OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JUNE 12, 2003

                                                 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, June 12, 2003, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.  Absent:  None.                                                

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Wilson.

 

Under Superintendent/Staff Reports, the Board received reports on:

 

1.         Monthly school board business by Dr. Elwanda Murphy .    

            2.         End of Year Curriculum Reports by Donna Masson, Juliette Moffet, Sue Creighton, Eunice Foster and Marilyn Stevens.     

       

On motion of Mr. Wilson, seconded by Mrs. Revels, the Board unanimously approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of May 8, 2003

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:           June and July 

       

B.         Out of State Travel:

 

(1)        Tonia Butler, teacher, Parks Elementary School, and Brooke Williams, teacher, North Natchitoches Elementary School, travel to San Diego, California, on July 11-16, 2003, to attend the National Kindergarten Conference.  Funded by Title I.

(2)        Patti Breland, teacher, North Natchitoches Elementary School, travel to Dallas, Texas, on June 16-19, 2003, to attend a Character Building Seminar.  Funded by school budget.

(3)        Christopher Sylvia, instructor, JROTC, Natchitoches Central High School, travel to Nashville, Tennessee, on July 27-August 3, 2003, to attend a  Senior Army Instructor Conference.  Funded by the federal government.

 

            C.         School Bus Routes Changes:

 

(1)        Linda Brown, Lakeview Jr./Sr. High School, additional 3.9 miles for   6.5 days, cost of $37.96.

(2)        Mack Trichel, Lakeview Jr./Sr. High School, additional 20.5 miles for 3 days,  cost of $72.45.

 

            D.         Advertisements:   Permission to advertise for bids for:

 

(1)        Metal storage building for Natchitoches Central High School

 

E.         Resignations:

 

(1)        Eric Russell, teacher/coach, Lakeview Jr./Sr. High School, effective May 31, 2003.

Mrs. Joella Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mrs. Hildebrand, and with unanimous consent, the Board accepted the low bids meeting specifications per attached bid compilations for the following:

 

A.         Aeropres liquefied gas service for 2003-04

B.         Cane River Pest Control for pest control service for 2003-04

C.         Various vendors for milk and dairy products for 2003-04

            D.         Various vendors for bread and bread products for 2003-04

E.         Various vendors for paper and cleaning supplies for the Child Nutrition Program for 2003-04

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, that the Board hereby approve the Consolidated School District No. 7 design development documents and authorize the bidding phase for the project.   

 

YEAS:    Walker, Daniels, Hildebrand, Bienvenu, Danzy, and Benefield.    NAYS:   Wilson, Metoyer, J. Wilson, Revels and Means.   ABSENT:   None.             (Carried)

 

On motion of Mr. Metoyer, seconded by Mr. Danzy, the Board unanimously approved the following finance items:  

 

A.         The insurance renewal proposal of North American Solutions for the 2003-04 fiscal year with authorization for the necessary papers to be signed.  

  

            B.         The School Food Service and General Fund Budget Revisions.

         

On motion of Mr. Walker, seconded by Mr. Wilson, and with unanimous consent, the Board approved a resolution providing for canvassing the returns and declaring the results of the special election held in the Parishwide School District of the Parish of Natchitoches, State of Louisiana; School District No. 9 of Natchitoches Parish, Louisiana, and the Parish of Natchitoches, State of Louisiana, on Saturday, May 3, 2003, to authorize the renewal of a sale and use tax and special taxes therein. 

 

On motion of Mrs. Revels, seconded by Mr. Wilson, the Board unanimously passed an ordinance amending an ordinance adopted on July 21, 1983, entitled "An ordinance levying withing the Parish of Natchitoches, State of Louisiana, a tax on one percent (1%) upon the sale at retail, the use, the lease or rental, the consumption and storage for use or consumption, of tangible personal property and upon the sale of services within the Parish of Natchitoches, all as defined herein in accordance with R.S. 47:301 through 47:317; defining the terms "tangible personal property," "dealers," "sale," "retail sales," "lease or rental," "storage," "use," "sales of services," and other terms used herein, levying and providing for the assessment, collection, payment, dedication and distribution of such tax and the purpose for which the proceeds of said tax may be expended; providing for an adequate remedy at law; defining violations of  the provisions of this ordinance and prescribing penalties therefor; providing for rules and regulation for the enforcement of the provisions of this ordinance and the collection of the tax levied thereby; providing that any part of this ordinance which may be held invalid or unconstitutional shall not affect or impair any other provisions thereof; and repealing all resolutions and ordinances or parts thereof as may conflict herewith= as amended on October 8, 1992, and providing for other matters in connection therewith.

