PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JULY 10, 2003

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, July 10, 2003, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:     Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.    Absent:    None.

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Danzy.

 

Under Superintendent/Staff Reports, the Board received reports on:

 

1.         Monthly school board business by Dr. Murphy.

2.         Instructional update on past and future plans for school improvement by

various supervisors and principals.

    

On motion of Mrs. Revels, seconded by Mr. Means, and unanimously carried, the Board convened into executive session to discuss the litigation entitled "Ruby Lee Calhoun, et al v. Natchitoches Parish School Board," bearing Civil Action No. 80-1422 on the docket of the United States District Court for the Western District of Louisiana, and "NAACP, et al v. Natchitoches Parish School board," bearing Civil Action No. CV03-0077-Al on the docket of the United States District for the Western District of Louisiana.

 

On motion of Mrs. Hildebrand, seconded by Mr. Metoyer, and with unanimous consent, the Board adjourned out of executive session.

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, that the Board hereby adopt a resolution authorizing the incurring of debt and issuance of Eight Million Dollars ($8,000,000) of General Obligation School Bonds, Series 2003, of  Consolidated School District No. 7 of the Parish of Natchitoches, State of Louisiana; prescribing the form, terms and conditions of said Bonds; designating the date, denomination and place of payment of said Bonds; providing for the payment thereof in principal and interest; amending the resolution of May 8, 2002, advertising said bonds for sale; and providing for other matters in connection therewith.

 

YEAS:    Walker, Daniels, Hildebrand, Bienvenu, Danzy, Metoyer, J. Wilson, Benefield, and Means.   NAYS:     Wilson and Revels.    ABSENT:    None.   (Carried)

 

On motion of Mr. Danzy, seconded by Mr. Walker, and unanimously carried,  the Board approved a  resolution making application to the State Bond Commission for consent and authority to issue, sell and deliver not exceeding $7,000,000 of General Obligation School Refunding Bonds, of School District No. 9 of Natchitoches Parish, Louisiana, all in the manner provided for by Chapter 14-A of Title 39 of the Louisiana Revised Statutes of 1950, as amended;  providing for the appointment and employment of bond counsel; and other constitutional and statutory authority supplemental thereto and providing for other matters in connection therewith.

 

On motion of Mr. Walker, seconded by Mrs. Revels, and with unanimous consent, the Board approved the following consent agenda items:

Mrs. Joella Wilson presented the Finance Report.

 

On motion of Mr. Metoyer, seconded by Mr. Means, the Board unanimously approved the following finance items:

 

1.         The low bid of various vendors meeting specifications for processed and frozen foods for the Child Nutrition Program for 2003-2004.

 

2.         Midwest Employers Casualty Company, Option 1, for the Self Insured Workers' Compensation Program for 2003-04.

 

3.         A supplement of $1,300.00 each to Joanne Yankowski, Project Coordinator, Margaret Guillory and Charles Verret, English monitors, for 65 hours at $20.00 per hour to organize and follow through on project activities. Funded by Rapides Foundation Grant.

 

4.         Paying Lakeview Jr./Sr. High School teachers a stipend of  $20.00 per hour for attending any school meetings related to the Rapides Foundation Grant.  Funded by Rapides Foundation Grant .   

 

5.         A contract with Janet Hale for $5,000.00 for providing two on site workshops modeling and reading writing connection across the curriculum, one in the Fall and the other in Spring.  The cost includes travel expenses and workshop materials.  Funded by Rapides Foundation Grant.

                 

6.         A  8(g) Superior Textbook Grant for 2003-04 in the amount of $6,703.00.  

 

7.         A Certificate of Substantial Completion for Natchitoches Central High School and RDS Construction, Inc., for completion of the work in Architect's Job #2001-02 Sitework and Additions, No. 35-15, in the amount of  $64,827.00 as certified by Yeager, Watson & Associates, Inc., and authorize the president to sign the documents. 

 

8.         A Certificate of Substantial Completion for Natchitoches Central High School and RDS Construction, Inc., for work included in the August 8, 2002, contract in the amount of $351,700.00 plus Alternate 1 Bid $16,500.00, plus Alternate 2 Bid $27,500.00, plus Alternate 3 Bid $35,400.00 for a August 8, 2002 contract lump sum of $431,100.00 including additional Change Order #1 in the amount of $85,694.00; additional Change Order #2 in the amount of $9,419.19. for a total contract amount of $526,213.19 as certified by Yeager, Watson & Associates, Inc., and authorize the president to sign the documents.

On motion of Mr. Wilson, seconded by Mrs. Revels, and unanimously carried, the Board approved an agreement with First Choice Therapy for 2003-04 for occupational and physical therapy services.          

