OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON SEPTEMBER 13, 2001

                                             

A regular meeting of the Natchitoches Parish School Board was held on Thursday, September 13, 2001, at 5:00 p.m., in the Board Room of the Natchitoches Parish School Board,  310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Bobby R. Thomas, Julia Hildebrand, Russell E. Danzy, Emile E. Metoyer, and Joella Wilson.  Absent:    Millard J. Bienvenu.

 

The meeting was called to order by President Wilson, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Danzy.

 

Under Superintendent/Staff Reports, the Board recognized:

 

    1.     Pam Brown, Kelli McConathy, Meredith Slaughter, and Yvonne Vascou were selected as Outstanding Support Personnel for the Parish and were presented certificates by Mrs. Susie Brooks.

 

    2.     Mrs. Gwen Hardison presented personnel selected as Parish Teachers of the Year.  Each honoree was given a plaque and various presents from businesses in Natchitoches.   Honorees were:

 

Elementary Teachers - Kathleen Batten, Cloutierville Elementary/Junior High; Linda Page, East Natchitoches Elementary; Mary Yount, Fairview Alpha Elementary; Jere’ Rushing, Goldonna Elementary; Monica Governale, Marthaville Elementary/Junior High; Jamie Lawrence, NSU Elementary; Claudine Madison, Parks Elementary; and Connie Reed, Weaver Elementary.  Linda Page was named Elementary Teacher of the Year for the Parish.

 

Junior High Teachers - Susan Horn, Provencal Elementary/Junior High; Lynne LaCaze, Marthaville Elementary/Junior High; Cindy Baptiste, Natchitoches Junior High; and Marilyn Mitchell, NSU Middle Lab.Cindy Baptiste was named Junior High Teacher of the Year for the Parish.

 

High School Teachers - Lydia Keyser, Natchitoches Central High and Peggy Johnson, Lakeview Junior/Senior High.  Peggy Johnson was named High School Teacher of the Year for the Parish.

 

On motion of Mr. Danzy, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of August 9, 2001.

 

 3.        FINANCE ITEMS:

                        (1)        Shirley Sneed and Dorinda Richardson, teachers, travel to Louisville, Kentucky, October 15-22, 2001, to attend Implementing a Family Literacy Program:  Staff Development Training.    Funded by Even Start.   

                        (2)        Cheryl Choate and Brenda Robison, teachers, travel to Europe to chaperone students for Foreign Studies Elective, November 14-16, 2001, at no cost to the Board.    Mrs. Choate will take two personal  days and one professional leave day. Mrs. Robison will take three professional leave days.

                        (3)        Bobby E. Kellogg, Jr., Major, AFJROTC and Kenny Minchew, Staff Sergeant, AFJROTC, travel to San Antonio, Texas, September 19-22, 2001, to chaperone students for an Aerospace Science Field Trip.  Funded by United States Air Force.     

                        (4)        Robert A. Carnline, teacher, Natchitoches Junior High School, travel to Plantersville, Texas, October 13-14, 2001, to chaperone students to the Texas Renaissance Festival.  There is no cost to  the Board and no substitute is needed.

Mr.  Danzy presented the Finance, Facilities, and Insurance Report.

 

On motion of Mr. Daniels, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following finance items:

 

1.         The 8(g) Model Early Childhood Program and budget in the amount of $95,581.00.      

2.         The Starting Points Program and Budget for Weaver Elementary School in the amount of $65,842.01.

3.         Margaret Hall for after-school study hall at East Natchitoches Elementary   School for 50 hours at $20.00 per hour, not to exceed $1000.00.  Funded by Title I.    

4.         Lessie Williams, Doris Butler, Teresa Beaudion, Wanda Verret, Anita Stiles, Gwen Scott, and Beneen Shaw for REA after-school tutoring at  $20.00 per hour, not to exceed 55 hours each.  The session starts on September 10, 2001, and ends December 6, 2001.  Funded by REA Tutorial Grant.     

 

On motion of Mr. Thomas, seconded by Mr. Walker, the Board unanimously approved the reappointment of a Special Budget Review Committee    

 

On motion of Mr. Metoyer, seconded by Mr. Danzy, and with unanimous consent, the Board approved an agreement with the Natchitoches Parish Hospital for employment of certified nurses’ assistants (CNA) to provide health care assistance to special education students.    Expenditure to be paid by general fund.

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and unanimously carried, the Board adopted the full payment amount regarding the distribution of Kisatchie National Forest Funds from the federal government.

