PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JUNE 13, 2002                                                  

                                                  

A regular meeting of the Natchitoches Parish School Board was held on Thursday, June 13, 2002, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Bobby E. Thomas, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, Joella Wilson, and Gladys Revels.    Absent:   None.

 

The meeting was called to order by President Wilson, followed by an invocation by Mr. Danzy and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, the Board recognized:

 

            1.         Parent Teacher Organization Presidents presented by Ralph Wilson.

            2.         Talent Band performance from Natchitoches Junior High School directed by William Hymes.

 

 The Board received a monthly update from Dr. Elwanda Murphy.

 

On motion of Mr. Daniels, seconded by Mrs. Hildebrand, the Board unanimously accepted the bid of Floyd Construction Co. Inc., for roofing of the Marthaville Elementary School Gym and instructed the staff to negotiate a deductive change order to reduce the bid to within the budget and authorized the signing of any necessary documents. 

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and with unanimous consent, the Board approved the following consent agenda items:

 3.        FINANCE ITEMS:

 

            A.         Payment of Bills:  June & July, 2002

          

            B.         Out of State Travel:

 

                        (1)        Chad Curole and Danielle Curole, teachers, Natchitoches Central High School, travel to New Braunfels, Texas, on June 23 - 26, 2002, to NAAE Region II Conference  (FFA).  At no cost to the Board.

                        (2)        John Burton, JROTC instructor, Natchitoches Central High School, travel to Pencil Bluff, Arkansas, on May 17, 2002, to chaperone students to attend an Adventure Training Exercise.  At no cost to the Board.

                        (3)        Margie Machen, Patrice Harper, Fred Sketoe, and Vickie Sewell,  teachers, Lakeview Jr./Sr. High School, travel to Houston, Texas, on May  23-25, 2002, to chaperone students to Astroworld.    At no cost to the Board other than substitutes.

                        (4)        Christopher Sylvia, LTC (R), JROTC, Natchitoches Central High School, travel to Louisville, Kentucky, July 27, 2002, - August 3, 2002, to attend a Senior Army Instructor Conference.  At no cost to the Board.

                        (2)        Pat Hall, Marthaville Elem./Jr. High School, additional 1.3 miles, cost of $51.50.

Mr. Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Metoyer, seconded by Mrs. Wilson, the Board unanimously accepted the low bid meeting specifications per attached bids:

 

            A.         Aeropres Propane Gas service for 2002-03 school year for liquefied gas

            B.         Mr. B for Pest control service for 2002-03 school year      

            C.         D & D Distributors for milk and dairy products for 2002-03 school year       

            D.         IBC/Cotton Holsum Bakery for Bread and Bread Products for 2002-03 school year  

             E.        Various for paper and cleaning supplies for Child Nutrition Program for 2002-03

    

Mr. Vandersypen presented the Monthly Budget Status Report.        

               

On motion of Dr. Bienvenu, seconded by Mrs. Revels, and with unanimous consent, the Board authorized Yeager, Watson and Associates to proceed with the preparation of plan documents for the construction of an all-weather track at Natchitoches Central High School and approved the advertisement of bids.  The project is to be funded by interest earnings from School District #9 bonds .

 

On motion of Mr. Danzy, seconded by Mrs. Hildebrand, the Board unanimously authorized  the cancellation of the contract with Collins General Contractors, Inc., on  Project Job #2001-02  at Natchitoches Central High School as recommended by Yeager, Watson and Associates, Architects, and Hammonds and Sills, Attorneys-At-Law.  

 

On motion of Mrs. Revels, seconded by Mr. Daniels, and with unanimous consent, the Board accepted the recommendations of the Citizen’s Budget Review Committee.  Recommendation #3 to establish a policy approved on payment of the employer portion of the hospitalization and sick leave benefits for certified personnel transferring to work in the school system with five (5) years or less remaining until eligibility for retirement would be researched to see if legal.

 

On motion of Dr. Bienvenu, seconded by Mr. Walker, and unanimoulsy carried, the Board approved Recommendation #4 to require ACH deposit of all payroll checks beginning with new employees and any continuing employees who may elect this option should be made policy effective July 1, 2002.

