PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON OCTOBER 11, 2001

                                                

A regular meeting of the Natchitoches Parish School Board was held on Thursday, October 11, 2001, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, and Sammie Leon.   Absent:   Bobby R. Thomas.   Mrs. Joella Wilson came in late.

 

The meeting was called to order by President Wilson, followed by an invocation by Mr. Danzy and Pledge of Allegiance by Mrs. Wilkerson.              

                                    

 Under Superintendent/Staff Reports, the Board recognized:

 

            1.         Childnet/Child Search Awareness Month by Em Horton.   

            2.         Mary Agnes Henson on receiving her high school diploma at the age of eighty-two from the GED Program at Cloutierville Elem/Jr. High School  by Donna Masson    

            3.         William J. Roden, J.D., Chancellor of Louisiana Technical College presented by Julia Hildebrand.

             

On motion of Mr. Daniels, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the following consent agenda items:

 

1.         Adoption of Agenda.

 

2.         Approval of Minutes of September 13, 2001

 

3.         FINANCE ITEMS:

 

A.         Payment of Bills:  

       

B.         Out of State Travel:

 

            (1)        Lona Frazier, paraprofessional, Fairview Alpha  Elementary School, travel to Springdale, Arkansas, on October 4-8, 2001, to attend a Special Olympics Workshop, at no cost to the Board.                      

            (2)        Rebecca Morgan, teacher, Goldonna Elementary School, travel   to Eatonton, Georgia, October 3-8, 2001, to attend the Southern Region 4-H Leader Forum, at no cost to the Board.

            (3)        Paula Franks, Misty Alexander, and Carol Wester, teachers, Natchitoches Central High School, travel to Dallas, Texas, October 10-15, 2001, to attend the National Tech Prep Annual Conference, at no cost to the Board.

            (4)        Leslie Sinclair and Ametrice Williams, teachers, Natchitoches Junior High School, travel to Plantersville, Texas, October 10-13, 2001, to chaperone students to the Texas Renaissance Festival, at no cost to the Board.

            (5)        Cheryl Gianforte and Mary Cedars, teachers, Natchitoches Central High School, travel to Plantersville, Texas, November 3 - 5, 2001, to chaperone the YACA Club to the Texas Renaissance Festival, at no cost to the Board.

            (6)        Donald J. Wells and Greg Warren, teachers, Lakeview Jr./Sr. High School, travel to Louisville, Kentucky, October 26-28, 2001, to chaperone students to the National FFA Convention.  Paid by parish vocational funds.

            (7)        Susan Horn, teacher, Provencal Elem./Jr. High School, travel to   Springdale, Arkansas, October 5-8, 2001, to attend a Special Olympics Regional Conference, at no cost to Board, other than substitute.  

 

            C.        School Bus Route Changes:

 

            D.         Advertisements:        Permission to advertise for bids for:

 

                        (1)        Bleachers for Weaver Elementary School, Parks Elementary School, Natchitoches Central High School and North Natchitoches Elementary School.

                            

 4.        PERSONNEL ITEMS:

 

            E.         Resignations:

 

                        (1)        Thelma Lofton Allen, custodian, Marthaville Elem./Jr. High School, effective October 22, 2001.

                        (2)        Eddie Conlay, bus driver, Goldonna Elementary School, effective 10-4-2001.

           

            F.         Retirements:

 

                        (1)        Pearlie Hamilton, teacher, Natchitoches Central High School, effective August 14, 2001.

 

            G.         Requests for Leave:  

 

                        (1)        Stephanie Martin, teacher, Fairview Alpha Elementary School,  sabbatical leave for professional and cultural improvement for the second semester of  2001-2002 school year.                                                                     

Mr. Danzy presented the Finance, Facilities, Services, and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Walker, and unanimously carried, the Board approved the low bid meeting specifications of Auto-Chlor Services, Inc., for dishwashing chemicals for school food service per attached bid compilations.  

 

 Mr. Vandersypen presented the monthly budget status report.         

                    

On motion of Mr. Walker, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved Judy Dison, Patricia Black, Susan St. Andre, Shannon Etheredge, Tameka Means, Odell Cobb, Rowena Bienvenu, Nettie Winston, and Patti Breland to be paid $20.00 for attending a teacher focus group inservice.  Funded by Title I.        

               

On motion of Mr. Danzy, seconded by Mrs. Wilkerson, and with unanimous voice vote, the Board approved the ordering and calling of a renewal of various maintenance and operations taxes (BRE)  for Consolidated School District #8 and renewal of existing tax or levying of additional taxes.

 

On motion of Mr. Walker, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following finance agenda items:

 

            1.         Ashley Hardin as a part-time employee for the Even Start Program at $5.15 per hour for four hours per day for 11 weeks for a total of $906.40.  Funded by Even Start.     

