PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MARCH 14, 2002

                                                

A regular meeting of the Natchitoches Parish School Board was held on Thursday, March 14, 2002, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Dorothy Wilkerson, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile E. Metoyer, and Sammie Leon.  Absent:     Bobby R. Thomas and Joella Wilson.   Mr. Daniels came in late.

 

The meeting was called to order by President Wilson, followed by an invocation by Mr. Danzy and Pledge of Allegiance by Mrs. Hildebrand.

 

Under Superintendent/Staff Reports, the Board recognized:

 

            1.         The LSBA Artwork Contest Winners as presented by Mrs. Mary Montgomery.  Edward Johnson, a student at Natchitoches Central High School, won first place in the state contest.

            2.         Goldonna Elementary School, NSU Middle Lab School, Marthaville Elem./Jr. High School, Provencal Elem./Jr. High School and Lakeview Jr./Sr. High School for  receiving academic growth rewards from the state.

 

The Board received reports from:

 

            1.         Dr. Elwanda Murphy on various board issues.

            2.         Mrs. Alice Rachal on new guidelines for the Title I Program.

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the following consent agenda items:

 

1.         Adoption of Agenda.

 

2.         Approval of Minutes of February 14, 2002

 

3.         FINANCE ITEMS:

 

            A.         Payment of Bills:

         

            B.         Out of State Travel:

 

                        (1)        Reneva Trahant and Ted Fowler,  teachers, Natchitoches Central High School, travel to Biloxi, Mississippi, on April 12-15, 2002, to chaperone students to the Key Club Convention,  at no cost to the Board other than substitutes.

                        (2)        Sheila Peter, Mike Peter and Chris Bush, teachers, Lakeview Jr./Sr. High School, travel to Orlando, Florida, on March 23-28, 2002, (Easter Break) to chaperone student council to Disney World, at  no cost to the Board.  

 

            C.        School Bus Route Changes:

 

                        (1)        Willie Byrd, Cloutierville Elem./Jr. High School, extra students causing bus length to change to 28'.  No extra mileage, cost of $192.21. 

                        (2)        Joseph Raggio, North Natchitoches Elementary School, additional 1.2 miles, cost of $163.66. 

                        (3)        Tracy Davis, Provencal Elem./Jr. High School, additional 9.1 miles for two days,  cost of $ 18.28.

                        (4)        Connie Matkin, Provencal Elem./Jr. High School, loss of 1.2 miles savings of $122.67. 

                        (5)        Ina Jordan, Natchitoches Central High School, loss of 1 mile, savings of $180.00.

                        (6)        Fredda Burns, Cloutierville Elem./Jr. High School, additional 16.4 miles for two days, cost of $ 9.66.

                        (7)        Carlo J. Spera, Jr., Goldonna Elementary School , additional 1.8 miles and extra students causing bus length to change, cost of $445.50

 

            D.         Purchase of Buses by Drivers:

 

            E.         Advertisements:   Permission to advertise for bids for the 2002-03 school year (if necessary): 

 

                        1.         Liquefied gas service

                        2.         Pest control service

                        3.         Student accident insurance

                        4.         Property and casualty insurance

                        5.         Library Books

                        6.         Miscellaneous site work at schools

                        7.         Food products (processed, frozen, meats, milk, bread) for use in the Child Nutrition Program

                        8.         Cleaning and paper supplies for use in the Child Nutrition Program

                        9.         Small equipment for use in the Child Nutrition Program

                      10.          Large equipment for use in the Child Nutrition Program     

 

4.         PERSONNEL ITEMS:

 

            F.         Resignations:   

 

                        1.        Ivory J. Oliphant, SFS technician, Natchitoches Central High School, effective 3-4-2002.

                        2.         Kelly L.  Withers, teacher, Fairview Alpha Elementary School, effective 3-13-02.

                        3.         Trisha Mastainich, counselor, Natchitoches Central High School, effective 4-1-2002.

 

            G.         Retirements:

Mr. Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mrs. Wilkerson, and unanimously carried, the Board approved a Pre-GED Skills Option Program Grant in the amount of $229,466.34.

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, the Board unanimously approved Kenneth Trahant and Ted McKee to teach a driver’s education class at Lakeview High School from March 4, 2002, until April 15, 2002, from 3:00 p.m. - 6:00 p.m.  The class will be funded from student fees.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and with unanimous consent, the Board approved the following finance items:  

 

            1.         Tamika Lorraine Johnson, student worker, Even Start infants and toddlers class at Natchitoches Education Center, for 4 hours per day at $5.15 per hour for 5 days a week for 11 weeks for a total of $ 1,133.00.   Funded by Even Start.

 

            2.         Candace Stafford, student worker, Title I Media Center,  for 3 hours per day at $5.15 per hour for 5 days a week for 11 weeks for a total of $847.75 effective 3-11-2002.

 

On motion of Mr. Danzy, seconded by Dr. Bienvenu, the Board unanimously approved an Alternative Education Pre GED Options Program Grant in the amount of $21, 875.

  

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, the Board with unanimous voice vote, approved the following personnel items:

 

A.         Karen Lynell Byles, special education student worker, central office, 35 hours per week.

 

B.         Michael Bonnette, teacher, Natchitoches Central High School, effective April 12, 2002.

 

C.         Barbara Graham, teacher, Natchitoches Jr. High School, substitute for any certified teacher employed as a tutor for the 8th grade school improvement LEAP preparation.

           

Mr. Daniels presented the Executive Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and with unanimous consent, the Board approved the school calendar for 2002-2003.

 

Mr. Wilson and other board members presented highlights of the LSBA Convention in Shreveport, Louisiana.

 

On motion of Mr. Danzy, seconded by Mrs. Wilkerson, and unanimously carried, the Board received a report and authorized the Superintendent to send response for the remediation of the deficiencies in the audit of school accounts at Parks Elementary School to the Legislative Audit Advisory Council.

 

On motion of Mr. Danzy, the Board adjourned.
