OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JULY 18, 2002

                                                 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, July 18, 2002, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Bobby E. Thomas, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, and Gladys Revels.  Absent: Joella Wilson.

 

The meeting was called to order by President Wilson, followed by an invocation by Mrs. Wilkerson and Pledge of Allegiance by Mr. Danzy.

 

Under Superintendent/Staff Reports, the Board recognized:

 

            1.         Outstanding Volunteer of the Year-Tillie Powell by Dr. Murphy.

 

The Board received a monthly update from Dr. Elwanda Murphy.   

 

On motion of Mrs. Revels, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the following consent agenda items:

 

1.         Adoption of Agenda.

 

2.         Approval of Minutes of June 13, 2002

Mr. Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Thomas, the Board unanimously approved the following finance agenda items:

 

            1.         The low  bids meeting specifications of various vendors for processed and frozen foods per attached bid.     

           

            2.         Payment of annual dues to the Louisiana School Boards Association in the amount of $7,000.        

           

            3.         Contracting with Associated Design Group, Inc., Consulting Engineers, for professional energy consultant services to assist in evaluation of the RFP’s opened on June 25, 2002.  The maximum technical consultation cost would be $4,590.00. 

           

            4.         The North American Group for renewal of property and casualty insurance for the 2002-2003 fiscal year.

                 

            5.         A supplement of $1,300.00 to Joanne Yankowski, Project Coordinator, Margaret Guillory and Charles Verret, English monitors, to organize and follow-through on project activities.  Funded by Rapides Foundation Grant.

 

            6.         A contract with Renaissance Learning, Inc., for providing an August 14, 2002, workshop on Test Strategies; Improving Student Performance on Standardized Tests for 40 Lakeview Jr./Sr. High School teachers at a cost of $5,014.00.  Total cost includes materials and travel.  Funded by Rapides Foundation Grant.           

 

            7.         A $1,500.00 contract with Stuart Greenberg for providing a workshop on Data Analysis on August 15, 2002, for all Lakeview teachers.  Cost includes materials and travel expenses.  Funded by Rapides Foundation Grant.  

 

            8.         A contract with Colleen Kelly for consulting, modeling and continued training in the SRA reading program at a cost of $1,500.00.  Funded by Rapides Foundation Grant.

 

            9.         Payment to Lakeview Jr./Sr. High School teachers a stipend of  $20.00 per hour for attending any school meetings related to the Rapides Foundation Grant.  Funded by Rapides Foundation Grant.

                         

          10.          A $250.00 contract with Charles Caron for providing a staff development workshop on learning strategies on October 3, 2002.  Funded by Rapides Foundation Grant.   

 

          11.          LA 4 (Temporary Assistance to Needy Families) Grant Funds for 2002-2003 school year in the amount of $810,000.00. 

 

          12.          LA 4 Improvement/Enhancement Funds for 2002-2003 school year in the amount of $220,000.00.   

 

          13.          Dorinda Richardson, Even Start teacher, Natchitoches Educational Center, to be paid $20.00 per hour, 7 hours per day, 5 days per week for a total of 18 days thru July 26, 2002, at a cost of $2520.00.   Funded by the Even Start Program.  

 

          14.         Contract with First Choice Therapy, Inc., for occupational therapy and physical therapy services for the 2002-2003 school year contingent upon legal approval and certification of insurance as required by our insurance company  To be  funded by IDEA, Part B, Medicaid and State Funds. 

                  

          15.          An agreement with the Natchitoches Parish Hospital for employment of certified nurses’ assistants (CNA) to provide health care assistance to special education students.  Paid by General Fund.

 

          16.          Kathy Bundrick for continued oversight of the REA and Summer READ Programs for 5 hours per day for 25 days at $25.00 per hour for a total cost of $2,500.00.  Funded by REA Program. 

 

          17.          The Natchitoches Tax Commission Budget for 2002-2003.

                        

On motion of Mr. Walker, seconded by Mrs. Revels, and with unanimous consent, the Board approved The Superior Textbook 8(g) funds for 2002-03 in the amount of $8,205.00.  

 

On motion of Mr. Thomas, seconded by Dr. Bienvenu, the Board unanimously approved Summer LEAP 21 tutors per attached list for 5 hours per day at $7.50 per hour.  Lakeview Jr./Sr. High School and Natchitoches Education Center tutors for July 1-3, 2002, and North Natchitoches Elementary tutors for July 1-3, and 8-10, 2002.   Funded by Title I and/or General Fund.

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved 7 part-time bus drivers (Pat Hall, Johnny Possoit, Dexter Martin, Thomas White, Linda Brown, Terry Williams, and Mack Trichel) at $52.00 per day plus mileage and fuel adjustment from July 1-11, 2002, (7 days).  Funded by Title I and/or General Fund.

                                                              

On motion of Dr. Bienvenu, seconded by Mr. Metoyer, and with unanimous consent, the Board approved a supplement of $1000.00 to Misty Alexander, Project Coordinator and Nikki Murphy, Data Input Specialist, to organize and follow-up on project activities.  Funded by Rapides Foundation Grant.  

