PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON NOVEMBER 14, 2002

                                                                                               

A regular meeting of the Natchitoches Parish School Board was held on Thursday, November 14, 2002, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Bobby R. Thomas, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Joella Wilson, and Gladys P. Revels.   Absent:   Emile Metoyer.

 

The meeting was called to order by President Wilson, followed by an invocation and prayer by Hannah McDonald, Elementary School Student of the Year for 2001-2002 at East Elementary School.

 

Under Superintendent/Staff Reports, reports were received on:

 

1.         Status of Natchitoches Educational Center by Don Mims, Principal.

2.         Technology in the school system by various staff members.

3.         School test scores and other pertinent information by Elwanda Murphy, Superintendent.

   

On motion of Mr. Walker, seconded by Dr. Bienvenu, the Board unanimously approved the following consent agenda items:          

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of October 10, 2002

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:      

   

B.         Out of State Travel:

 

Vera Bernstine, HIPPY Coordinator, travel to San Diego, California, on December 8 -14, 2002, to attend the National HIPPY Conference Pre-service Training.  Funded by HIPPY Grant.

 

C.        School Bus Route Changes:

 

(1)        Tommy A. Settle, Marthaville Elem./Jr. High School, additional1.2 miles, cost of $259.16.

 

D.         Purchase of Buses by Drivers:

 

E.         Advertisements:   Permission to advertise for bids for:

 

F.         Resignations:   

 

(1)        Stacy Morgan, teacher/coach, Cloutierville Elem./Jr. High School, effective October 31, 2002.

(2)        Velverlon Holden, paraprofessional, Fairview Alpha Elementary School, effective October 15, 2002.

(3)        Freddie Harrison, special education LEAP tutor, Natchitoches Central High School, effective September 12, 2002.

(4)        Caron Coleman, teacher, East Natchitoches Elementary School, effective December 2, 2002.

(5)        Monica Smith, paraprofessional, Fairview Alpha Elementary School, effective October 4, 2002.    

 

G.         Retirements: 

 

                        (1)        Laura Brown, SFS technician, Parks Elementary School, effective October 21, 2002.             

 

Mr. Danzy presented the Finance, Facilities, Services and Insurance Report.

 

Mr. Vandersypen presented the Monthly Budget Status Report.        

              

On motion of Dr. Bienvenu, seconded by Mr. Walker, that the Board hereby approve the following finance agenda items:

 

1.         A supplement for coaches per attached copy - Plan B.     

 

            2.         A Multisensory Structured Language - 8(g) Grant in the amount of $5,512.55.       

 

3.         A contract with CHARISM for Rose Clement, co-author of Building the Big Picture Third Grade Mathematics, to conduct a workshop and train third grade teachers in the implementation of CHARISM materials: Building the Big Third Grade Mathematics. The workshop is to be held at Parks Elementary School on November 16, 2002, from 8:00 a.m. to 3:00 p.m.  The amount of the contract is $600.00 plus expenses for motel, mileage and meals to be paid according to travel policy.   Funded by Title I.

 

            4.         The revised attached list (11- 4- 2002) of LEAP 21 Tutors with funding.

  

5.         A driver=s education class at Lakeview High School to be taught by Kenneth Trahant, Vickie Sewell and Fred Sketoe.   The class will be taught from November 11-December 20, 2002, from 3:00 p.m. to 6:00 p.m.   All classes will be taught after regular school hours and funded from fees paid by students.  

 

            6.         A Decentralized Arts Funding Grant in the amount of $1,596.00. 

 

7.         Cassaundra Turner, Cynthia Cole, Tracy Jackson and Debra Wamber, teachers, for LA4 Before and After-School Care at Parks Elementary at $20.00 per hour, 3 hours per day, 5 days per week for 32 weeks for a total of  $2,400.00 per teacher.  

 

8.         Dianne Brown and Nettie Williams, paraprofessionals, for LA4 Before and After-School Care at Parks Elementary at $7.50 per hour, 3 hours per day, 5 days per week for 32 weeks for a total of $1,800.00 each.