                  

On motion of Mr. Danzy, seconded by Mrs. Hildebrand, the Board unanimously approved  the proposed consolidated budget for 2001-2002 fiscal year.

           

On motion of Mr. Danzy, seconded by Mrs. Wilkerson, and with unanimous consent, the Board adopted the millage rates for the tax year 2001.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and unanimously carried, the Board approved requesting grant funds from Representative Townsend and Senator Smith in the amount of $15,000.00 to improve the playground facilities at Fairview Alpha Elementary School.

  

 On motion of Mrs. Wilson, seconded by Mr. Walker, and with unanimous consent, the Board approved the following finance agenda items:

 

            1.         Rose Cofield to monitor after-school detention at Parks Elementary School for 32 weeks, 4 days a week, for 128 hours, at $20.00 per hour for a total of $2,560.00.  Funded from Title I.       

            2.         Teresa Clayborn, Christy Schutz, Carolyn Guin, and Pamela Stephens (substitute) for  LEAP/IOWA  tutoring after-school at  Fairview Alpha Elementary School,  at $20.00 per hour, not to exceed $1500.00 per teacher. Funded by Title I School-Wide Budget.

            3.         Bob Lane, teacher, Lakeview Jr./Sr. High School, for Saturday detention for 16 Saturdays,  2 hours each Saturday, at $20.00 per hour, for a total of $640.00.  Funded by Title I.  

            4.         A grant and budget for Parks Elementary School to participate in a Comprehensive School Reform Demonstration Program for 2001-2002 in the amount of $57,080.00.

            5.         A contract with VESC (Ventures Education Systems Corporation) for Parks Elementary School in the amount of $35,550.00 for Comprehensive School Reform Demonstration Model Training.  Funded by CSRD state grant.

       

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and unanimously carried, the Board approved Shannon Dean, student worker, to assist with meal applications from August 31 - September 18, 2001, at $5.15 per hour, not to exceed 40 hours per week.

     

On motion of Mr. Walker, seconded by Mr. Thomas, and with unanimous consent, the Board approved  an  Interagency Agreement between the Natchitoches Parish School Board and Christsus St. Frances Cabrini Hospital for the School Based Health Center at Lakeview Jr./Sr. High School.

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and unanimously carried, the Board approved Billy Dans, detention teacher for Marthaville Elem./Jr. High School, for the following:

                       

                        Tuesday - Friday (1 hour per day at $20.00 per hour for 66 days for a total of $1320.00).

                        Saturday -   (4 hours per day at $20.00 per hour for 20 days for a total of  $1600.00).

 

                        Funded by Title I with  Kiley Davis as substitute.     

 

On motion of Mr. Thomas, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the following finance agenda items:

 

1.         Anita Stiles, Adult Education teacher, for evening classes at Fairview Alpha Elementary School, for 3 hours per night at $20.00 per hour, 2 nights per week for 33 weeks, for a total cost of $3,960.00.  Funded by Even Start State Wide Initiative Grant, Even Start, and Title I.

2.         Donna Masson, Adult Education teacher, for evening classes at Cloutierville Elem./Jr.  High School, 3 hours per night at $20.00 per hour,  2 nights per week for 33 weeks, for a total cost of $3,960.00.  Funded by Even Start State Wide Initiative Grant, Even Start, and Title I.

3.         Mary Walker, computer literacy teacher,  for evening classes at Parks Elementary School, 3 hours per night at $20.00 per hour, 2  nights per week for 33 weeks, for a total cost of $3,960.00.  Funded by Even Start State Wide Initiative Grant, Even Start, and Title I.

4.         Jackline Stafford, Even Start paraprofessional at Parks Elementary School, to provide child care for computer literacy class,  3 hours per night at $7.50 per hour, 2 nights per week for 33 weeks, at a total cost of $1,485.00.  Funded by Even Start State Wide Initiative Grant, Even Start, and Title I.  

5.         Ruth Craig,  paraprofessional at Fairview Alpha Elementary School, to provide child care for Adult Education class, 3 hours per night at $7.50 per hour, 2 nights per week for 33 weeks, for a total cost of $1,485.00.  Sandra Moore will act as substitute.   Funded by Even Start State Wide Initiative Grant, Even Start, and Title I.

6.         Jewel LaCour, paraprofessional at Cloutierville Elem./Jr. High School, to provide child care for Adult Education class,  3 hours per night at $7.50  per  hour, 2 nights per week for 33 weeks, for a total cost of $1,485.00.  Funded by Even Start State Wide Initiative, Even Start, and Title I.

