NATCHITOCHES PARISH SCHOOL BOARD

HELD ON  MARCH 16, 2000

          

A regular meeting of the Natchitoches Parish School Board was held on March 16, 2000, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:  Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Bobby R. Thomas, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile E. Metoyer, and Joella Wilson.  Absent:  Rudolph Leon, Jr.

 

The meeting was called to order by President Walker, followed by an invocation by Mr. Daniels and Pledge of Allegiance by Mr. Thomas.

 

Students of the Year Awards were presented to all winners by Ms. Gwen Antee-Hardison.  Parish winners in each area were:    

 

Elementary:       Sarah Kathryn Worsham-East Natchitoches Elementary

Junior High:       Amber Marie Lee-Cloutierville Junior High

High School:      Crystal Rochelle Waldrup-Lakeview Senior High

 

Mrs. Rose Long, Governor's Program on Abstinence, presented a plaque to Ryan Kilpatrick of the Ninth Grade Center for being selected as the outstanding male participant in the Governor's Program on Abstinence Essay Contest for 1999-2000.

       

Wamiq  Jamile,  NSU Middle Lab School,  was recognized by Dr. Elwanda Murphy as first place winner of the LSBA Art Contest for Grades 5-8.

 

On motion of Mr. Wilson, seconded by Dr. Bienvenu, that the Board hereby approve the following consent agenda items:

 

            1.         Adoption of Agenda.

 

            2.         Approval of Minutes of January 13 and February 10, 2000.

 

            3.         FINANCE ITEMS:

 

A.         Payment of Bills.

 

B.         Out of State Travel:

 

(1)        Shasta Daniels, teacher, Marthaville Elem./Jr. High School, travel to Orlando, Florida, April 3 & 4, 2000, to            attend the NSBA Conference, at no cost to the Board.

(2)        Christopher Sylvia, LTC (R), Natchitoches Central High School, travel to  McComb, Mississippi, March 31- April 1, 2000, to chaperone the team to drill meet.

(3)        Elwanda Murphy, Carroll Daniels, Ralph Wilson, Joella Wilson, Emile Metoyer, and Julia Hildebrand,      travel to Orlando,  Florida, March 31- April 4, 2000, to attend the NSBA Annual Conference.

 

C.        School Bus Route Changes:

 

(1)        Pat Hall, Marthaville Elem./Jr. High School, loss of .8 miles, savings of  $116.40.

(2)        Loretta Conlay, Lakeview Jr./High School, additional 2 miles, at no extra cost due to protected mileage.

(3)        Phillip Howard, North Natchitoches Elementary School, additional 1.4 miles,  at no extra cost due to protected mileage.

(4)        Annie E. Joseph, Lakeview Jr./Sr. High School, additional 1.1 miles, cost  of $143.93.

 

D.        Purchase of Buses by Drivers:

 

E.         Advertisements:    Permission to advertise for bids for: 

(1)        Acoustical treatment at various schools.

(2)        Site work and construction projects at various schools.

(3)        Processed foods and supplies, frozen foods, meats and related products, milk and dairy products, bread and related products, cleaning supplies, small cafeteria equipment, and large cafeteria equipment for use in the Child Nutrition Program during the 2000-01 school year.

G.         Retirements:

 

(1)        Hattie D. Anderson, Title I teacher, Parks Elementary, effective May 31, 2000.

(2)        Maggie Westmoland, special education teacher aide, Natchitoches Central High School, effective February 16, 2000.

(3)        Raymond A. Debello, custodian, Maintenance and Transportation, effective February 3, 2000.

 

H.         Requests for Leave:

Mr. Danzy presented the Finance Report.

 

No bids were received for sale or lease of the Natchitoches Preschool Center facility/property.

   

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved an agreement with Dr. Joseph A Badeaux to conduct laryngeal examinations (voice clinic) on March 24, 2000, at $75.00 per hour, not to exceed $300.00.   Funded by IDEA , Part B.   

 

On motion of Mr. Thomas, seconded by Mr. Wilson, and unanimously carried, the Board approved the following finance items:

  

1.         Michelle Martin, librarian, Fairview Alpha Elementary, to conduct a workshop on Accelerated Reading at Provencal Elem./Jr. High for $50.00. Funded by Title I. 

 

2.         Shelly Wright, teacher, Provencal Elem./Jr. High for after school tutoring and Saturday detention.  Funded by Title I. 