  

On motion of Mr. Walker, seconded by Dr. Bienvenu, that the Board hereby approve a resolution authorizing the incurring of debt and issuance of  Eight Million Dollars ($8,000,000) of General Obligation School Bonds, Series 2003, of Consolidated School District No. 7 of  the Parish of Natchitoches, State of Louisiana; prescribing the form, terms and conditions of said Bonds; designating the date, denomination and place of payment of said Bonds;  providing for the payment thereof in principal and interest; and providing for other matters in connection therewith.

 

On motion of Mr. Means, seconded by Mrs. Revels, that the Board hereby table the

aforementioned resolution until further discussion to clear the issues.

On motion of Mrs. Revels, seconded by Mr. Means, and unanimously carried, the Board approved the following finance items: 

 

A.         A Parents on Board Workshop presented by Holmes Educational Consultants on April 24, 2003, to address the No Child Left Behind mandates.  The workshop is to be held at the Title I Media Center for 18 parents at $69.00 per person for a total of $1242.  Funded by Title I.    

 

B.         A Strategic Planning Conference for Central Office Administrators and Principals at Cypress Bend on June 26 and 27, 2003.   Funded by Title I.   

 

C.         A resolution requiring bus drivers to submit route changes within thirty days of the change in order to be compensated.   All route changes are to be signed and dated by drivers at the time submitted to the transportation office.

 

D.         Grants from The Rapides Foundation in the amount of $25,000 for each of the following schools:  Cloutierville Elem./Jr. High, Lakeview Jr./Sr. High, Natchitoches Central High and NSU Elementary Lab.

      

E.         The attached list of teachers from Fairview Alpha Elementary for professional development and planning for school improvement at $20.00 per hour, 5 hours per day for 5 days.  The institute will be held from 9:00 a.m. until 2:00 p.m. from June 16-20, 2003, and funded by Title I.

                 

F.         Kathy Bundrick to plan and coordinate the professional development for school improvement at Fairview Alpha Elementary at $20.00 per hour, 7 hours per day for 5 days.  Funded by Title I.   

 

G.         Marilyn Stevens, math facilitator, for Summer Remediation Program at $20.00 per hour for 137 hours and $50.00 per hour for 10 hours from June 2 - 30, 2003, for a total of $3240 and  49 hours at $20.00 per hour for July 1 - July 10, 2003, for a total of  $980.00.   Funded by State Summer Remediation and Title I.

 

H.         Donna Prothro at $50.00 per hour for 4 hours ($200.00) for two math workshops for 8th grade LEAP 21 summer school teachers.   Funded by State Summer Remediation. 

 

I.          The attached list of 15 third grade teachers for a math workshop on Saturday, June 21, 2003, from 8:00 a.m. - 3:00 p.m. for 6 hours at $20.00 per hour.  Funded by K-3 and/or Title I. 

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved the Natchitoches Tax Commission Budget for 2003-04.

              

On motion of Mr. Wilson, seconded by Mr. Means, and with unanimous voice vote, the Board approved the following finance items:

 

A.         A contract with State of Louisiana, Department of Education, in the amount of $1,900.00 to reimburse teachers of Gifted for the Louisiana Lagniappe Institute at the University of Louisiana at Lafayette.  Funded by Javits Grant.  

 

B.         The Agreement between State of Louisiana Department of Health and Hospitals and Natchitoches Parish School Board to serve as the SPOE (System Point of Entry) for Region 19 in the amount of $102,762.00.

