PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON DECEMBER 12, 2002

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, December 12, 2002, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present; Cecil Walker, Dorothy Wilkerson, Bobby E. Thomas, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Joella Wilson and Gladys Revels.   Absent: Carroll Daniels and Emile Metoyer.

 

The meeting was called to order by President Wilson, followed by an invocation by Mrs. Wilkerson and Pledge of Allegiance by Mr. Thomas.

 

Under Superintendent/Staff Reports, the Board honored:

 

1.         Retiring Board Members - Dorothy Wilkerson and Bobby Thomas

2.         Retiring Principal of NSU Elementary Lab School - Susan Taylor 

3.         Principal of the Year - Ruth Kay from Provencal Elem./Jr. High School.

4.         Support Personnel - Margie Metoyer, Mary Nolley, and Linda Davidson.

5.         International Foreign Language Teacher of the Year - Lydia Keyser.

6.         Teachers of the Year - Penny Bolton, April Giddens, and Syll-Young Olson

7.         Nominees for Teacher of the Year - Patti Breland, Caron Coleman, Ivadell Fenton, Angela Johnson, Consuella Sibley, Margie Machen, Brenda Melder, and Joanne Yankowski

8.         Perfect Attendance for 2001-2002 school year - Cindy Baptiste, Delores Barnhill, Shirley Bush, Julia Butler, Helen Calhoun, Robert Carnline, Gertis Demery, William Gordy, Fannie Holden, Jerry Hughes, Peggy Johnson, Litton Nugent, Annie Oliphant, Brenda S. Powell, Debbie Ralston, Robert Ralston, Betty Vaughn and Nettie Winston

 

The North Natchitoches Elementary Choir presented Christmas carols for the Board and audience.

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of November 7, 14, & 21, 2002

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:  

       

B.         Out of State Travel:

 

(1)        Theresa D. Hamilton, principal, North Natchitoches Elementary,  travel to Baltimore, Maryland, on March 26-March 31, 2003, to present at the Maryland Professional Development School Conference.  Funded by College of Education at NSU.

(2)        Anita M. Evans, teacher, North Natchitoches Elementary, travel to Baltimore, Maryland, on March 26-31, 2003, to present at the Professional Development School Conference.  Funded by Title I.

(3)        Diana Laroux, Debra Gant, Mary Montgomery, and Cynthia Winston, central office, travel to San Francisco, California, on May 3-7, 2003, to attend the 24th National Institute on Legal Issues of Educating Individuals with Disabilities. Funded by IDEA.

 

            C.        School Bus Route Changes:

 

(1)        J. Matthews, Natchitoches Central High School, bus length increase, from 26' to 28', cost of $140.80.

(2)        Meshelle Miley,   Natchitoches Central High School, passenger

increase to 53, cost of $522.24.

(3)        Jacqueline Metoyer, Cloutierville Elem./Jr. High School, 2.3 additional miles, cost of $517.50.

(4)        Joseph Raggio, North Natchitoches Elementary, 1.5 additional miles, cost of $241.25.

(5)        Dea Martin, Natchitoches Central High School, 1.3 additional miles, cost of $310.05.

(6)        Jessie R. Cole, Provencal Elem./Jr. High School, 2.8 additional miles, cost of $562.95.

                        (4)        Alexis McMillan, LEAP tutor, Parks Elementary, effective 12-9-02.

 

G.         Retirements: 

 

                        (1)        Lawrence Ratliff, maintenance, effective December 21, 2002.

(2)        Rufus Sowell, maintenance, effective December 21, 2002.

         

Mr. Danzy presented the Finance, Facilities, Services and Insurance Report.

 

Mr. Vandersypen presented the Monthly Budget Status Report.        

  

On motion of Mr. Walker, seconded by Mrs. Wilkerson, the Board unanimously approved the following finance items:

 

1.         A contract with Donnie Hyams to update the web site and develop a case management program for the SDFSC program at $50.00 per hour not to exceed 40 hours.  Paid by SDFSC program. 

 

2.         A rural development grant for Goldonna Elementary School in the amount of $15,000 for playground equipment. 

 

3.         A School Renovation, IDEA and Technology Program Grant in the amount of $540,809.

 

4.         Kandice Foster, student worker, Special Education Department  from December 9, 2002,  through January 24, 2003,  for not more than 35 hours per week.   Paid by IDEA.

5.         Cindy Baptiste, Essie Flanagan, Marjorie Mims and Oyd Thornton at $20.00 per hour for four hours for a total of $80.00 per teacher for After-School Teacher Team Meetings at Natchitoches Junior High School. Paid by Title I.

 

On motion of Mr. Danzy, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the LEAP 21 Summer Remediation Budget for fourth and eight grade in the amount of $104,870.  

 

On motion of Mr. Thomas, seconded by Mrs. Wilson, the Board unanimously approved the following finance items:

 

1.         Jennifer Gray, Parks Even Start, 7 hours per day at $7.50 per hour for 25 weeks for a total of $6,562.50.  Funded by Even Start.  

 

2.         Donna Rainey, NEC Even Start, 7 hours per day at $7.50 per hour for  25 weeks for a total of $6,562.50.   Funded by Even Start. 

 

3.         Angie Robinson,  FAME 1st.,  6 hours per week at $7.50 per hour for 25 weeks for a total of $1,125.00.   Funded by FAME 1st. 

 

4.         Six  HIPPY Home Instructors at $7.50 per hour for 20 hours for 30 weeks for a total of $4,500.00.  Funded by HIPPY USA.    Personnel are:

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the following personnel:   

 

A.         Marcus Norwood, special education teacher, Natchitoches Junior High School, replacing   Frances Burden.     

            B.         Deborah Fuller , Title I paraprofessional, Fairview Alpha Elementary School, replacing Monica Smith.

            C.         Lindsay Franks, teacher, East Natchitoches Elementary School, replacing Caron Coleman.

            D.         Amy Baker, teacher, North Natchitoches Elementary School, replacing Genevieve Taylor.

            E.         Melissa Prothro, teacher, Weaver Elementary School, replacing Susan Howell.

            F.         Tieshlia Smith, LEAP tutor, Parks Elementary School, replacing Alexis McMillan.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, the Board approved Yolanda Raphiel, NEC Even Start, from part-time to full-time paraprofessional, replacing Detre Willis.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, the Board unanimously approved  Laura McClain as full-time instructional coordinator, Weaver Elementary, due to increased enrollment.

 

Mrs. Joella Wilson presented the Executive Report.

 

On motion of Mrs. Revels, seconded by Mr. Danzy, and with unanimous consent, the Board authorized the advertising of bids for renovation of the central heat and air conditioning in the central office and instructed Dr. Murphy and Mr. Vandersypen to take whatever action necessary to keep rodents and water out of the central office building.

 

On motion of Mr. Metoyer, seconded by Mr. Walker, the Board adjourned.