 

9.         Velverlon B. Holden, paraprofessional, for LA4 Before and After-School Care at  Fairview Alpha Elementary at $7.50 per hour for 8 hours for a total of $60.00.   (For work done September 19 - October 14, 2002). 

    

          10.          Ray Gandy and Nelda Liles as substitute teachers for Title I Tutoring and/or Saturday Detention at Provencal Elementary /Jr. High at $20.00 per hour.

 

11.          Della Armstrong, substitute teacher for Mattie Demars for the Adult and Family Literacy Program at Cloutierville/Elem./Jr. High at $20.00 per hour. 

         

          12.          Sandra Moore, substitute paraprofessional, for the Adult and Family Literacy Program at Fairview Alpha Elementary at $7.50 per hour.

 

13.          Lola Garner, teacher,  LA4  Before and After-School Care at Cloutierville Elem./Jr. High School at $20.00 per hour for 2 hours per        day, 3 days per  week for 30 weeks at $20.00 per hour for a total of $3,600.00.      

                     

          14.          Leslie Williams, teacher, LA4 Before and After-School Care at Cloutierville Elem./Jr. High School at $20.00 per hour for 2 hour per day, 2 days per week for 30 weeks for a total of $2,400.00.

 

15.           Margie LaCour, paraprofessional, LA4 Before and After-School Care  at Cloutierville Elem./Jr. High School at $7.50 per hour for 2 hours per day, 5 days per week for 30 weeks for a total of $2,250.00. 

 

16.          Gail Culpepper, teacher, Title I Tutoring at Cloutierville Elem./Jr. High School at $20.00 per hour for 2 hours per day, 4 days per week for 30 weeks for at total of $4,800.00.

 

17.           Debra Gant as presenter for New Teacher In-Service at $50.00 per hour for 6 hours for a total of $300.00. Funded by IDEA, Part B.

 

YEAS:     Walker, Daniels, Wilkerson, Wilson, Thomas, Hildebrand, Bienvenu, Danzy, J. Wilson, and Revels.    NAYS:   None.     ABSENT:   Metoyer.        (Carried)

 

On motion of Mr. Danzy, seconded by Mrs. Hildebrand, and with unanimous consent,  the Board authorized payment of $50.00 per day from September 16, 2002, through October 10, 2002,  (a total of 18 days)  to Marvin Blake for transportation of students for after-school tutoring.  From October 11 through the end of the 2002-2003 school year, Mr. Blake will be paid $15.00 per day for all days requiring transportation of tutoring students.

 

On motion of Mr. Thomas, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the following finance agenda items:

 

1.        Chelsa Thibodeaux, LEAP tutor, Natchitoches Junior High School,  at $6.00 per hour not to exceed 35 hours with an effective date of November 18, 2002.   Funded by IDEA.    

 

            2.         Herbert Baptiste, substitute teacher, for After-School LA4 at $20.00 per hour.

 

            3.         Mary Sonier, substitute tutor, for After-School LA4 at $6.00 per hour.

   

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, the Board unanimously approved the following personnel:

 

A.         Donna DeBello, paraprofessional, Fairview Alpha Elementary School, replacing Velverlon Holden.     

             B.        Jeanie Bacon , special education paraprofessional, Weaver Elementary School, replacing Faycial Raymond..

            C.         Erica Jackson, paraprofessional, North Natchitoches Elementary School, replacing Brandye Johnson.

D.         Mary Pearl Listach, retired teacher of visually-impaired and hearing-impaired, North Natchitoches Elementary School, three days per week.     

E.         Geneva Marie McDaniel, Title I Nurse, replacing Sharon Cobb.    

  

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the following personnel items:

 

A.         Brandye Johnson, paraprofessional, from North Natchitoches Elementary School to IAES teacher, Natchitoches Educational Center, replacing Christopher Schneider.  

 

            B.         Rescinded the resignation of Gilda L. Johnson.  

 

C.         Debbie Dean to replace Nikki Murphy as Data Input Specialist at Natchitoches Central High School.  Funded by Rapides Foundation.  

 

On motion of Mr. Walker, the Board adjourned.
