PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MARCH 20, 2003                                                 

                                                

A regular meeting of the Natchitoches Parish School Board was held on Thursday, March 20, 2003, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield, and Carl Means.   Absent:  Cecil Walker.

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Joella Wilson and Pledge of Allegiance by Mr. Benefield.

 

Under Superintendent/Staff Reports, the Board recognized:

              

1.         Lakeview State Basketball Champions of 2003 and Coaches Mac Braxton, Henry Kirts and Michael Peter.  

2.         Board Members Julia Hildebrand, Carl Means, Billy Benefield, andGladys Revels and Superintendent Murphy received certificates for the successful completion of the first session of the School Board Training Academy trainings as required by Louisiana Revised Statute 17:53. 

    

Dr. Elwanda Murphy presented the monthly update on Board business.

 

On motion of Mr. Wilson, seconded by Mrs. Joella Wilson, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of February 13, 2003

 

 3.        FINANCE ITEMS:

B.         Out of State Travel:

 

(1)        Elwanda Murphy, superintendent, travel to San Francisco, California, on April 4 - 7, 2003, to attend the National School Board Association Conference.  Paid by general fund. 

(2)        Shasta Daniels, supervisor, travel to San Francisco, California, April 4-8, 2003, to attend the National  School Board Association Conference.

(3)        Carroll Daniels, Julia Hildebrand, Ralph Wilson, Joella Wilson, Emile Metoyer, Gladys Revels, and Billy Benefield, board members, travel to San Francisco, California, April 4 - 8,  2003, to attend the  National School Board Association Conference.  Paid by general fund.

(4)        Major Bobby E. Kellogg , Lakeview Jr./Sr. High School, travel to Arlington, Texas, March 21, 2003, to chaperone the Air Force JROTC Drill Team to Six Flags Over Texas.  No cost to the board.

(5)        Jennifer Ingram, SDFSC Program, travel to Minneapolis, MN,April 23-38, 2003, to attend the National Youth Leadership Council Service-Learning Conference.  Funded by Greatest Need Budget.

(6)        Joyce McDonald and Debra Waites, teachers, Natchitoches Jr. High School and East Elementary, travel to, Galveston, Texas,  May 16 - 19, 2003, to chaperone gifted  students to Moody Gardens.    No cost to the board.

(7)        Vickie Sewell and Lisa Richard, coaches, Lakeview Jr./Sr. High School, travel to Biloxi, Mississippi, April 25-27, 2003, to The Biloxi Basketball Coaching Clinic.  No cost to the board other than substitute.

(8)        Reneva Trahant, teacher, Natchitoches Central High School, travel to Biloxi, Mississippi,   April 11-14, 2003, to chaperone students to the Key Club Convention.    Funded by the Key Club.

(9)        Mike Peter and Sheila Peter, teachers, Lakeview Jr./Sr. High School, travel to Orlando, Florida, April 13-18, 2003, to chaperone students on field trip to Disney World. No cost to the board.

(10)         Alice M. Rachal-Wall, Director of Federal Programs, travel to Portland, Oregon, April 26-30, 2003, to attend the 2003 National Migrant Education Conference.   Funded by Title I/Migrant.

 

            C.         School Bus Routes Changes:

 

(1)        Fredda Burns, Cloutierville Elem./Jr. High School, 2.06 additional miles for 11 days, cost of $28.27.

(2)        Irene Breda, NSU Middle Lab, 4.44 additional miles, cost of $348.84.

(3)        Fredda Burns, Cloutierville Elem./Jr. High School, additional 6.52 miles for one day, cost of $8.35.

(4)        Shirley Bolton, Cloutierville Elem./Jr. High School, total of 128.4 extra miles due to heavy rains, cost of $75.60.

(5)        Shirley Bolton,   Cloutierville Elem./Jr. High, total of  64.2 extra miles due to heavy rains, cost of $44.10.

(6)        Sharon Jennings, North Natchitoches Elementary, additional 7.17 miles,   cost of $459.80.

(7)        Lee Payne, Cloutierville Elem./Jr. High, additional 5 miles for one day, cost of  $7.50.

Mrs. Joella Wilson presented the Finance Facilities, Services and Insurance Report.

