NATCHITOCHES PARISH SCHOOL BOARD

HELD ON AUGUST 10, 2000

                                                            

A regular meeting of the Natchitoches Parish School Board was held on Thursday, August 10, 2000, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile E. Metoyer, and Joella Wilson.  Absent:   Rudolph Leon, Jr.

 

The meeting was called to order by President Walker, followed by an invocation by Mrs. Dot Wilkerson and Pledge of Allegiance by Mr. Daniels.

 

The Board honored the following retirees with plaques for years of service to the Natchitoches Parish School System:       

 

 Mr. Jimmy  D. Berry,  Principal of  NSU Middle Lab School

 Ms. Faye Vandersypen,  Principal of  Weaver Elementary School

 Mr. Mack A. Wall,  Supervisor of Maintenance and Transportation

 

End of Year Progress Reports were presented by David Clark, Sam Jackson and James Guin.   

 

On motion of Mr. Thomas, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of July 13 and 20, 2000.

Mr. Danzy presented the Finance, Facilities, and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and with unanimous approval, the Board granted permission to purchase a light-duty truck for the maintenance department on state contract. 

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following finance items:

 

1.         Contract with Mollie Rachal for migrant education recruitment for 12 months at $300.00 per month plus travel reimbursement according to Board travel regulations.  Funded by Migrant Education.          

 

2.         Jessica Esparza as ESL tutor for 3 hours per day for 180 days at $5.15 per hour for a total of $2781.  Funded by Migrant Education.

 

On motion of Dr. Bienvenu, seconded by Mr. Metoyer, and unanimously carried, the Board approved appointment of a special committee to study the budget and also to explore further reductions in expenditures in order to generate funds for possible salary adjustments in areas of greatest need per attached guidelines.

    

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved the following finance items:

   

1.         Contract with Sally Metz, Accelerated Reader Renaissance Consultant, to train 40 teachers, 20 each from Lakeview Jr./Sr. High School and Cloutierville Elem/Jr. High School at a cost of $3, 910.00.   Total includes cost of materials with travel being paid by Rapides Foundation.    Funded by Rapides Foundation Grant.   

2.         Stipends for 20 teachers from Lakeview Jr./ Sr High School to attend Accelerated Reader Renaissance Training and 20 teachers from Cloutierville Elem./Jr. High to attend training at $20.00 per hour, not to exceed $120.00 per teacher for one day.  Funded by Rapides Foundation Grant.  

 

3.         Stipends for Cloutierville  Elem./Jr. High teachers to attend a two day in-service, by local personnel at $20.00 per hour prior to school opening. Funded by Rapides Foundation Grant.                             

 

4.         A supplement of $1,200.00 per person for Amanda Scarborough and Willease Nolley, to monitor Reading Renaissance and Corrective Reading Programs at Cloutierville Elem./Jr. High School.  Funded by Rapides Foundation Grant. 

 

5.         A supplement of $1250.00 per person for Joanne Yankowski, Project Monitor, Margaret Guillory, Monitor of English Activities, Charles Verret, Monitor of Behavior Management, to organize and follow through on project activities.  Funded by Rapides Foundation Grant.

 

6.         A stipend of $20.00 per hour for Donna Masson, Project Monitor for Cloutierville Elem./Jr. High, not to exceed 50 hours, to organize and report to Rapides Foundation on project activities.

 

On motion of Mrs. Wilson, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved a contract with George F. Horne to conduct pre-service training sessions for school bus driver trainees for a total cost of $1685.00 to be held on August 28, 29, and 30, 2000.    

 

On motion of Mr. Thomas, seconded by Mr. Danzy, and with unanimous consent, the Board authorized the sale or demolition of a portable building (Agriculture Building) on the campus of Natchitoches Central High School.  

 

On motion of Mr. Thomas, seconded by Mrs. Hildebrand, the Board unanimously approved presenters for the 2000-2001 professional development workshops in technology--W. A. Robison, Willa Freeman, all school- level tech coordinators and all certified INTECH trainees. Presenters are to be paid $50.00 per hour.    Funded by  Challenge Grant, Technology Improvement Grant, Title I, Title II, and other approved grant projects.

 

On motion Mr. Daniels, seconded by Mrs. Wilkerson, and unanimously carried, the Board approved the following:

 

1.         Dr. Melissa Caudle in place of  Dr. Ron Stephens for Principal Training for School Safety.

 

2.         Contract with Dr. Kandis Croom to conduct Second Step training for Weaver Elementary School and East Natchitoches Elementary in the amount of $300.00. Funded by SDFSC Funds.  Weaver Elementary School Funds will pay consultant's mileage, lodging, and meals.