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved an agreement with the Natchitoches Parish Hospital for 2003-04 for certified nurse assistant services and a Business Associate Agreement Addendum.

 

On motion of Mr. Walker, seconded by Mr. Danzy, and with unanimous consent, the Board authorizied loans from the general fund to BRE maintenance funds for the balance of the year to be reimbursed when tax proceeds are received in December. 

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, the Board unanimously approved a supplement of $1,000.00 to Misty Alexander, Project Coordinator and Debbie Dean, Data Input Specialist, to organize and follow-up on project activities.  Funded by Rapides Foundation Grant.

 

On motion of Mr. Danzy, seconded by Mrs. Revels, and with unanimous consent, the Board approved stipends of $20.00 per hour to teachers at Natchitoches Central High School for curriculum alignment work sessions after regular school hours.  Funded by Rapides Foundation Grant not to exceed amount in grant.

 

Mrs Hildebrand presented the Personnel Report.

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, the Board unanimously approved the following personnel:

On motion of Mrs. Wilson, seconded by Mr. Means, and unanimously carried, the Board approved the following transfers/reassignments:           

 

A.         Linda Howard, teacher, from Cloutierville Elem./Jr. High to North Natchitoches Elementary, replacing Nettie Winston.

B.         Stacey McCain, teacher, from East Natchitoches Elementary to Natchitoches Junior High, replacing Erin Hollier.

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved two-year performance contracts for:

 

A.         James David Clark, Principal, East Natchitoches Elementary School.

B.         Ronald Waites, Principal, Natchitoches Central High School.

C.         Don A. Mims, Principal, Natchitoches Educational Center.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following personnel items:

 

A.         Jodi Shirley as K-3 summer school teacher at North Natchitoches Elementary replacing Shondrika Robertson, and Linda Page as 6th Grade ELA summer school teacher at North Natchitoches Elementary replacing Amy Baker.   Brenda K. Powell (North) as 4th grade LEAP summer school teacher at Parks Elementary replacing Juliete Moffett.                        

B.         Alexandra Antwine, student worker, Title I Media Center, continuation of employment at $5.15 per hour for 780 hours for a total of $4,017.00.  Funded by Title I.

C.         Brenda Poynter, Joan Buswell and Sharon Aleda Rhodes, substitute teachers, for the GEE 21 Summer Remediation Program. Funded by Gee Remediation, Title I, and/or Special Education/General Fund.                     

D.         Sandra Mason, assistant tennis coach, Natchitoches Central High School for the 2002-03 school year.

E.         Sharon Jennings, bus driver, July summer school for Even Start Program.  Funded by Even Start Program. 

F.         Changing rate of payment from $5.15 per hour to $6.00 per hour for the following tutors for After School For All Program:

Funded by After School For All.  

G.         Changing rate of payment from $5.15 per hour to $7.50 per hour for paraprofessional  LaShonda Berryman in After School For All Summer School Program and Trey Lucky from $7.50 per hour to $6.00 per hour.

H.         Brandye Johnson as special education LEAP tutor at $7.50 per hour for  hours per day for 2 days.

 

On motion of Mr. Wilson, seconded by Mr. Means, the Board unanimously approved ROTC contracts for:

 

A.         Lt. Col. Christopher Sylvia    (12 months)

B.         Major Bobby E. Kellogg, Jr.  (12 months)

C.         MSG John W. Burton           (11 months)

D.         SFC Jerome Jenkins            (11 months)

E.         TSGT Kenny Minchew          (11 months)

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, and with unanimous consent, the Board approved Linda Page as principal of Cloutierville Elem./Jr. High School.

 

On motion of Mr. Wilson, seconded by Mr. Means, that the Board hereby approve Alvin Brosette as principal of Parks Elementary School.

On motion of Mr. Wilson, seconded by Mrs. Revels, that the Board hereby approve Cindy Baptiste as Adult Education Specialist (10 month position).

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, the Board unanimously approved a revised LEAP 21 tutors as of July 9, 2003.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and with unanimous consent, the Board approved Jeannie Franks, teacher, Lakeview Jr./Sr. High School, as GEE 21 test administrator for special education students from July 7-10, 2003, for five hours a day at $20.00 per hour.  Paid by special education.   

 

Mr. Danzy presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, and unanimously carried, the Board approved the attached Dress Code for Professional/Support Personnel.   

                 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with unanimous consent, the Board approved the Pupil Progression Plan for 2003-2004.

 

On motion of Mr. Danzy, seconded by Mr. Walker, and with unanimous voice vote, the Board convened into executive session to discuss the work performance of two employees.

 

On motion of Mr. Walker, seconded by Mrs. Revels, the Board adjourned out of excecutive session.