 

On motion of Mr. Danzy, seconded by Mrs. Wilson, and with a majority voice vote, the Board approved compensating Title I social workers according to degrees and years of experience on the teachers' salary schedule.  

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following:

     

1.         A driver's education class at Lakeview High School from March 13 -18, 2000, from 5:30 p.m. to 8:30 p.m. The class will be taught by Kenneth Trahant and Ty Melton and funded by fees collected from students.  The cost per student is $75.00 if taken as an elective during school hours (22 students enrolled) and $150.00 per student if taken in classes after school hours (still enrolling students).   Mr. Melton can teach if certification is approved by the State Department of Education.  

 

2.         A driver's education class at Natchitoches Central High School to be taught by Martha Lynn LaCaze.  The class is being taught after hours and on weekends and is funded by fees collected from students.  The cost per student is $140.00.  Class enrollment is 46 students.         

 

On motion of Mr. Thomas, seconded by Mr. Danzy, and unanimously carried, the Board approved a Certificate of Right-of-Way with the City of Natchitoches for a 20' wide general utility easement and right of way on a tract of ground in the Northeast corner of East 5th St. and St. Maurice Lane lying in Section 39, T9N-R7W, with authorization for Board President to sign.  The purpose of the easement is to allow the city to maintain, construct, repair and replace water mains, sewer lines, and electric power lines.           

              

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following finance items:

 

1.         Workplace Training Grant with the state in the amount of $28,541.00 for the Adult Education Center to provide traditional workplace basic skill classes for Trus Joist MacMillian employees. 

 

2.         A subcontract with Louisiana Tech University in the amount of $13,317.97.  Dr. Nancy Alexander, Division of Continuing Education, will serve as Project Director of the Workplace Training Grant with the Adult Education Center and Trus Joist MacMillian.

   

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, and unanimously carried, the Board instructed Superintendent Murphy to discuss with Dr. Randy Webb, President of Northwestern State University, the possibility of the university helping defray the cost of  NSU Elementary Lab School and NSU Middle Lab School.   

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with unanimous consent, the Board approved after school tutoring for Academic Learning Centers for 1999-2000 for the following teachers for two hours per day, three days per week, for 14 weeks at $20 per hour, not to exceed $1,680 per person.

Tutoring began on February 14, 2000.        

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved a contract with Colleen Kelly, consultant, for two SRA Corrective Reading Workshops to be held at Lakeview Jr./Sr. High School for $350.00 per  day plus travel, lodging, and meal expenses.     Funded by Rapides Foundation Grant.

 

On motion of Dr. Bienvenu, seconded by Mr. Wilson, and unanimously carried, the Board approved the re-advertising the Preschool Center for sale. 

 

Mr. Wilson presented the Executive Report.

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, that the Board hereby approve the following executive items:

 

1.         A resolution ordering and calling a special election to be held in Consolidated School District No. 6 of the Parish of Natchitoches, Louisiana, to authorize the levy of a special tax therein, making application to the State Bond Commission in connection therewith and providing for other matters in connection therewith.

2.         A resolution ordering and calling a special election to be held in Consolidated School District No. 10 of the Parish of Natchitoches, Louisiana, to authorize the levy of a special tax therein, making application to the State Bond Commission in connection therewith and providing for other matters in connection therewith.

Mrs. Trudy Howell presented a detail report on activities required before the opening of the alternative school.

 

Mr. Daniels presented the Personnel Report.

 

On motion of Mr. Wilson, seconded by Mr.  Daniels, and with unanimous consent, the Board approved the following personnel:  

             

A.         Nancy G. Pledger, teacher, Natchitoches Central High School, replacing Cecily  James for the remainder of school year.

B.         Matthew L. Sykes, teacher, Natchitoches Central High School, replacing Jack D.  Moore for the remainder of school year.

C.         Gilda L. Johnson, teacher, Parks Elementary School, substituting forHelen Harville  for the remainder of school year.   

D.         Tara Z. Harris, teacher, Weaver Elementary School, substituting for Andrea Q. Shelton for the remainder of school year.

            E.         Vivian Bowman, clerk typist, central office, replacing Sunny Carney.

 

On motion of Dr. Bienvenu, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved Jerry Wester as principal of the alternative program at the Ninth Grade Center.   

 

On motion of Mr. Daniels, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved Shauna Hicks, Ninth Grade Center, to replace Cecily James as cheerleader sponsor for Natchitoches Central High School.

 

On motion of Mr. Thomas, the Board adjourned.
