PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON APRIL 11, 2002                                                

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, April 11, 2002, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Carroll Daniels, Ralph Wilson, Bobby R. Thomas, Julia Hildebrand, Russell E. Danzy, Emile Metoyer, Joella Wilson, and Sammie Leon.   Absent: Cecil Walker, Dorothy Wilkerson, and Millard J. Bienvenu.    Mr. Wilson came in late.

 

The meeting was called to order by Vice-President Daniels, followed by and invocation by Mr. Thomas and Pledge of Allegiance by Mrs. Hildebrand.

 

Under Superintendent/Staff Reports, the Board recognized:

 

1.         Very Special Arts Festival by Sherlunda Anderson, Cheryl Johnson, and students from Natchitoches Junior High School.

2.         Mr. Ben Johnson on receiving the Extra Mile Award for his dedication and contribution to the education of children in Natchitoches Parish. The award was presented by Charles Herrington, President, Natchitoches Parish Principals’ Association on behalf of the group.

3.         Lakeview High School Basketball Team and Coaches for an outstanding year in basketball.

 

The Board received reports from:

 

1.         Dr. Elwanda Murphy on monthly school board business. 

            2.         Renee Mayher on School Food Service Department.   

   

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following consent agenda items: 

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of March 14, 2002

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:  

       

B.         Out of State Travel:

 

(1)        Larry W. Alexander, Lakeview Jr./Sr. High School, travel to Marshall, Texas, on April 3, 2002, to attend a Coaching Conference at East Texas Baptist University.  At no cost to the Board other than substitute.

(2)        Donna Prothro, Angela Cannon, Brenda Poynter, Kristal Pierce, Cheryl Gianforte, Paula Franks, and Joyce Helaire, teachers, Natchitoches Central High School, travel to Dallas,Texas, on May 4, 2002, to chaperone students to Six Flags Over Texas.   At no cost to the Board.  

(3)        Elwanda Murphy, travel to Las Vegas, Nevada, April 25-27, 2002, to attend a conference for superintendents ”r;Creating Successful Schools Through Effective Leadership”.  At no cost to the Board.

 

C.        School Bus Route Changes:

 

(1)        Eddie Carpenter, Cloutierville Elem./Jr. High School, additional .09 miles,  cost of  $82.35. 

(2)        Sharon Jennings, North Natchitoches Elementary School, loss of .05 miles, savings of $ 47.79 

(3)        Susan Jordan, Provencal Elem./Jr. High School, loss of 3 miles,  savings of $288.00.

(4)        Meshelle Miley, Natchitoches Central High School, additional 2.7 miles, cost of $343.40. 

(5)        Randy Turner, Natchitoches Junior High School, additional 1.1 miles, cost of $ 112.20.

 

            D.         Purchase of Buses by Drivers:

 

E.         Advertisements:   Permission to advertise for bids for:

 

(1)        Re-roofing of old gym at Marthaville Elem./Jr. High School

(1)        Kathy Shaw, North Natchitoches Elementary School, effective April 5, 2002.

(2)        Philip M. Howard, bus driver, North Natchitoches Elementary School, effective April 2, 2002.

(3)        Sharon S. Howard, bus aide, North Natchitoches Elementary School, effective April 2, 2002.

 

G.         Retirements:

 

(1)        Charlie Washington, teacher, Parks Elementary School, effective May 31, 2002.

(2)        Frances Hoffpauir, teacher, Provencal Elem./Jr. High School, effective May 31, 2002.

(3)        Patricia Ann Black, teacher, North Natchitoches Elementary School, effective May 31, 2002.

           

            H.         Requests for Leave:  

                                                                       

Mr. Danzy presented the Finance, Facilities, Services, and Insurance Report.

 

On motion of Mr. Thomas, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the following finance agenda items :

 

1.         The only bid in the amount of $55.00 by Ms. Linda Brown for sale of the activity bus at Lakeview Jr./Sr. High School  per attached bid.              

2.         A contract with Janet Hale, writing education consultant, to conduct a workshop on Saturday, April 27, 2002, to 40 teachers from Lakeview Jr./Sr. High School and Cloutierville Elem./Jr. High School at a cost of  $1200.00 plus travel expenses with funding by Lakeview Rapides Foundation Grant. 

3.         A contract with Dr. Kenneth Olsen to evaluate students for the talent program in the amount of $175.00.  Funded by G/T State Funds.                       

4.         A contract with Herbert Baptiste, Sr., to evaluate students for the talent program in the amount of $262.50.  Funded by G/T State Funds.          

5.         Lynn LaCaze to teach a driver’s education class at Marthaville Elem./Jr. High School under the sponsorship of Natchitoches Central High School from June 3 - 14, 2002, from 9:00 a.m. to 12:00 p.m.  The class will be funded by fees collected from students.

6.         Change Order #3 with Collins General Contractor for Natchitoches Central High School for an additional 25 days until date of completion on April 22, 2002, at no extra charge with authorization for Board President to sign.

7.         An agreement with Martha Hays to provide technical assistance in the area of evaluation for the Even Start Program in the amount of $2,800.00 plus travel expenses.  Funded by the Even Start Grant. 

8.         Patty Walker, Diane Vienne,  and Glennie Scarborough to serve as program monitors and train and assist teachers for the Second Step Program at $25.00 per hour not to exceed $2500.00 each.  Funded by SDFSC.                   

9.         The Greatest Needs Safe and Drug-Free Schools and Communities Budget in the amount of $155,733.36.   

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved Nellie Latiolais,  REA tutor, North Natchitoches Elementary School, at  $6.00  per hour  three days per week for the remainder of the tutoring program. Funded by REA Tutorial Assistance Grant.

    

On motion of Mr. Danzy, seconded by Mr. Daniels, and unanimously carried, the Board approved a contract with Yeager, Watson & Associates for design of an all weather track at Natchitoches Central High School and authorized the Board President to sign the necessary papers with permission to advertise for bids if funds are available.   

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous voice vote, the Board approved the following personnel:

 

A.         Tywanna Dupree, accountant, central office.  Funded by federal programs.  

B.         Lisa Carter, part-time paraprofessional, North Natchitoches Elementary School, 4 hours per day at minimum wage.

C.         Rose Ward, custodian, central office, hourly worker.    

 

On motion of Mrs. Wilson, seconded by Mr. Danzy, and unanimously carried, the Board approved the following transfers and/or reassignments: 

 

A.         Dawn Charleston, teacher, Natchitoches Central High School, to   counselor, replacing Trisha Mastainich.

B.         Michael Bonnette, teacher, Natchitoches Central High School, replacing Dawn Charleston.

 

On motion of Mrs. Wilson, the Board adjourned.
