OF THE NATCHITOCHES PARISH SCHOOL BOARD

HELD ON SEPTEMBER 14, 2000

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, September 14, 2000, at 5:00 p.m., in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Emile E. Metoyer, and Joella Wilson.    Rudolph Leon, Jr. and Russell E. Danzy.

 

The meeting was called to order by President Walker, followed by an invocation by Mrs. Joella Wilson and Pledge of Allegiance by Mr. Thomas.

 

Mrs. Gwen Hardison presented the Natchitoches Parish Teachers of the Year Winners.  Teachers receiving awards are as follows:

 

            Elementary - Mrs. Sue Creighton - Northwestern Elementary Lab School   

            Junior High - Mrs. Shasta Daniels- Marthaville Elem./Jr. High School

            Senior High - Ms. Angela Cannon - Natchitoches Central High School

 

Mr. Ted Tobin and Mr. Francis Vercher bestowed the Louisiana Flag and American Flag to Board Members on behalf of the Woodmen of the World.

 

Mrs. Ruth Kay, Principal, Provencal Elem./Jr. High School, reported on the progress of her school in obtaining goals set for the 1999-2000 school year.

 

Dr. Murphy gave an initial status report on the special committee to study the budget.

By joint resolution, the Board approved a one-time pay supplement of $900.00 for the certificated staff and $550.00 for the non-certificated staff per attached resolution.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of August 10, 2000.

(2)        Debbie Ralston, teacher, NSU Elementary Lab School, travel to Pittsburgh, Pennsylvania, September 14-17, 2000, to attend the Children, Spaces, Relations-Reflections from Reggio Emilia, Italy Conference.  Funded by NSU Elementary school budget.

Mr. Thomas presented the Finance Report.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous consent, the Board approved the lowest bids meeting specifications on various floor machines for use in parish schools per attached bids.  

    

On motion of Mr. Daniels, seconded by Mr. Thomas, and unanimously carried, the Board approved the Natchitoches Parish School Board Consolidated Budget for 2000-01.    

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the Starting Points Program and Budget for Weaver Elementary in the amount of $62,232.00.             

 

The Board took under advisement the proposal for landscape design services for six parish schools.

           

On motion of Mr. Thomas, seconded by Mrs. Hildebrand, the Board unanimously approved a School Improvement Strategic Planning Conference to be held on September 28, and 29, 2000, at the Cypress Bend Conference Center for principals, central office administrators and superintendent (25 participants) @ $200.00 per participant based on standard meeting package (meeting rooms, meals, refreshments and lodging estimated cost of $5,000.00).  Consultants provided by State Department of Education and Region VI Service Center.  To be funded by Title I or other appropriate federal programs as approved in the original application. 

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following finance items:

 

1.         Prime Time site coordinator, Faye Oliver, at Weaver Elementary School, for 17.5 hours @ $20.00 per hour for a total of $350.00.   Funded by Title I.

               

            2.         Prime Time readiness classes at Weaver Elementary School with Sue Spears for 4.5 hours @ $20.00 per hour for a total of $90.00.   Funded by Title I.    

 

            3.         Margaret Hall for after-school study hall classes at East Natchitoches Elementary @ $20.00 per hour for a total of $1,400.00.   Funded byTitle I.

 

            4.         Billy Dans and Gabriel Stewart at Marthaville Elem./Jr. High School for after-school study hall/Saturday detention classes @ $20.00 per hour per teacher total not to exceed $2,500.00.  Funded by Title I. 

      

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, the Board unanimously approved the following finance items:

 

1.         Conference registration, travel, lodging and food, per board travel policy, not to exceed $200.00 per person for six teachers from Lakeview Jr./Sr. High School to attend one professional conference each.  Funded by Rapides Foundation Grant. 

 

2.         Travel, lodging and food, per board travel policy, not to exceed $200.00 per person for six teachers from Cloutierville Elem./Jr. High School to visit other schools within the state to gain new teaching strategies and ideas on enhancing learning.   Funded by Rapides Foundation Grant.

 

3.         Stipends at $20.00 per  hour for  teachers from Lakeview Jr./High School and Cloutierville Elem./Jr. High School  to attend after school and Saturday planning sessions at their respective schools with totals not to exceed the budgeted amount.    Funded by Rapides Foundation Grant. 

  

4.         Professional services of Margie Machen (teacher from Lakeview Jr./Sr. High)  for Cloutierville Elem./Jr. High School teachers to receive four hours training in Corrective Reading Strategies.  Ms. Machen is to receive $50.00 per hour plus mileage per board policy.   Funded by Rapides Foundation Grant.         

 

5.         Colleen Kelly, SRA Corrective Reading Consultant, for a workshop at Cloutierville Elem./Jr. High School and Lakeview Jr./Sr. High School.  Ms. Kelly is to receive a $350.00 consulting fee, plus travel, lodging and meals   (per board travel policy with both workshops held in same day).   Funded by Rapides Foundation Grant. 

                      

On motion of Mr. Daniels, seconded by Mr. Wilson, and with unanimous consent, the Board approved a loan, if needed, to District BRE accounts for the balance of the calendar year to be repaid upon receipt of tax revenues in January, 2001.

               

On motion of Mr. Thomas, seconded by Mrs. Wilkerson, and unanimously carried, the Board approved the 8(g) Preschool/Early Childhood Block Grant for 2000-2001.  