 

On motion of Mr. Thomas, seconded by Mrs. Wilson, the Board unanimously approved the following budgets:

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following finance items:

 

A.         Alexandra Antwine, Title I student worker, Title I Media Center, for 6 and 2  hours per day at $6.00 per hour for 8 weeks.  Funded by Title I.

 

B.         Personnel for the Summer  READ  Programs at North Natchitoches Elementary and Weaver Elementary Schools from June 3, 2002 - July 30, 2002, with July 4th and 5th as holidays.  Funded by Summer READ:

                        (1)        Rachel Thomas, coordinator, $20.00 per hour for 6 hours per day for 40 days.

                        (2)        Misty LaCour, $20.00 per hour for 5 hours per day for 40 days.

                        (3)        Linda Lee, $20.00 per hour for 5 hours per day for 40 days.

                        (4)        Suzanne Johnson (June only), $20.00 per hour for 5 hours per day for 20 days.

                        (5)        Patricia  Possoit,  (July only), $20.00 per hour for 5 hours per day for 40 days.

                        (6)        Vickie Gahagan, $20.00 per hour for 5 hours per week for June 3, 2002, through July 30, 2002.

 

                        Substitute Teachers:   Sherry Hymes and Alice Eli

 

                        Paraprofessional:    Karmon Burt, $7.50 per hour for 5 hours per day for 40 days.  

 

                        Tutors:   Sonja Horn and Alana E. Monette, $6.00 per hour for 3 hours per day for 40 days.

 

                            

            C.         The State Summer Remediation Grant for 4th through 8th grades in the amount of $126, 948.49.  

           

            D.         The attached list of summer school teachers (K-3, 5-7, and 4th and 8th) for June 3 through June 28, 2002, (funded by Summer Remediation) and 4th and 8th only for July 1 through July 12, 2002, with funding from Title I.

 

            E.         Summer LEAP 21 tutors per attached list.  Tutors will be paid $7.50 for hour and will work for 100 hours.  Funded by State Summer Remediation Grant.   

            F.         Seven part-time bus drivers per attached list at $2,605.00 per diem.  Funded by State Summer Remediation Grant. 

 

            G.         Marilyn Stevens, math facilitator, for Summer Remediation Program at $20 .00 per hour for 128 hours and $50.00 per hour for 12 hours from June 3-28, 2002, for a total of $3160.   Funded by State Summer Remediation Grant.  

  

            H.         Migrant personnel for Summer Reading/Writing and Computer Enrichment Program for 2002 per attached list. 

 

On motion of Mr. Metoyer, seconded by Mrs. Revels, and unanimously approved a Multisensory Structured Language Grant (8g) in the amount of $4,010.19.       

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and with unanimous consent, the Board approved the following finance items:

 

            A.         Second Step Training participants to receive $20.00 per hour not to exceed $150.00 for training on June 4 and 5 and June 11 and 12, 2002, per attached lists.  Funded by Greatest Need Safe and Drug-Free Schools and Communities.

 

            B.         Special education summer school employees for 2002 per attached list. Funded by IDEA and State ESYP.

 

            C.         Tutors for the REA Tutorial Summer School Program at North  Natchitoches per attached list.  Funded by REA Local Reading Improvement Grant. 

 

            D.         The number of working hours for school food service managers to be increased from 7 to 8 hours per day. 

 

            E.         Budget revisions for Child Nutrition Program and General Fund. 

 

On motion of Mr. Thomas, seconded by Mrs. Revels, and unanimously carried, the Board approved the following finance items:

 

            A.         Dorinda Richardson, Even Start Teacher, Natchitoches Education Center, to be paid $20.00 per hour for 7 hours per day for 12 days ending June 28, 2002, for a total of $1,680.   Funded by Even Start. 

 

            B.         Tracy Jackson, teacher, for Pre-K Title I Summer Program at Parks Elementary to be paid $20.00 per hour for 5 hours per day for 30 days and Barbara Jackson, paraprofessional, at $7.50 per hour for 5 hours per day for 30 days.  Funded by Title I. 

