PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JANUARY 16, 2003                                                

                                                

A regular meeting of the Natchitoches Parish School Board was held on Thursday, January 16, 2003, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy,  Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield, and Carl Means.   Absent:   None.

 

The meeting was called to order by President Wilson, followed by an invocation by Mr. Means and Pledge of Allegiance by Mr. Benefield.

 

Mr. Louie Bernard, Natchitoches Parish Clerk of Court, conducted a mock swearing in ceremony of Board Members for a new term of office.

 

Mr. Ralph Wilson thanked the Board for allowing him to serve as President of the Board for 2001 and 2002.

 

The next order of business on the agenda was the election of officers for 2003.  Mr. Wilson called for nominations for office of President of the Natchitoches Parish School Board.

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, Mr. Carroll Daniels was nominated for President.  There being no other nominations, the nominations ceased.  Upon roll call, the following vote was recorded.

 

YEAS:    Walker, Daniels, Wilson, Hildebrand, Bienvenu, Danzy, Metoyer, J. Wilson, G. Revels, Benefield, and Means.    NAYS:   None.   ABSENT:  None.   (Carried)

 

Mr. Daniels was seated as President of the Board.  He thanked the Board and called for nominations for the office of vice-president.

 

Dr. Bienvenu nominated Mr. Russell Danzy.

 

Mr. Wilson nominated Mrs. Joella Wilson.

 

On motion of Mrs. Revels, seconded by Mr. Wilson, the nominations ceased.

 

By show of right hands, majority carried, the Board elected Mr. Russell Danzy as Vice-President.

 

On motion of Mr. Wilson, seconded by Mr. Means, that the rules hereby be suspended in order to add an item to the agenda.

 

YEAS:    Walker, Daniels, Wilson, Hildebrand, Bienvenu, Danzy, Metoyer, J. Wilson, G. Revels, Benefield, and Means.     NAYS:    None.   ABSENT:   None.      (Carried)

 

On motion of Mr. Metoyer, seconded by Mr. Means, that the Board President and Vice-President be elected on an annual basis and not be eligible to serve two consecutive terms.

 

YEAS:     Wilson, Metoyer, J. Wilson, G. Revels, and Means.    NAYS:    Walker, Daniels, Hildebrand, Bienvenu, Danzy, and Benefield.   ABSENT:  None.     (Failed) 

Dr. Murphy presented a monthly update.

 

On motion of Mr. Walker, seconded by Mrs. Revels, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of December 12, 2002

                        (1)        Renee Mayher, central office, travel to Russellville, Arkansas, on January 22-27, 2003, to attend Tyson University for School Operators/Management Development Center with no cost to the Board.

                        (2)        Rodney Irchirl, Title I Social Worker, travel to Anaheim,   California, on March 21-26, 2003, to attend the American Counseling Association Annual Convention.   Funded by Title I.

                        (3)        Vera Kate Bernstine, HIPPY Coordinator, travel to New York City, NY, on March 28-April 4, 2003, to attend the "Parents: The Heart of HIPPY National Conference”.    Funded by HIPPY.

                        (4)        Jennifer Ingram, SDFSC Program, travel to Irving, Texas, March 4-7, 2003, to attend Advanced Training for Nonviolent Crisis Intervention Instructors.  Paid by SDFSC.

 

            C.         School Bus Routes Changes:

Mr. Danzy presented the Finance, Facilities, Service, and Insurance Report.

  

On motion of Mr. Walker, seconded by Mr. Means, and with unanimous consent, the Board approved a  resolution for the issuance and sale of Five Million Two Hundred Fifty Thousand Dollars ($5,250,000) General Obligation of School Refunding Bonds, Series 2003, of Consolidated School District No.7 of the Parish of Natchitoches, Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principal of and interest on such bonds and the application of the proceeds thereof  to the refunding of certain bonds of said District; and providing for other matters in connection therewith.         

  

On motion of Mrs. Revels, seconded by Mr. Walker, the Board unanimously approved the following finance items:

 

            1.         Various vendors for processed foods and supplies and frozen foods for  use in the child nutrition program during the period beginning February 1 and July 31, 2003, per attached bid compilations.