7.         LaTisha Williams, student worker, for child care at the Ben D. Johnson Family Literacy Center Even Start Program, for 5 hours per day at $5.15 per hour, 5 days per week for 33 weeks, for a total of $4,248.75. Funded by Even Start State Wide Initiative Grant, Even Start, and Title I.   

8.         T. J. Taylor, student worker, for child care at the Ben D. Johnson Family Literacy Even Start Program, for 3 hours per day at $5.15 per hour, 5 days per week for 33 weeks, for a total of $2,549.25.  Funded by Even Start State Wide Initiative Grant, Even Start, and Title I.      

 

On motion of Mr. Walker, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following:

 

1.         Bob Lane,  teacher,  for  after-school tutoring at Lakeview Jr./Sr. High School for 2 hours per day at $20.00 per hour, 2 days per week for 14 days, for a total cost of $560.00.  Classes are to be held from 3:00 p.m. to 5:00 p.m.  Funded by Title I. 

2.         Margaret Guillory, teacher, for after-school tutoring at Lakeview Jr./Sr. High School for 2 hours per day at $20.00 per hour, 2 days per week for 15 days,  at a total cost of $600.00.  Classes are to be held from 3:00 p.m. to 5:00 p.m.  Funded by Title I.

3.         The following teachers for after-school tutoring or Saturday detention for Provencal Elem./Jr. High School:  Jeanne Doggett, Carletta Jones, Judy Polk, Andrea Penrod, Ray Gandy, and Nelda Liles.  After-school tutoring for teachers will be for 100 hours at $20.00 per hour for a total cost of $2000.00.  Saturday detention will be held 12 Saturdays with teachers being paid $80.00 per day (for 4 hours) for a total cost  of $960.00.  Funded by Title I.   

4.         Faye Oliver as Prime Time Program Coordinator for 30 hours at $20.00 per hour for a total cost of $600.00.   Funded by Title I.    

5.         Alice Elie as  Prime Time Community Organizer for 12.5 hours at $20.00 per hour for a total cost of $250.00,  with remaining 17.5 hours to be paid by LA Endowment for the Humanities.   Funded by Title I.

6.         Sue Speir  as Prime Time Preschool Facilitator for 4.5 hours at $20.00 per hour for a total of $90.00, with  remaining 12 hours to be paid by LA Endowment for the Humanities.  Funded by Title I. 

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved LEAP tutors for special education for 2001-02 per attached list.  Funded by IDEA, Part B.

 

On motion of Mrs. Wilson, seconded by Mrs. Hildebrand, the Board unanimously approved the LEAP 21 Tutoring Program for FY 2001-2002.

               

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the K-3 Reading and Math Initiative Application for FY 2001-2002.

 

Mrs. Julia Hildebrand presented the Personnel Report.

   

On motion of Mr. Daniels, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following transfers/reassignments:

           

 A.        Cathy Sutton, speech therapist, NSU Elementary Lab School, to educational diagnostician, central office, replacing Sandra Lane.  

B.         Kathy Dollar, from teacher of the hearing-impaired to transition coordinator, Natchitoches Central High School/central office, for 12 months from 8:00 a.m. to 4:30 p.m.   Funded by IDEA, Part B.

C.         LaShonda Gray Berryman, paraprofessional  from Weaver Elementary School to North Natchitoches Elementary School, replacing Debra  Oliver.

D.         John LaBorde, counselor, from Natchitoches Central High School to Natchitoches Educational Center, replacing Richard Watson.

E.         Gilda Johnson, from paraprofessional to teacher at Parks Elementary School, replacing Francis Ates.

On motion of Mrs. Hildebrand, seconded by Mr. Walker, the Board unanimously approved the attached list of teachers returning from last year (retirees, teachers on a 665 or TTA).

  

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the attached list of teachers returning from leave.

 

Mr. Carroll Daniels presented the Executive Report.

  

On motion of Mr. Metoyer, seconded by Mrs. Wilson, and unanimously carried, the Board agreed that a committee should be appointed to consider requirements for participating in graduation ceremonies.  Dr. Murphy will report to the Board in the October meeting. 

 

By joint resolution, the Board unanimously agreed supporting a Legislative Act that allows the Natchitoches Parish School Board to sell, exchange or otherwise negotiate disposal of a parcel of land to the State of Louisiana and/or the City of Natchitoches per attached resolution.