 

            C.         The recommendation of Risk Services of Louisiana to bind excess self-insurance coverage with Midwest Employees Casualty with the annual excess premium of $37, 763.00.  Claims administration and loss control service would be renewed as well. 

 

            D.         Marilyn Stevens, math facilitator, for Summer Remediation Program from July 1-12, 2002, for 8 days at 7 hours per day for $20.00 per hour for a total of $1120.00.   Funded by Title I.

 

            E.         The following budgets and contracts:

 

                        (1)        State Child Search for Infants/Toddlers in the amount of    $2000.00.

                        (2)        Extended School Year Program for July/August, 2002, and June 2003, in the amount of $25,378.00.  

                        (3)        IDEA, Part C for Infant and Toddler Evaluations in the amount of  $2,923.00.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, the Board unanimously approved the following personnel:

           

            A.         Rachel Simmons, teacher, Lakeview Jr./Sr. High School, replacing Christopher Bush.

            B.         Kay S. Knotts, teacher, NSU Elementary School, replacing Nicole Johnson.

            C.         Willie Faye Merritte, full-time SFS technician, Natchitoches Central High School, replacing Ivory Jean Oliphant.

            D.         Sharon Holland, full-time SFS technician, Natchitoches Central High School, replacing Nelda Putek.

            E.         Rita Shilling, full-time SFS technician, Weaver Elementary, satellite program, replacing Annie Forest.

On motion of Mr. Danzy, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following transfers and/or reassignments:

 

            A.         Annie Forest, part-time SFS technician, from East Natchitoches Elementary to North Natchitoches Elementary, full-time technician, replacing Cora Paige.

            B.         Joyce Green, full-time SFS technician, from East Natchitoches Elementary School, to Weaver Elementary School satellite program.

            C.         JoAnn Roque, SFS manager, from East Natchitoches Elementary to NSU  Elementary, replacing Katherine Anding.

            D.         Tami Litton, full-time SFS technician, from Lakeview Jr./Sr. High School to Fairview Alpha Elementary, replacing Audrey Pullig.

            E.         Shannon Etheredge, teacher, North Natchitoches Elementary, from Title 2 (class reduction) to regular education, replacing Freddie Bolton.

            F.         Freddie Bolton, teacher, from North Natchitoches Elementary to Fairview Alpha Elementary, replacing Joy Cannon.

            L.         Becky Herring, teacher, from North Natchitoches Elementary School to Fairview Alpha Elementary School, replacing Leslie Mauthe.          

    

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, and unanimously carried, the Board approved two-year performance contracts for:

 

            A.         Doris Kochinsky      -    Supervisor, Child Welfare & Attendance

            B.         Nina Sue Hortman    -  Principal, Weaver Elementary School

            C.         Charles R. Herrington   - Principal, Marthaville Elem./Jr. High School

             D.        DeMelvin Johnson   -  Coordinator, North Natchitoches Elementary School

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, the Board unanimously granted permission to advertise for a technology coordinator.  The position is for ten and one-half months based on a teacher’s salary.   Funded by Education Excellence Fund and other special project funds, if necessary.

 

On motion of Mr. Metoyer, seconded by Mr. Thomas, and with unanimous consent, the Board granted permission to advertise for three master teachers.  The positions are for nine and one-half months and based on teachers’ salary.   Funded by Title I and Title II.

 

On motion of Mrs. Hildebrand, seconded by Mr. Thomas, and with majority voice vote, the Board approved Richard Watson as secondary supervisor.   Ralph Wilson and Joella Wilson cast nay votes.

 

Mr. Daniels presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, and with unanimous consent, the Board instructed Mr. Vandersypen to research the legality of donating the St. Matthew School to the community.

 

On motion of Mr. Daniels, seconded by Mrs. Wilkerson, and unanimously carried, the Board approved a school Improvement Strategic Planning Conference to be held on June 24 and 25, 2002, at the Cypress Bend Conference Center for principals, central office administrators and superintendent.  The estimated cost is $7,475.40 which includes meeting rooms, meals, refreshments and lodging.  To be funded by Title I and Title II.  The consultant will be provided by the Rapides Foundation.