   

C.         To submit a consolidated application for federal programs to the Louisiana Department of Education.           

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, the Board unanimously approved the following personnel:

 

A.         Brenda James, teacher, Natchitoches Central High School, replacing Kristal Pierce.

B.         Connie Scruggs, teacher, Provencal Elem./Jr. High  High School, replacing Virginia Dennis.

C.         Michael Vizier, band teacher, Lakeview Jr./Sr. High School,  replacing Ronald Mayfield.

D.         Eddie Hamilton, physical education teacher, Natchitoches Jr. High School. 

            E.         James Anding, teacher, Lakeview Jr./Sr. High School, replacing Ronald Warren.

F.         Sharon Anding, teacher, Provencal Elem./Jr. High School.

G.         Kiley Davis, teacher, Marthaville Elem./Jr. High School.

H.         Gail Jones, System Point of Entry (SPOE) Intake Coordinator, 12 months at beginning teacher salary.  Funded by the Department of Health and Hospitals.

I.          Shantura Payne, System Point of Entry (SPOE) Intake Associate, 20 hours per week for 12 months at $7.50 per hour.  Funded by Department of Health and Hospitals.

J.          Jessica Avelis, teacher, Natchitoches Central High School, replacing Jerry Hughes.

K.         Krissi Johnson, teacher, Goldonna Elementary School, replacing Silas DuFrene.

L.         Lyndi Paludan, teacher, Natchitoches Central High School, replacing Stephen Norwood.

M.        Billi Scroggins, teacher, North Natchitoches Elementary School, replacing Cecilia Possoit.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, and with unanimous consent, the Board approved the following transfers and/or reassignments:

 

A.         Kendria Sanders, technology coordinator, Goldonna Elementary School, replacing Pamela Stewart.

B.         Charles Brown, from 12 month custodian, Media Center, to SFS warehouse technician, replacing Floyd Lucas, effective 7-1-03.

C.         Julia Butler, special education teacher, from Natchitoches Junior High School to Lakeview Jr./Sr. High School, replacing Margie Thibodeaux.

  

On motion of Mrs. Hildebrand, seconded by Mr. Means, the Board unanimously approved the following personnel items:

 

A.         Herbert Baptiste for coaching a third sport (track) at Cloutierville Elem./Jr. High School.

            B.         Linda Adkins, SAT Chairperson at Cloutierville Elem./Jr. High School.

C.         Two-year performance contracts for:

 

1.         Susie M. Brooks - Director of Personnel

2.         Doris Hullaby - Coordinator, Parks Elementary School

3.         Renee Mayher - Supervisor, Child Nutrition Program

4.         Terry Williams - Principal, Lakeview Jr./Sr. High School 

 

On motion of Mrs. Hildebrand, seconded by Mr. Danzy, and with unanimous voice vote, the Board approved Phyllis Thomas, Principal of Weaver Elementary School.

 

On motion of Mr. Wilson, seconded by Mr. Means, the Board unanimously approved the following personnel items:

 

A.         Personnel for special education summer school from June 2 through July 24, 2003, per  attached list.  Funded by IDEA and State ESYP.              

B.         Ruby Braxton, summer school teacher at Natchitoches Parish Adult Education Center, for 4 weeks beginning June 16-July 11, 2003. Funded by carryover grant money. 

C.         Jennifer Ingram as  SDFSC Intervention Specialist for the 2003-04 school year for 9 months.  Funded by Title IV based on first year teacher salary.   Ms. Ingram will continue with previous assigned job responsibilities.        

            D.         Summer personnel and funding for the following programs:

LA4

After School for All

Migrant

 

E.         The attached list of summer school teachers (K- 3 & 5-7) for June 2 - June 27, 2003.   Funded by K-3 Initiative and Title I.  

F.         The attached list of summer school teachers for LEAP 21 4th/8th from June 2- June 30, 2003.  Funded by State Summer Remediation, 8(g) Student Enhancement and IDEA.  Also, consider approving LEAP 21 4th/8th grade teachers for July 1-10, 2003.  Funded by Title I and IDEA.            

G.         The attached list of Summer LEAP 21 tutors for 90 hours.  Funded by State Summer Remediation.

H.         7 part-time bus drivers per attached list at $15.00 per hour plus mileage and expenses.  Funded by State Summer Remediation. 

            

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with unanimous consent, the Board approved the attached list of GEE 21 Summer Remediation teachers.  Funded by GEE Remediation Program/ IDEA/Title I and/or general fund.