 

            2.         Change Order #2 with RDS Construction, Inc., for Natchitoches Central High School for various changes in the all weather track for a net increase of $9,419.19 with authorization for Board President to sign.  

           

            3.         Iris Yount, community organizer for  Prime Time at Fairview Alpha Elementary School, at $20.00 per hour for 12.5 hours for a total of $250.00. Funded by Title I.   

 

            4.         Michelle Martin, teacher for Prime Time at Fairview Alpha Elementary School, at $20.00 per hour for 15 hours for a total of $300.00. Funded by Title I. 

 

5.         Donna DeBello, paraprofessional, LA 4, Fairview Alpha Elementary School, at $7.50 per hour for 60 hours for a total of $450.00.  Funded by LA 4. 

 

6.         Sharon Cobb, LA 4 resource coordinator, at $20.00 per hour for 36 hours per month for 5 months for a total of $3,600.00.  Funded by LA 4.

 

            7.         Shelia Fillmore and Sharon Howard, HIPPY Home Instructors, at $7.50 per hour for 20 hours per week for 30 weeks for a total of $4,500.00 each.  Funded by HIPPY USA. 

           

            8.         Laura Strahan, Laura Solomon or Tanya Settle, teachers, Marthaville Elem./Jr. High School to provide After-School Tutoring at $20.00 per hour for 75 hours for a total of $1,500.00.  Each teacher to receive $500.00.  Funded by Title I.  

 

            9.         Vickie Miller and Melinda Daniels,  teachers, Marthaville   Elem./Jr. High School,  for After-School Tutoring at $20.00 per hour for 75 hours for a total of  $1,500.00.  Each teacher is to receive $750.00.  Funded by Title I. 

 

10.        A Rapides Foundation Grant in the amount of $500,000.00 to support the School Based Health Clinic at Natchitoches Central High School.

                       

         11.           An Interagency Agreement between the Natchitoches Parish School Board and Christus St. Frances Cabrini Hospital for the School Based Health Center at Natchitoches Central High School.   

 

        12.            Compensating  personnel $30.00 per day for days not used for personal and sick leave up to ten day per fiscal year beginning July 1, 2002 (other than directors, supervisors and principals).    

 

        13.            The General Purpose Financial Statements and Independent Auditor’s Reports as of and for the Year Ended June 30, 2002, with Supplemental Information schedules. 

 

        14.            The Natchitoches Parish School Board Student Activity Funds’ Audit Report for the Year Ended June 30, 2002.

 

        15.            Billy Dans, teacher, Marthaville Elem./Jr. High School, for  After-School Tutoring and/or Detention at $20.00 per hour for 146 hours for a total of $2,920.00.   Funded by Title I.

 

        16.            Patricia Possoit, teacher, Lakeview Jr./Sr. High School, for After-School Tutoring for 2 hours at $20.00 per hour and Jacque Fontenot, teacher, for After-School Tutoring at $20.00 per hour for 4 hours for a total of $120.00.    Funded by Title I.     

 

       17.             Anita Stiles, teacher, Fairview Alpha Elementary School; Beneen Morgan, teacher, North Natchitoches Elementary School; Faye Oliver, teacher, Weaver Elementary School; Claudine Madison and Evelyn Turner,  teachers, Parks Elementary School for After-School for All at $20.00 per hour for 5 hours for a total of $100.00 per teacher.  Funded by Title I. 

 

On motion of Mr. Danzy, seconded by Mr. Wilson, the Board unanimously approved Johnny Possoit, bus driver, North Natchitoches Elementary School, and Diane Saffel, bus driver, Fairview Alpha Elementary School for Elementary Math Family Nights at $50.00 per sessions for 6 sessions for a total of $300.00.  Funded by Math Family Nights Grant.

 

On motion of Mrs. Revels, seconded by Mr. Walker, and with unanimous consent, the Board approved Charmaine Williams, Title I paraprofessional, part-time, North Natchitoches Elementary School at $7.50 per hour for 25 hours per week. 

