PROCEEDINGS OF REGULAR MEETING

OF THE NATCHITOCHES PARISH SCHOOL BOARD

HELD ON DECEMBER 13, 2001

                                                                                               

A regular meeting of the Natchitoches Parish School Board was held on Thursday, December 13, 2001, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Bobby R. Thomas, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, and Emile Metoyer.   Mr. Danzy and Mrs. Wilson came in late.   Absent:    Sammie Leon.

 

The meeting was called to order by President Wilson, followed by an invocation by Mr. Thomas and Pledge of Allegiance by Mr. Metoyer.

 

Under Superintendent/Staff Reports, the Board recognized:                                    

 

            1.         Keith Gates and Josh Nash as National Winners of Career and Technical Student Organizations  presented by Don Wells.

            2.         All State Band and Orchestra Winners from Natchitoches Central High School by Syll Young-Olsen.

            3.         Dr. Murphy gave an update on various meetings and LEAP test scores.

                   

On motion of Mr. Danzy, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the following consent agenda items:

Mr. Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Walker, seconded by Mrs. Wilson, and unanimously carried, the Board approved the low bid meeting specifications for the following per attached bid compilations:

           

A.         Hahn Enterprises, Inc., for furnishing bleachers at Natchitoches Central High School.

B.         Insight, Inc., for furnishing bleachers at North Natchitoches Elementary School, Parks Elementary School, and Weaver Elementary School.

C.         Various for furnishing processed foods and supplies, frozen foods, and meats and related products for use in the Child Nutrition Program during the period beginning February 1, 2002, and ending July 31, 2002.

                       

Mr. Vandersypen presented the monthly budget status report.          

              

On motion of Mr. Danzy, seconded by Mr. Thomas, and with unanimous consent, the Board approved a resolution making application to the State Bond Commission for consent and authority to issue, sell and deliver not exceeding $1,000,000 of General Obligation School Refunding Bonds, Series 2002, of Consolidated School District No.8 of the Parish of Natchitoches, State of Louisiana, all in the manner provided for by Chapter 14-A of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority supplemental thereto and providing for other matters in connection therewith and with authorization for the Superintendent to sign the necessary documents.

 

On motion of Mrs. Wilson, seconded by Mrs. Hildebrand, the Board unanimously approved Calli Hall and Jessica Corimer, North Natchitoches Elementary, for after-school tutoring for 3 days per week, 1 hour per day, at $6.00 per hour, and Glenda Johnson and Betty Gostern, paraprofessionals at Parks Elementary School, to be paid at the rate of $7.50 per hour.  The session began on September 20, 2001, and will end on December 20, 2001.  Funded by REA Tutorial Assistance Grant.

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and unanimously carried, the Board accepted the Student Activity Fund Audit Report for various schools for the fiscal year ending June 31, 2001, as prepared by Johnson, Thomas and Cunningham, Certified Public Accountants. 

 

On motion of Mrs. Wilson, seconded by Mr. Walker, and with unanimous consent, the Board approved Change Order #2 with CollinsGeneral Contractor, Inc., for Natchitoches Central High School to install steel light poles on concrete bases in lieu of direct buried concrete poles at ballfields for a net increase of $34, 330.00 with authorization for Board President to sign.      

 

On motion of Mr. Danzy, seconded by Mr. Thomas, the Board unanimously approved the attached resolution indicating the Board’s intention to join the Louisiana Administrative Outreach Project and granted the Superintendent permission to sign the necessary documents to enter into an interagency agreement to increase Medicaid reimbursement.   

 

On motion of Mr. Thomas, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the attached participation and license agreement with America’s Schools  Program which is operated by the Louisiana School Board Association and the International School Licensing Corporation.  By displaying the symbol and supporting America’s School Program, the parish will be eligible to share revenues generated by the program.

                       

On motion of Mr. Danzy, seconded by Dr. Bienvenu, and unanimously carried, the Board approved a LEARN Grant to Increase the Number of Certified Teachers in Louisiana as a partnership between Sabine, Natchitoches, and Red River for $274,375.00.   Sabine Parish will serve as the fiscal agency.

                  

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, the Board unanimously approved the following transfers and/or reassignments:

           

            A.         Artia Johnson, teacher, from Adult Educational Center to Title I at Parks Elementary School. 

            B.         Detre Willis, paraprofessional, from Even Start at Alliance Compressors    to Natchitoches Educational Center.

            C.         Dorothy Baptiste, paraprofessional, from Even Start at Alliance Compressors to Parks Elementary School.

            D.         Karis Cobb, teacher, from Even Start at Alliance Compressors to Lakeview Jr./Sr. High School.

            E.         Christa Riolo, paraprofessional, from Even Start at Alliance Compressors to Lakeview Jr./Sr High School.   

            F.         Sharika Winn, paraprofessional, from Even Start at Alliance Compressors to Lakeview Jr./Sr. High School.

            G.         Jo Ann Roque, from technician to full-time school food service manager, East Natchitoches Elementary School, replacing Margie Harris.

            H.         Janice Ebert, cheerleader sponsor, Natchitoches Central High School, replacing Erica Scott, effective 11-26-01. 

            I.          Tenona Hudson, paraprofessional, from preschool special education at Weaver Elementary School,  to special education, Natchitoches Educational Center.

            J.          Judy Ashcraft, teacher, North Natchitoches Elementary School,   replacing Dorothy Mims, second semester.

 

On motion of Mr. Daniels, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following personnel:           

 

            A.         Tanya Dorsey, paraprofessional, Adult Education Center, 15 hours a week at minimum wage ending May 17, 2002.

            B.         Keithie Dorsey, paraprofessional, Adult Education Center, 5 hours per day at minimum wage ending May 17, 2002.,

            C.         Amy Rogers, paraprofessional, Adult Education Center, substituting for Keithie Dorsey as needed.           

            D.         Elaine Carson, substitute teacher, North Natchitoches Elementary School, replacing Wanda Wynder.     

            E.         Edwina Lewis, LEAP tutor, Natchitoches Junior High School, replacing Wanda Jones Horner.

            F.         Shelly Pleasant, LEAP 21 tutor, Marthaville Elem./Jr. High School, replacing Sunny Hyde.

            G.         Deanna Myers, band director, Lakeview Jr./Sr. High School, replacing Stephanie Lewis.

            H.         Amanda Albritton, agriculture teacher, Lakeview Jr./Sr. High School, replacing Don Wells.

            I.          Chris Schneider, teacher, new position, Natchitoches Educational Center.

            J.          Leon Ambrose, custodian, Natchitoches Junior High School, replacing Anthony Vaughn.

 

On motion of Mrs. Wilson, seconded by Mr. Thomas, and unanimously carried, the Board approved Cynthia Baptiste for Adult Education night classes for 4 hours per week from November 26, 2001, through May 17, 2002.        

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and with unanimous consent, the Board rescinded the sabbatical leave of Karen Neitte.    

 

Mr. Daniels presented the Executive Report.

 

On motion of Mr. Daniels, seconded by Mr. Walker, the Board unanimously approved the Board calendar for 2002. 

 

On motion of Mr. Thomas, the Board adjourned.
