PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MAY 9, 2002

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 9, 2002, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker,  Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Bobby R. Thomas, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, Joella Wilson, and Gladys P. Revels.   Absent:   None.

 

The meeting was called to order by President Wilson, followed by an invocation by Mrs. Revels and Pledge of Allegiance by Dr. Bienvenu.

 

Under Superintendent/Staff Reports, the Board recognized:

 

            1.         Margo Haase and members of the Eighth Grade Class at Cloutierville Elem./Jr. High School with a Power Points Presentation on Former Governors of Louisiana.

            2.         Teacher Appreciation Week presented by Dr. Elwanda Murphy.

            3.         Winners at the National Orchestra Cup Festival Competition in Branson, Missouri.   

            4.         NCHS Voice of the Chiefs.

 

The Board received reports from:

           

            1.         Budget  Review  Committee presented by Dr. Dan Carr.   

            2.         Dr. Elwanda Murphy on monthly school board business.

            3.         Mrs. Cynthia Johnson-Winston on the special education program.

 

On motion of Mr. Danzy, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following consent agenda items:

 

1.         Adoption of Agenda.

 

2.         Approval of Minutes of April 11, 2002

 

3.         FINANCE ITEMS:

 

            A.         Payment of Bills:  May and June, 2002

         

            B.         Out of State Travel:

 

                        (1)        Laura Strahan and 9 teachers, Marthaville Elem./Jr. High School, travel to Houston, Texas, on May 25, 2002, to chaperone Math Club to Astro World.  At no cost to the Board.

                        (2)        Ray Gandy, Carol Morgan, and Virginia Dennis, teachers, Provencal Elem./Jr. High School, travel to Dallas,  Texas, on May 17, 2002, to chaperone honor students and Drama Club to Six Flags Over Texas.   At no cost to the Board.

                        (3)        Margaret Garland, teacher, Natchitoches Central High School, travel to Nashville, Tennessee, on June 23-July 3, 2002, to chaperone Bryan Gilbert, Mary Liz Guidry, Kayla Pitcher, and Jessica Pitcher (students)  to the National FBLA Conference.  Paid for by general fund per Board policy.

                        (4)        William Hymes, Kerry Braden, Annie Helaire and Cindy Baptiste, teachers, Natchitoches Jr. High School, travel to Dallas, Texas, on May 25, 2002, to chaperone band students and Team D students to Six Flags Over Texas.   At no cost to the Board.

 

            C.        School Bus Route Changes:

 

                        (1)        Patrice Parker, Natchitoches Central High School, additional 3.9 miles, cost of  $257.40. 

 

            D.         Purchase of Buses by Drivers:

 

            E.         Advertisements:     Request permission to advertise for proposals for 

 

                        (1)        Parish Technology Maintenance

 

4.         PERSONNEL ITEMS:

 

            F.         Resignations:   

 

                        (1)        Tracie Lenhart, teacher, Parks Elementary School, effective May 31, 2002.

                        (2)        Ted McKee, teacher, Lakeview Jr./Sr. High School, effective May 31, 2002.

 

            G.         Retirements:

 

                        (1)        Katherine Anding, school food service manager, NSU Elementary/Middle Lab School, effective May 31, 2002.

                        (2)        Ramona Cason, principal, Fairview Alpha Elementary School, effective May 31, 2002.

                        (3)        Earl Arthur, bus driver, effective May 31, 2002.

                        (4)        W.A. Robison, secondary supervisor, effective June 30, 2002.

                        (5)        Don C. Jordan, bus driver, effective May 31, 2002.

 

            H.         Requests for Leave:  

 

Mr. Danzy presented the Finance, Facilities, Services and Insurance Report.

 

Mr. Vandersypen presented the Monthly Budget Status Report.        

              

On motion of Mr. Thomas, seconded by Mr. Walker, and unanimously approved, the Board adopted the millage rates for 2002 per attached resolution.

 

On motion of Mr. Danzy, seconded by Mr. Metoyer, and with unanimous consent, the Board approved budget revisions for General Fund and School Food Service.

 

On motion of Mr. Thomas, seconded by Mrs. Hildebrand, and with unanimous voice vote, the Board granted permission to submit consolidated application for federal programs to the Louisiana State Department of Education.

 

On motion of Mrs. Wilson, seconded by Mrs. Revels, the Board unanimously approved Beneen Shaw Morgan and Linda Howard as teacher coordinators for the REA Tutorial Summer Program for North Natchitoches Elementary School at $20.00 per hour for 5 hours per day for 24 days.   School will be held from June 3-July 8, 2002.   Funds will be provided from REA Tutorial Assistance Grant.        

 

On motion of Mr. Thomas, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following personnel for the REA Local Reading Improvement Summer School Program from June 3-July 8, 2002.  Funded from REA Grant:

 

            (1)        Parks - Cynthia Cole and Celia Cannon, teachers, at $20.00 per    hour for 5 hours per day for 30 days. Glenda Johnson and Dorothy Cofield, paraprofessionals, at $7.50 per hour for 5 hours per day for 30 days.

 

            (2)        Fairview Alpha Elementary - Penny Bolton, Sue Fredieu, and Jo Ann Friday, teachers, at $20.00 per hour for 5 hours per day for 30 days.  Ruth Craig, Suzie Pardee, and Sherry Roberts, paraprofessionals, at $7.50 per hour for 5 hours per day for 30 days.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved the following personnel:

            A.         Albert Proctor, assistant baseball coach, Natchitoches Central High School, funded by school budget in the amount of $1,500.00.

            B.         Sandra Mason, assistant tennis coach, Natchitoches Central High School, funded by school budget in the amount of $500.00.

C.         Christina Edgar, assistant softball coach, Natchitoches Central High School, funded by school budget general fund in the amount of $500.00.

D.         Christian Cecchini, assistant soccer coach, Natchitoches Central High School, funded by school budget general fund in the amount of $500.00. 

 

On motion of Mr. Thomas, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved Willa Freeman as principal of Fairview Alpha Elementary School.

     

On motion of Mr. Daniels, seconded by Mrs. Hildebrand, that the Board hereby change Debra Dean, secretary/bookkeeper, Natchitoches Central High School, from an 11 month to a 12 month employee.

 

YEAS:    Daniels, Wilkerson, and Hildebrand.    NAYS:    Wilson, Metoyer, J. Wilson, and Revels.   ABSENT DURING VOTE:    Danzy and Thomas. ABSTAIN:     Walker and Bienvenu.        (Failed)

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, the Board unanimously  authorized the superintendent to issue employee contracts and letters of assurance for the 2002-2003 school year. 

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, and with unanimous consent, the Board authorized the superintendent to advertise for a secondary supervisor.

 

On motion of Mr. Walker, seconded by Mrs. Revels, the Board approved Kandice Foster, special education student worker, for summer employment not to exceed 35 hours per week. Funded by IDEA.

 

Mr. Daniels presented the Executive Report.

 

By joint resolution, the Board approved the request of the Village of Goldonna to name  the auditorium of the Goldonna School in honor of Elizabeth Whitney per attached resolution.  

 

On motion of Mr. Daniels, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved a letter of agreement between the City of Natchitoches and the Natchitoches Parish School Board to comply with Act 109 concerning the acquisition of 20 acres located in Section 16, Township 8 North, Range 7 West.

               

On motion of Mr. Wilson, the Board adjourned.