                       

On motion of Mr. Danzy, seconded by Dr. Bienvenu, and with majority voice votes, the Board approved a maintenance classification and pay schedule for certified new employees and those maintenance employees that receive additional training and certification.  The following members cast nay votes:  Mr. Wilson, Mr. Daniels and Mr. Benefield. 

 

Mrs. Hildebrand presented the Personnel Report:

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following personnel:

 

            A.         Tieshlia Smith, LEAP tutor, Parks Elementary School, replacing Alexis McMillan

             B.        Sarah Peterson, LEAP tutor,   NSU Elementary Lab and NSU Middle Lab School,  replacing Osagie Omoruyi.       

            C.         Donna Brian, special education paraprofessional, Weaver Elementary School, replacing Brenda Nidini.  

            D.         Brenda Nidini, Title I paraprofessional, Lakeview Jr./Sr. High School, replacing Sherry Creamer.

            E.         Tiffney Petite, special education LEAP tutor, Natchitoches Jr. High School.

            F.         Markeisha Smith, special education student worker, not to exceed 35 hours per week, funded by IDEA beginning 1-13-03.

            G.         Vickie McNeal, part-time SFS technician, Fairview Alpha Elementary School, replacing Audrey Pullig.

            H.         Jennifer Stephens, tutor, Academic Learning Center, Weaver Elementary School, replacing Amanda McClain.

            I.          Suzanne Johnson, substitute teacher, Weaver Elementary School, for After-School for All and Academic Learning Center.

J.         Gladys Rodgers, paraprofessional, Parks Elementary School, substitute for LA 4 Before and After-School Program.  Funded by LA 4.

            K.         Kendrick Jackson, special education LEAP tutor, Natchitoches Central High School, replacing Derick Louis.

            L.         Joshua Paul Harrelson, physical education teacher, Cloutierville Elem./Jr. High School, replacing Stacy Morgan.          

            M.        Silas DuFrene, teacher, Goldonna Elementary School, replacing Dimple Bowers.

            N.         Louvenia Robinson, 12 month custodian, East Natchitoches Elementary School, replacing Bennie Ree Holmes.

            O.         Misty LaCour, teacher, Weaver Elementary School, replacing Laura McClain.

   

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following transfers/reassignments:

 

            A.         Transferring Mary Rachal from clerk typist to secretary.

B.         Karen Prothro, from full-time school food service technician, Cloutierville Elem./Jr. High, to manager, North Natchitoches Elementary School, replacing  Verna Rachal.

            C.         Terri Cunningham, teacher, Weaver Elementary School, replacing Elizabeth McCullen, teacher for Math Family Nights.

D.         April Michelle Salard, part-time school food service technician, Cloutierville Elem./Jr. High School, to full-time school service technician, replacing Karen Prothro.

 

On motion of Mr. Wilson, seconded by Mr. Means, and with unanimous consent, the Board approved Gatrell D. Washington to replace Dawn Charleston at $20.00 per hour for 1 2 hours per day for the second semester to direct the Voices of the Chief Choir at Natchitoches Central High School.

 

Mr. Daniels presented the Executive Report.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and unanimously carried, the Board approved the Board Calendar for 2003.

 

On motion of Mr. Danzy, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the attached policy on Homeless Students.  

 

On motion of Mr. Walker, seconded by Mr. Metoyer, and with unanimous consent, the Board convened into executive session to discuss the audit of Student Activity Funds for two schools.   

 

On motion of Mr. Benefield, seconded by Mr. Danzy, and unanimously carried, the Board suspended the rules to add an item to the agenda.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and unanimously carried, the Board authorized to continue to pay Mr. Thomas White, bus driver at Cloutierville Elem./Jr. High School, $50.00 per day for driving until a Board policy is passed to address the issue.

 

On motion of Dr. Bienvenu, seconded by Mrs. Hildebrand, and with unanimous consent, the Board voted that the principal from Parks Elementary should submit a monthly progress report regarding the audit of Student Activity Funds.

 

On motion of Mr. Metoyer, seconded by Ms. Wilson, the Board adjourned.