 

On motion of Mrs. Hildebrand, seconded by Mr. Danzy, and with unanimous consent, the Board approved $20.00 per hour for 20 teachers from NSU Elementary Lab School to attend a two day in-service by local personnel prior to school opening.  Funded by Rapides Foundation Grant.  

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and unanimously carried, the Board approved the following finance agenda items:

 

1.         Change Order #1 with Ratliff Construction for Natchitoches Central High School to add additional chair rails for an additional cost of $1, 742.00 with authorization for Board President to sign.

2.         Change Order #1 with O. S. Johnson, Inc., for Natchitoches Central High School for lime base stabilization and miscellaneous repairs as pertains to the paving of the parking lot for an additional cost of $22,897.65 with authorization for Board President to sign.

 

3.         Certificate of Substantial Completion Report for sitework and paving at Natchitoches Central High School and Parks Elementary School completed on the Base Bid #1 and Base Bid #2, plus Base Bid #1 Change Order #1 adding $22,897.65 with O. S. Johnson, Inc., for a total contract sum of $273,642.65 as certified by Yeager, Watson and Associates, and authorize the Board President to sign.   The date of the Substantial Completion Report is established as August 4, 2000. 

 

4.         Certificate of Substantial Completion Report for sitework and paving at East Natchitoches Elementary School completed on Base Bid #3 with Collins General Contractor, Inc., for a total contract  sum of $25, 347.00 as certified by Yeager, Watson and Associates, and authorize the Board President to sign.  The date of the Substantial Completion Report is established as August 4, 2000.

 

On motion of Mr. Daniels, seconded by Mr. Wilson, and with unanimous consent, the Board authorized a loan to Consolidated School District #10 for purchase of a used activity bus to be reimbursed over a three-year period and granted  permission to advertise for purchase of the bus.

 

On motion of Mr. Wilson, seconded by Mr. Danzy, the Board unanimously approved the following finance items:

 

1.         Bid of KDM Construction of Alexandria for lighting and sound in the commons area at Natchitoches Central High School in the amount of $90,451.00, as recommended by the architect. 

 

2.         Bid of ACA Corporation for exhaust work in the science department at Natchitoches Central High School in the amount of $13,893.00, as recommended by the architect. 

 

Mr. Daniels presented the Personnel Report:

 

On motion of Mrs. Wilkerson, seconded by Mr. Wilson, the Board unanimously approved the following transfers and/or reassignments:

 

A.         Brenda Ebert, full-time SFS technician, from NSU Elementary to Natchitoches Central      High School, new position.

B.         Tonya Holden, full-time SFS technician, from NSU Elementary to Weaver Elementary, replacing Ivory Jean Oliphant.

C.         Beverly Broadway, teacher, from Natchitoches Junior High School to Cloutierville Elem./Jr. High School, replacing Claire Post.

D.         Helen L. Calhoun, teacher aide, from Weaver Elementary School to teacher at Parks Elementary School, replacing Sandra Sowell.

On motion of Mr. Wilson, seconded by Mr. Metoyer, and unanimously carried, the Board approved Jacqueline L. Watson as principal of Cloutierville Elem./Jr. High School.

 

On motion of Mr. Daniels, seconded by Mr. Wilson, and with unanimous consent, the Board approved  Diana Laroux as team leader of pupil appraisal.  Funded by general fund.   

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, and unanimously approving Bridget Maiden, student worker for special education department, beginning August 14, 2000, thru December 19, 2000.   Not to exceed 25 hours per week at minimum wage.  To be funded by IDEA, Part B.        

 

Mr. Wilson presented the Executive Report.

 

On motion of Mr. Daniels, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following executive agenda items:   

 

 1.        Canvassing the returns and declaring the result of the special election held in Consolidated School District No. 6 of the Parish of Natchitoches, Louisiana, on Saturday, July 15, 2000, to authorize the levy of a special tax therein.

                    

2.         Canvassing the returns and declaring the result of the special election held in Consolidated School District No. 10 of the Parish of Natchitoches, Louisiana, on Saturday, July 15, 2000, to authorize the levy of a special tax therein.  

   

3.         A resolution ordering and calling a special election to be held in Consolidated School District No. 7 of the Parish of Natchitoches, Louisiana, to authorize the levy of a special tax therein, making application to the State Bond Commission in connection therewith and providing for other matters in connection therewith.  

 

On motion of Mrs. Hildebrand, the Board adopted a joint resolution to extend the present contract of Superintendent Murphy to July 2003.

 

On motion of Mr. Wilson, seconded by Mr. Danzy, the Board adjourned.