 

On motion of Mrs. Hildebrand, seconded by Dr. Bienvenu, the Board unanimously approved a contract with Eric Twaddel for $3000.00 plus expenses to provide a workshop on Professional Learning communities on August 14, 2002, for all Natchitoches Central High School teachers.  Rapides Foundation Grant will pay $2000.00 plus expenses and Natchitoches Central High School budget will pay $1000.00. 

 

On motion of Mrs. Revels, seconded by Mr. Walker, and with unanimous consent, the Board approved stipends of $20.00 per hour to 32 Natchitoches Central High School teachers for curriculum alignment work sessions after regular school hours. Funded by Rapides Foundation Grant.

 

On motion of Mr. Metoyer, seconded by Mr. Thomas, and unanimously carried, the Board approved pay increases for paraprofessionals in the 2002-03 school year in accordance with the  ”r;No Child Left Behind Act of 2001":

 

                        *   60 job related college hours and above..... $    600.00  

                        *   Associate’s Degree...................................  $ 1,000.00

                        *   Bachelor’s Degree..................................... $ 1,500.00           

                       

Prior to the receipt of the supplement, a committee chaired by the Director of Personnel will review each employee’s official transcript and recommend to the Superintendent said employee’s eligibility to receive the supplement.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Danzy, and with unanimous consent, the Board approved the following personnel:

           

            A.         Glenda Howard, custodian, Natchitoches Central High School, replacing Mary Lee Jackson

            B.         Sharon Leone, teacher, Weaver Elementary School, replacing Eve King.

            C.         Misty LaCour, teacher, Weaver Elementary School, replacing Laura McClain for the first semester of the 2002-2003 school year.

            D.         Stephen Norwood, teacher, Natchitoches Central High School, replacing Judy Weierholt.  

            E.         Rebecca Lofton, teacher, North Natchitoches Elementary School, replacing Tammy Templet.

            F.         Kristy Nealy, Provencal Elementary./Jr. High School, new LA 4 preschool program.

            G.         Amy Babin, music teacher, Weaver Elementary School, replacing Rachel Thomas.

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, the Board unanimously approved the following transfers and/or reassignments:  

           

            A.         Mary C. Maggio, teacher, from Cloutierville Elementary./Jr. High School to North Natchitoches Elementary School replacing Linda Bynog.

            B.         Linda Bynog, teacher, from North Natchitoches Elementary School to Fairview Alpha Elementary School, replacing Hope Shaw.

            C.         Brooke Williams, teacher, from Cloutierville Elementary./Jr. High School  to North Natchitoches Elementary School, new LA 4  preschool class.

            D.         Rachel Thomas, from music teacher to new LA 4 preschool teacher, Weaver Elementary School.    

            E.         Kay Gilson, librarian, from East Natchitoches Elementary School to Natchitoches Central High School, replacing Betty Bruning.

            F.         Anita Stiles, from Title I teacher to regular education teacher, Fairview Alpha Elementary School, replacing Teresa Clayborn.

     

On motion of Mr. Daniels, seconded by Mr. Walker, and with unanimous consent, the Board approved the following personnel items:

 

            A.         A two-year performance  contract for  Larry Wayne Choate,  Assistant Principal, Natchitoches Central High School.

            B.         Elizabeth Barnes to replace Linda Lee as infant/toddler evaluator on June 11, 2002, and July 23, 2002. 

            C.         The following personnel changes in the special education summer school program:

 

                        Sherlunda Anderson   July   1 - 18, 2002   - 11 days    -     $1,100.00

                        Gloria Wilson              July   1 - 12, 2002   -    8 days    -    $   800.00

                        Gwen Robinson           July   1 - 12, 2002   -   8 days    -     $   800.00

            The total cost is $5,080.00 and funded by IDEA.

 

On motion of Mrs. Wilkerson, seconded by Dr. Bienvenu, and unanimously carried, the Board approved Margaret Hall as technology facilitator for 10 2 months at teacher’s rate of pay.

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved Kathy Bundrick, Donna Masson and Juliete Moffett  as master teachers for 9 2 months at teacher’s rate of pay.   

 

Mr. Daniels presented the Executive Report.

 

On motion of Mr. Danzy, seconded by Mrs. Revels, the Board unanimously approved the initiated high school electives for 2002-2003 per attached list.

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the Pupil Progression Plan for 2002-2003.

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and unanimously carried, the Board approved a policy regarding access to student test records on the internet:   ”Authorized use of the district user name and password is limited to the superintendent and the supervisors who serve as test coordinators.  Authorized use of the school level user name and password is limited to the principal and school counselors.” 

 

On motion of Mr. Daniels, seconded by Mrs. Wilkerson, and unanimously carried, that the Board does hereby authorize Hammonds & Sills, Attorneys-at-Law, to file a lawsuit naming the Natchitoches Paris School System as plaintiff, and the Governor and Treasurer, and the State Superintendent of Education as defendants, relative to a supplemental appropriations bill bearing Act No. 26.

 

On motion of Mr. Thomas, the Board adjourned.
