCHS, for Saturday Detention Monitors,  to be paid $20.00 per hour.  Funded by school budget.  

  

On motion of Mr. Danzy, seconded by Mr. Benefield, and with unanimous consent, the Board approved the following coaching slots for the Jr. High Schools:

 

*           Provencal Elem./Jr. High       -     8

*           Cloutierville Elem./Jr. High     -     6

*           Marthaville Elem./Jr. High     -      6

*           NSU Middle Lab                  -      6

*           Natchitoches Jr. High           -    14

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved a grant and agreement with Department of Health and Hospital in the amount of $33,054.00 for the Violence Prevention Program.

 

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and with unanimous voice vote, the Board approved the following personnel:

 

A.         Brian Williams, Title I paraprofessional, Natchitoches Education  Center, replacing Gregory Rhines.

B.         Shannon Gordon, special education teacher, Natchitoches Jr./High School, replacing Julia Butler

C.         Crystal Jones, teacher, Parks Elementary School, replacing Jerry McKinney.

D.         Melinda Powell, LA4 paraprofessional, Marthaville Elem./Jr. High School, replacing Nikki Wilkerson.

E.         Anitra Moses, special education paraprofessional, North Natchitoches Elementary School, replacing Barbara Jackson.

F.         Carole Vienne, retired teacher, Fairview Alpha Elementary, replacing Misty Fontenot.

G.         Leatrice Sylve, full-time SFS technician, Weaver Elementary School, replacing Vivian Johnson.

H.         Brian Smetzer, band director, Natchitoches Central High School.

I.          Pamela Vallien, speech therapist, North Natchitoches Elementary School.

J.          Leonard Moses, security guard, Natchitoches Central High School, to be paid at minimum wage 7 hours per day.

K.         Donnan Brian, Cloutierville Elem./Jr. High School, replacing Kathleen Batten.

L.         LaKesha Joseph, paraprofessional, Weaver Elementary School, replacing Cindy Weaver.

 

On motion of Mr. Revels, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following transfers/and or reassignments:

 

A.         Christine Evans, teacher of gifted/talented, from NSU Elementary School  to  Provencal  Elem./Jr. High School.

B.         Shelia Beasley, special education teacher, from North Natchitoches Elementary School to Lakeview Jr./Sr. High School.

C.         Daphne Butler, from special education teacher to regular education teacher at North Natchitoches Elementary School. 

D.         Anita Evans, from Title II teacher to regular education teacher, North Natchitoches Elementary School.

E.         Nora Lee, from Title I paraprofessional to special education, North Natchitoches Elementary School.

F.         Joyce McDonald, teacher of gifted/talented, from Natchitoches Jr. High School to NSU Elementary, replacing Christine Evans.

G.         Susan Young, teacher, Cloutierville Elem./Jr. High School to Parks Elementary School, replacing Rosezila Cofield.

H.         Vickie McNeal, from part-time to full-time SFS technician, Fairview Alpha Elementary School, replacing Leona Yount. 

 

On motion of Mr. Hildebrand, seconded by Mr. Means, the Board unanimously approved the attached list of special education tutors effective September 8, 2003.  

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, the Board approved the following personnel salaries pro rated:

 

A.         Sharon Cobb - LA4 and Even Start Funds

B.         Christine Prewitt - Title I, Even Start and LA4 Funds

C.         Sherry Wren, teacher, Title I - 3 hours and 4 hours - General

Fund

On motion of Mrs. Hildebrand, seconded by Mr. Metoyer, the Board unanimously approved the following personnel:

 

A.         Anitra Payton - Adult  Education data specialist at $5.15 per hour for 7 hours per day for 200 days for a total of $7,210.00.  Funded by Adult Education.

B.         Delores Washington -  parent advocate and recruiter for Even Start Program at $6.00 per hour for 7 hours per day for 180 days for a total of $7,560.00.   Funded by Fame 1st. and Even Start with a starting date of September 2, 2003.

C.         Edith Owens - part-time  recruiter and home visitor for Even Start Program at $6.00 per hour for 4 hours per day for 180 days for a total of $4,320.00.  Funded by Even Start.

D.         Eliza Jones - teacher, Adult Literacy at Louisiana Technical College at $20.00 per hour for 7 hours per day for 180 days for a total of $25,200.00.  Funded by FAME 1st and Even Start with an effective date of September 2, 2003.

E.         Sharon Jennings - bus driver for NEC at $15.00 per hour for 2 hours per day for 160 days for a total of $6,400.00 plus bus operation expense based on board policy.   Funded by Even Start and Fame 1st.

F.         Jason Johnson - part-time tutor for Title I at $6.00 per hour for 7 hours per day not to exceed 35 hours per week for 2003-04.  Funded by Title I.   

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved After School For All Personnel with teachers to be paid $20.00 per hour and tutors $5.15 per hour unless specified:

On motion of Mr. Walker seconded by Mr. Danzy, and with majority voice vote, the Board approved JoAnn Knighton, Patricia Beaudion, Carol Garcia, and Litton Nugent, Natchitoches Central High School, and Lisa Richard and Laura Ponder, Lakeview Jr./Sr. High School, $20.00 per  hour for 2 hours for textbook inservice held from 3:00 p.m. until 5:00 p.m. on Thursday, August 27, 2003.  Funded by Title II. Mrs. Hildebrand cast a nay voice vote.

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved Robin Robinson, Title 1 nurse, Parks Elementary, at $20.00 per hour, 7 hours per day and 4 days per week effective date of September 15, 2003. 

 

On motion of Mr. Hildebrand, seconded by Mrs. Wilson, the Board approved Shantura Payne, intake associate for SPOE, from part-time to full-time at same hourly rate .

 

On motion of Mrs. Hildebrand, seconded by Mr. Benefield, the Board unanimously approved the following personnel items:

     

A.         Janelle Hunter, Glennie Scarborough and Doris Roge as Second Step Program Monitors at a rate of $25.00 per hour not to exceed $3000.00 each.  Funded by Department of Health and Hospitals, Office of Mental Health. 

 

B.         The attached list for the Second Step Trainer of Trainers/Coordinators to be paid $20.00 per hour not to exceed $500.00 each.  Funded by a  grant from the Office of Mental Health.  

 

Mr. Russell Danzy presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, and with unanimous consent, the Board authorized the following changes with the resource office program:

 

*           Resource officers' wages should be based on ranking with lower ranking officers (if properly trained) assigned to schools when possible.

 

*           Resource officers should be hired for nine months and work forty hours weekly.

 

*           Resource officers should receive no overtime and no holiday pay.

 

*           Resource officers should submit an activity log monthly signed by principal.

 

*           Cars would no longer be purchased by the Board for resource officers.

 

By joint resolution the Board authorized the attached resolution to be sent to the BESE Board requesting a waiver for 4th grade transitional students.

 

On motion of Mr. Wilson, seconded by Mr. Danzy, and with unanimous consent, the Board suspended the rules to add an item to the agenda.

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, the Board unanimously approved Donnie Hyams for 44 more hours employment at $50.00 per hour to work on the case management program for SDFSCA.  Funded by Greatest Needs Carryover.

 

On motion of Mr. Wilson, seconded by Mrs. Revels, and unanimously carried, the Board suspended the rules to add an item to the agenda.

 

On motion of Mr. Danzy, seconded by Mr. Wilson, and with unanimous consent, the Board authorized that transportation costs for 5th through 8th grade students to attend the Heart of Spain exhibit in Alexandria be paid by the general fund.

 

On motion of Mr. Walker, the Board adjourned.