                

On motion of Mr. Wilson, seconded by Mrs. Wilson, and with unanimous approval, the Board passed the following finance items:

  

1.         The  LEAP Remediation Staff for Lakeview High School and Natchitoches Central High School to be paid $20.00 per hour each not to exceed 20 hours after-school remediation prior to each testing session:   October, February, April, and June:   Lakeview High School-Ronnie Warren, Ronnie Monroe, Charles Verret, and Sheila Peter.  Natchitoches Central-Mattie Smith, Della Powell, Carol Garcia, and Cheryl Thornhill. Sessions are to start Monday, September 11, 2000.  Paid by general fund.

 

2.         The following teachers to serve as coordinators of the after-school tutoring programs with  each to receive $20.00 per hour not to exceed 96 hours.  Funded by the  Reading Excellence Act:

                                               

            A.         Fairview Alpha Elementary- Lessie Williams and Anita Stiles with Penny Bolton and Becky Ham as alternates.

            B.         North Natchitoches Elementary School-Alice Armour and Linda Bynog.

            C.         Parks Elementary School-Roseliza Coefield, Theresa Beaudion and Wanda Verret.

               

On motion of Mrs. Hildebrand, seconded by Mr. Daniels, and unanimously carried, the Board approved a Certificate of Substantial Completion Report for all work included in the June 28, 2000,  contract between the Natchitoches Parish School Board and Ratcliff Construction Company, Inc., for Base Bid in the amount of $94,429.00 and Change Order #1 additional amount of $1,742.00 for  a final total contract amount of $96,171.00 as certified by Yeager, Watson, and Associates, and authorize the Board President to sign.  The date of the Substantial Completion Report is established as August 30, 2000.

 

On motion of Mr. Thomas, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved the following:

  

            1.         The adjusted millage rate(s) for the tax year 2000. 

           

2.         The adjusted millage rate(s) after reassessment and roll forward the millage to a rate(s) not to exceed the prior year’s maximum millage for tax year 2000.

                       

On motion of Mr. Wilson, seconded by Mrs. Wilson, the Board unanimously approved the following finance items:

 

1.         A Shared Service Agreement between the Natchitoches Parish Hospital and the Natchitoches Parish School Board.

 

2.         A contract for Psychiatric Services with Mental Health Resources from August 1, 2000 through June 30, 2001.  Funded by IDEA, Part B.

 

On motion of Mr. Wilson, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved transportation reimbursement (private automobile) for G. Lawrence Prince, Jr.  (student) to North Natchitoches Elementary School for 27.9 miles one-way by Karen  Prince.

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, that the Board hereby approve rescinding the policy approved September 8, 1994, whereby school food service employees were paid  overtime for the processing of free and reduced meal applications.

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the following:

 

            1.         The K-3 Reading and Math Initiative Application for  FY 2000-2001 in the amount of $122,220.00. 

 

            2.         The 8(g) Student Enhancement Block Grant for FY 2000-2001 in the amount of $54,147.00. 

 

On motion of Mr. Thomas, seconded by Mr. Metoyer, the Board unanimously approved Saturday detention at Cloutierville Elem./Jr. High School for 2 teachers at $20.00 per hour,  3 hours per week,  for a total of   28 weeks at a  cost of $3,360.00.  Funded by Title I.   

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, and with unanimous consent, the Board approved an agreement with Dr. Joseph Badeaux to conduct a laryngeal voice clinic at $75.00 per hour, not to exceed $300.00.   Funded by IDEA, Part B.

 

Mr. Daniels presented the Personnel Report.

 

On motion of Mr. Daniels, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following transfers and/or reassignments:

 

 A.        Hazel Haddock, teacher aide, transfer from Drop-Out Program to kindergarten aide Weaver Elementary, replacing Martha Bailey.

B.         Mary Nell Lott, teacher, transfer from East Natchitoches Elementary to Natchitoches Junior High School.

C.         Sallye E. Pierce, teacher, from regular education to Title VI (class size reduction), new position.

D.         Cheryl Bridgewater, teacher, transfer from Natchitoches Junior High School to Natchitoches Central High School.

On motion of Mr. Daniels, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the returning teachers not previously approved:

On motion of  Mr. Daniels, seconded by Mr. Wilson, the Board unanimously approved the attached list of extra-curricular personnel---coaches, coordinators, cheerleader and dance line sponsors,  SAT chairpersons, quiz bowl coordinators, etc.

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved Tanesha Marchand, part-time educational diagnostician intern, to work not more than twenty hours a week.  Funded by IDEA (salary based on prorated teacher rate at bachelor’s level experience with 0 years ).            

   

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and unanimously carried, the Board granted permission to advertise for a vocational job specialist to implement the Carl Perkins Basic Grant for the 2000-2001 school year.  

 

On motion of Mrs. Wilkerson, seconded by Mrs. Hildebrand, the Board unanimously granted permission to advertise for a bookkeeper/payroll person.

 

Mr. Wilson presented the Executive Report.

 

Mrs. Trudy Howell presented a report on central office plans for improving student test scores for the 2000-2001 school year.

 

On motion of  Mrs. Hildebrand, seconded by Mr. Thomas, and with unanimous consent,  the Board approved the  Interagency Agreement between the Natchitoches Parish School Board and Christus St. Frances Cabrini Hospital for School Based Health Center subject to review and recommendations by the Board’s legal counsel.         

 

By joint resolution the Board approved the creation of a discount card to be used with various merchants as an incentive for classroom teachers.