   

2.         Martha CeCecchini as Migrant ESL translator at $10.00 per hour for 1,200 hours for a total cost of $12,000.00.  Funded by Migrant Program.  

 

            3.         Janet Hale, Writing Education Consultant, to conduct in service with teachers at Lakeview Jr./Sr. High School on October 18, 2001, at a cost of $1,200.00 plus travel expenses.   Funded by Rapides Foundation Grant and Title I.        

 

            4.         Stipends for teachers from Lakeview Jr./Sr  High School to attend meetings after school at $20.00 per hour.  This is a follow up to the reading and math workshops conducted during the inservice in August.  Funded by Rapides Foundation Grant. 

 

On motion of Mrs. Hildebrand, seconded by Mr. Metoyer, and unanimously carried, the Board approved REA After-School Tutors for North Natchitoches Elementary School, Parks Elementary School, and Fairview Alpha Elementary School.   Tutors are to be paid $6.00 per hour for three hours per week and paraprofessionals approved as tutors are to be paid $7.50 per hour as specified per attached list.  Funded by REA Tutorial Assistance Grant.   

 

By joint resolution, the Board approved a one-time pay supplement of $600.00 to non-certificated staff and $1000.00 to certificated staff  per attached resolution.

 

On motion of Mr. Danzy, seconded by Mr. Metoyer, and with unanimous consent, the Board approved  transportation reimbursement (private automobile) for G. Lawrence Prince, Jr. (student) to Provencal Elem./Jr. High School for 14 miles one-way by Karen Prince (driver).

   

On motion of Mrs. Wilson, seconded by Mr. Metoyer, the Board unanimously approved  the contract between the Natchitoches Parish School Board and Barbara Wendling, consultant, Riverside Publishing, to provide training on the Woodcock Johnson III.  Funded by IDEA, Part B.    

 

Mrs.  Hildebrand presented the Personnel Report.

 

On motion of Mr. Walker, seconded by Mrs. Wilkerson, and unanimously carried, the Board approved the following transfers and/or reassignments:

           

            A.         Renee Scarborough, from custodian to paraprofessional, Provencal Elem./Jr. High School, due to additional kindergarten class.

            B.         Lori O. Savell,  from Title VI teacher to regular teacher, Provencal Elem./Jr. High School,  replacing Rebecca Penrod.

            C.         Rebecca Penrod, from regular education teacher to Title VI teacher, Provencal Elem./Jr. High School, replacing Lori Savell.

D.         Marilyn Vascocu, paraprofessional, from Provencal Elem./Jr. High School to Natchitoches Central High School, replacing Joyce Oliphant.

 

On motion of Mr. Walker, seconded by Mr. Danzy, and with unanimous consent, the Board approved the following personnel:

             

            A.         Gwen Cupp, speech therapist, High School, 4 days per week,  replacing Cathy Sutton.

            B.         Gregory Rhines,  teacher, Cloutierville Elem./Jr. High School, replacing Samuel Wilson.

            C.         D’metrus Myers, special education paraprofessional, Natchitoches Educational Center, due to increase in class enrollment.

            D.         Sharekia Winn, paraprofessional, Even Start Program at Alliance, replacing Charlotte Sally.

            E.         Amey Ivey, special education paraprofessional, Fairview Alpha Elementary School, replacing Cherry Braden.

            F.         Sharon Cobb, Title I nurse, Weaver Elementary School, replacing Harriette Palmer.

            G.         Francesca Blackburn, tutor, Cloutierville Elem./Jr. High School,   replacing Daniel Laroux.

            H.         Carrie Smith, pupil appraisal social worker, central office, funded by IDEA, Part B.

 

On motion of Mrs. Wilson, seconded by Dr. Bienvenu, the Board unanimously  approved the attached list of coordinators, coaches, and extracurricular personnel.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the appointment of Willa Freeman as interim principal at Fairview Alpha Elementary School.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and unanimously carried, the Board approved LEAP tutors for 2001-2002 per attached list.

                  

On motion of Mr. Metoyer, and seconded by Dr. Bienvenu, the Board, with majority voice vote, approved a two-year performance contract for Louvenia Roberson, Specialist of Adult Education.

 

Mr Daniels presented the Executive Report.

  

On motion of Mr. Metoyer, seconded by Mr. Walker, and with unanimous consent, the Board approved $400,000.00 to upgrade the technology program in the school system.

  

On motion of Mr. Danzy, seconded by Mr. Walker, the Board unanimously approved  changes in the ”Computer Access and Use” Policy of the Natchitoches Parish School Board  per attachment.     

  

On motion of Mr. Walker, seconded by Dr. Bienvenu, and with majority consent, the Board dismissed Sandra Steele, a paraprofessional.  Mr. Metoyer and Mrs. Wilson cast nay votes.  

      

On motion of Mr. Walker, the Board adjourned.
