PROCEEDING OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON NOVEMBER 8, 2001

                                      

A regular meeting of the Natchitoches Parish School Board was held on Thursday, November 8, 2001, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Bobby R. Thomas, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile E. Metoyer, and Sammie Leon.  Absent:   Joella Wilson and Dorothy Wilkerson.

 

The meeting was called to order by President Wilson, followed by an invocation by Mr. Daniels and Pledge of Allegiance by Mr. Danzy.

 

Under Superintendent/Staff Reports, the Board recognized:

 

            1.         National Family Literacy Day on November 1, 2001, presented by Gwen Hardison.

            2.         Linda Pratt Page, teacher, East Natchitoches Elementary School, for being a Teacher of the Year State Finalist.

           

The Board received reports from:

 

            Dr. Elwanda Murphy on the 2001 school accountability results and the monthly faculty representative meeting.    

 

On motion of Mr. Danzy, seconded by Mr. Walker, and with unanimous consent, the Board approved the following consent agenda items:

 

1.         Adoption of Agenda.

 

2.         Approval of Minutes of October 11, 2001

 

3.         FINANCE ITEMS:

 

            A.         Payment of Bills:

                        (1)        Charlotte D. Birdwell, teacher, Natchitoches Central High School, travel to England/France, November 14- 26, 2001, one professional day only, at no cost to the Board other than substitute.

                        (2)        Patsy Settles, Marthaville Elementary School, additional 16.12 miles, cost of $1518.82.

                        (4)        Susan Jordan, Provencal Elem./Jr. High School, loss of .6 miles, savings of $130.54.

                        (5)        Dea Martin, Natchitoches Central High School, loss of 2.2 miles, savings of $458.13.

                        (6)        Roger Matkin, Provencal Elem./Jr. High School, additional 3.1miles, cost of $678.22.

                        (7)        Nell Wilson, NSU Elementary Lab School, additional 3.4 miles, cost of $764.83.

                        (2)        Erica L. Scott, teacher, Natchitoches Central High School, sabbatical leave for professional and cultural improvement for the second semester of 2001-2002 school year.

                        (3)        Karen W. Neitte, special education teacher, East Natchitoches Elementary School, sabbatical leave for professional and cultural improvement for the second semester of 2001-2002 school year.

                        (4)        Essie P. Taylor, teacher, Natchitoches Junior High School, sabbatical leave for medical purposes for the second semester of 2001-2002 school year.

                        (5)        Mary Nell Lott, teacher, Natchitoches Junior High School, sabbatical leave for professional and cultural improvement for the second semester of 2001-2002 school year.                                                   

Mr. Danzy presented the Finance, Facilities, and  Insurance Report.

 

Mr. Vandersypen presented the monthly budget status report.           

              

On motion of Mr. Daniels, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the ordering and calling of a special election of a maintenance tax to be held in Consolidated School District #10 of the Parish of  Natchitoches, Louisiana, for 20 mills on all property subject to taxation within the district for a period of 10 years beginning with the year 2002 and ending with the year 2011, for the purpose of  giving additional aid and support to the public schools in the District by providing funds for construction, repairs, purchase of equipment, and/or supplies and additional improvements with authorization for Board President to sign. 

                                     

On motion of Mr. Danzy, seconded by Mr. Walker, and unanimously carried, the Board approved the ordering and calling of a special election for the renewal of a maintenance tax to be held in Consolidated School District #8 of the Parish of Natchitoches, Louisiana, for seven mills on all property subject to taxation within the District for a period of  ten years, beginning with the year 2002 and ending with the year 2011, for the purpose of giving additional aid and support to the public schools in the District by providing funds for construction, repairs, purchase of equipment and/or supplies and additional improvements with authorization for Board President to sign.

                      

On motion of Mr. Walker, seconded by Mr. Danzy, and unanimously carried,  the Board approved Kenneth Trahant and Ted McKee to teach a driver’s education class at Lakeview High School from November 12, 2001, through December 15, 2001.  The class will be held from 3:00 p.m. to 6:00 p.m. and funded by fees collected from students.      

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and with unanimous consent, the Board approved the 8(g) Student Enhancement Block Grant in the amount of   $54, 982.00. 

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, the Board unanimously approved the following finance items:

 

            A.         Stipends for 16 teachers at NSU Elementary for a Project BRAIN workshop for 5 hours per day for 2 days at $20.00 per hour.  Funded by Rapides Foundation Grant.

 

            B.         Stipends for teachers at NSU Elementary to align the curriculum and  develop units that incorporate all subject areas.   Teachers will meet  monthly or twice monthly for study group meetings after-school at $20.00 per hour, not to exceed three hours per month.   Funded by Rapides Foundation Grant.  

 

On motion of Mr. Thomas, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved Janie Warren, Parks Elementary, and Mayghan Shaw, North Natchitoches Elementary, for after-school  tutoring for 3 days per week, 1 hour per  day at $6.00 per hour.  Funded by REA Tutorial Assistance Grant.

                   

On motion of Mr. Daniels, seconded by Mr. Thomas, and with unanimous consent, the Board approved a contract with Yeager, Watson, and Associates, Inc., for design/construction and replacement of the HVAC and related work at the central office and further authorize the advertisement for the construction work upon completion of design drawings and specifications

                  

On motion of Mr. Daniels, seconded by Mr. Metoyer, and unanimously carried, the Board approved Roy Blake Fowler to be paid a $500.00 coaching supplement to assist with coaching football at Natchitoches Junior High School.  Funded by the NCHS Athletic Association.        

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mr. Thomas, seconded by Mr. Metoyer, and with unanimous voice vote, the Board approved the following transfers and/or reassignments:  

 

            A.         Brenda Housley, from school food service technician to nine month custodian at Marthaville Elem./Jr. High School, replacing Thelma Lofton

            B.         Lynnda Mahfouz,  from part-time school food service technician to full-time, replacing Brenda Housley.

            C.         Cynthia Denny, special education LEAP tutor, Cloutierville Elem./Jr. High School, replacing Francesca Blackburn.

            D.         Dorothy Baptiste,  paraprofessional, Alliance Compressors, funding change from Even Start to Title I.   

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the following personnel:

 

            A.         Callie P.  Richardson, teacher, Natchitoches Central High School, replacing Carolyn Grappe.

            B.         Margie Thibodeaux, special education LEAP tutor, for 20 hours per week, Natchitoches Junior High School.

            C.         Margie Thibodeaux, special education teacher, Natchitoches Junior High School, four hours per day due to increased enrollment.   To be paid at a beginning teacher’s salary.

            D.         Leona Yount, full-time school food service technician, Fairview Alpha Elementary School, replacing Nina Crader.           

            E.         Christi Williams, paraprofessional, Weaver Elementary School, replacing Charlotte Salley.    Funded by 8(g).

            F.         Patricia Gistarb, special education LEAP tutor, Lakeview Jr./Sr. High School, replacing Shawn Jackson.

            G.         Anastasia Winston, special education LEAP tutor, Parks Elementary School, 35 hours per week at $7.50 per hour.

            H.         Andrea Pickett, LEAP tutor, Marthaville Elem./Jr. High School, replacing Laurie Birdwell.

   

On motion of Mr. Thomas, seconded by Mr. Walker, the Board unanimously approved, the two-year performance contract for Becky Ham, coordinator, Fairview Alpha Elementary School.

 

Mr. Daniels presented the Executive Report.  

 

On motion of Mr. Daniels, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved December 10-14, 2001, as Employee Appreciation Week.

 

On motion of Mr. Thomas, the Board adjourned.
