PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MAY 8, 2003

                                                 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 8, 2003, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield, and Carl Means.   Absent:   Russell  E. Danzy.                                      

 

The meeting was called to order by President Daniels, followed by an invocation by Reverend Means and Pledge of Allegiance by Mr. Benefield.

 

Under Superintendent/Staff Reports, the Board recognized:

 

            1.         School Nurse Day on May 7, 2003, by Superintendent Murphy.

            2.         Relay for Life Children’s Mass Choir by Gwen Hardison.

3.         Parish Students of the Year, Riley McCalister, NSU Elementary School, Sarah Williams, NSU Middle Lab, and Katrina Storrs, Natchitoches Central High School, were recognized and presented plaques.

4.         Valedictorians of Natchitoches Central High School, Mary Acklin, CallieHargis, Christopher LaCour, Katrina Storrs, Robert Terrell, Christopher  Gilson, Ryan Kilpatrick, Tyler Poole, Thelma Tate, and Karmynah Helaire.

            5.         Valedictorians of Lakeview Jr./Sr. High School, Dana Thomas and Rachel Pullig and Eric Brewton, Saluatorian

            6.         Kids’ Hope Program at United Methodist Church Extra Mile Award by the Natchitoches Parish Principals’ Association

 

The Board received reports from:

 

            1.         Dr. Elwanda Murphy on monthly school board business, pending lawsuits and parish test scores.

 

On motion of Mr. Walker, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of April 10, 2003

 

 3.        FINANCE ITEMS:

 

            A.         Payment of Bills:           June and July  

      

            B.         Out of State Travel: 

 

                        (1)        Armetrice Williams, Dolores Conlay, Oyd R. Thornton, Joyce McDonald and Erin Hollier, teachers, Natchitoches Jr.  High School, travel to Vicksburg, Mississippi, May 22-23, 2003, to chaperone students to the Vicksburg National Military Park. At no cost to the Board, other than substitutes.

                        (2)        Jacqueline Watson, principal and Linda Howard, teacher, Cloutierville Elem./ Jr. High School, travel to Orlando, Florida, June 2-9, 2003, to chaperone cheerleaders to Disney World.  At no cost to the Board.

                        (3)        Laura Strahan, Brenda Youngblood, Debra Mitchell, Krista Robideaux, Frances Walker, and Jenifer Fralia,  Marthaville Elem./Jr. High School, travel to Houston, Texas, May 24, 2003, to chaperone students to Math and Science Day at Astroworld.

                        (4)        Renee Mayher, Child Nutrition Program, Central Office, travel to Reno, Nevada, July 19-24, 2003, to attend the American School Food Service Association Conference.  Funded by Natchitoches Parish School Food Service Association and Natchitoches Parish School Food Service Program.

                        (5)        Nikki Murphy, Angela Cannon, and Donna Prothro, teachers, Natchitoches Central High School, travel to Dallas, Texas, May 10-12, 2003, to chaperone students to Six Flags Over Texas.  At no cost to the Board.

(6)        Lisa Richard and Vickie Sewell, teachers, Lakeview Jr./Sr. High School, travel to Houston, Texas, June 24-25, 2003, to chaperone the girls’ basketball team to Astroworld.  At no cost to the Board.

                        (7)        Jessie Hoffpauir, teacher, Lakeview Jr./Sr. High School, travel to Lawton, Oklahoma, June 14-23, 2003, to attend the Region II, NAAE Conference.  Paid by Vocational Funds.

Mrs. Joella Wilson presented the Finance Facilities, Services and Insurance Report.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board unanimously accepted the low bid meeting specifications of Corley, Inc. to replace the air conditioning in the  central office per attached bid compilation and authorized the Board President  to sign the necessary papers.

  

Mr. Vandersypen presented the Monthly Budget Status Report.        

  

On motion of Mr. Walker, seconded by Mr. Wilson, and with majority approval, the Board authorized a resolution for the advertising for sealed bids for the purchase of Eight Million Dollars ($8,000,000) of General Obligation School Bonds, Series 2003, of Consolidated School District No. 7 of the Parish of Natchitoches, State of Louisiana, authorized at an election held on Saturday, January 18, 2003, and providing for other matters in connection therewith and authorization  for  the Board President to sign the documents.    Mrs. Gladys Revels cast a nay vote.

                       

On motion of Mr. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved a CBT On-Line Learning Grant in the amount of $11,000.00.   

  

On motion of Mr. Benefield, seconded by Mr. Means, the Board unanimously approved the School Food Service and General Fund Budget Revisions.

 

On motion of Mr. Wilson, seconded by Mr. Means, and with unanimous consent, the Board increased Delores Washington’s  hours of  work from 7 to 8 beginning May 12 and ending on August 31.  Funded by HIPPY.  

 

On motion of Mr. Walker, seconded by Mr. Bienvenu, that the Board hereby approve, an employee special projects hourly rate per attached schedule.

 

YEAS:    Walker, Daniels, Wilson, Hildebrand, Bienvenu, Metoyer, J. Wilson, Revels, Benefield, and Means.   NAYS:    None.     ABSENT:     Danzy.    (Carried)

 

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, and with unanimous consent, the Board approved the following personnel:

           

            A.         Erin Hollier, teacher, Natchitoches Junior High School, replacing Essie Taylor.

            B.         Trey Lucky, tutor for the After-School Tutoring Program, North Natchitoches Elementary school, replacing Chazz Watson.

  

On motion of Mr. Means, seconded by Mr. Wilson, and unanimously carried, the Board authorized the superintendent to issue employee contracts and letters of assurance for the 2003-04 school year.    

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, the Board approved Carletta Jones and Carol Morgan, coordinators for the Quiz Bowl at Provencal Elem./Jr. High.

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, the Board unanimously approved Kandice Foster, student worker for the special education department, not to exceed 35 hours weekly.   Funded by IDEA.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, the Board unanimously approved Eric Aaron and Eric Smith for HVAC Mechanic I positions pending successful completion of requirements.

 

Mr. Daniels presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved a one and one-half hour shorter day for central office and (full day) schools employees for the months of June and July.   After June 13, 2003, school secretaries are to work one-half days as long as summer school is in session at their schools.

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, the Board adjourned.