 

Mr. Vandersypen presented the Monthly Budget Status Report    

  

On motion of Mr .Danzy, seconded by Mr. Wilson, the Board unanimously approved the GEE 21 Remediation Budget in the amount of $20,353.

  

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following agenda items:

 

1.         Sandy Kosloski, tutor, Cloutierville Elem./Jr. High School Academic Learning Center, at $6.00 per hour for 6 hours per week for 5 weeks for a total of $180.00.   Funded by Academic Learning Centers Grant.

2.         Laura Solomon, teacher, for After-School Tutoring, at Marthaville    Elem./Jr. High School, at $20.00 per hour for 5 hours for a total of $100.00.     Funded by Title I.   

3.         Thelma Williams, Edith Owens and Victoria Taylor, HIPPY Home Visitors at $7.50 per hour for 2 hours each for a total of $15.00.  Funded by HIPPY. 

4.         Shelia Filmore, HIPPY Home Visitor, at $7.50 per hour for 4 hours for a total of $30.00.   Funded by HIPPY. 

5.         Iris Yount, Community Organizer, Fairview Alpha Elementary, for   Prime Time at $20.00 per hour at 12. 5 hours for a total of $250.00.  Funded by  Title I.

6.         Michelle Martin, teacher, Fairview Alpha Elementary, for    Prime Time at $20.00 per hour for 17.5 hours for a total of  $350.00.    Funded by Title I.         

7.         Vickie Miller, teacher, for After- School Tutoring at Marthaville Elem./Jr. High School at $20.00 per hour for 3 hours for a total of  $60.00.  Funded by Title I.

8.         Melinda Daniels, teacher, for After-School Tutoring at Marthaville Elem./Jr. High School at $20.00 per hour for a total of $100.00.   Funded by Title I.

 

On motion of Mr. Danzy, seconded by Mr. Wilson, and unanimously carried, the Board approved the following finance items:

 

1.         The School Food Service and General Fund Budget Revisions.

2.         Jennifer Ingram to conduct the youth sessions at the Family Strengthening Program at $10.00 per hour not to exceed $630.00.  Funded by 2002 Greatest Need Safe and Drug-Free Schools and Communities.

 

On motion of Mrs. Wilson, seconded by Mr. Danzy, and with unanimous consent, the Board approved a TANF-Pre-GED/Skills Option Program in the amount of $86,531.00.

 

On motion of Mr. Danzy, seconded by Mrs. Revels, the Board unanimously approved Jerry Dawson and Rachel Brittain to train and assist as program monitors for the Reading is Fundamental project/proposal at $20.00 per hour not to exceed $180.00 each.  Funded by Title I.

 

On motion of Mr. Danzy, seconded by Mr. Wilson, and with unanimous consent, the Board approved a one-time pay of $500.00 for certificated personnel and $350.00 for non-certificated personnel per attached resolution.

     

On motion of Mr. Metoyer, seconded by Mrs. Revels, and with unanimous voice vote, the Board approved contracts for the evaluation of students for the talent program for Kenneth Olson for 2 days for a total of $350.00 and Herbert Baptiste, Sr., for 2 2 days for a total of $437.50.    

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Metoyer, and with unanimous consent, the Board approved Trent Miller, security guard, Natchitoches Central High School, replacing Dexter Martin, 30 hours per week at minimum wage for the remainder of the school year.     

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, the Board approved the following personnel agenda items:

 

1.         Vickie Washington, special education tutor, Natchitoches Central High School, not to exceed 25 hours per week for the remainder of the 2002-03 school year.   The rate of pay is $6.00 per hour.   Paid by IDEA.

2.          Donnan Brian, paraprofessional, Weaver Elementary School, substitute   for Christie Williams, in LA 4 Before and After-School Program.   Funded by LA 4.

3.         Ericka Jackson, paraprofessional, LA 4, North Natchitoches Elementary School, replacing Diane Jones,  for  rest of school year.   Funded by LA 4.

4.         Gloria Wilson, teacher, Parks Elementary School, replacing Katherine McClinton, as Family Math and Science Nights teacher.   Funded by Math and Science Nights.

 

On motion of Mrs. Wilson, the Board adjourned.
