OF NATCHITOCHES PARISH SCHOOL BOARD

HELD MAY 14, 1998

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 14, 1998, at 5:00 p.m. in the Board Room of the School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and V. Kenneth Dutile, Secretary-Treasurer, were present: Edward Ward, Jr., Carroll Daniels, Dorothy Wilkerson, Rudolph Leon, Thomas Roque, Bobby R. Thomas, William L. Hall, E.L. Moss, Jr., and Julia Hildebrand.  Absent:   Cecil Walker and Ralph Wilson.   Mr. Ralph Wilson came in later.

 

The meeting was called to order by President Leon, followed by an invocation by Mr. Ward and the Pledge of Allegiance led by Mr. Daniels.

 

The following teachers were recognized for having grants funded for the 1997-98 school year: Teresa Hamilton, Marilyn Mitchell, Carol Morgan, Brenda Robison, Lois Shields, Philip McClung, Krista Wiltz, Kathleen Robinson and Connie Melder.

 

Outstanding school support personnel at school level were recognized and parish winners were named.  Elementary:   Pam Wells, Preschool Center; Junior High:  Deborah Reliford, Provencal;  and High School:  Debra Dean, Natchitoches Central High School.

 

Chris Gilson, student at NSU Middle Lab School, was presented as 2nd Place State Science Fair Winner. 

 

Gwen Hardison introduced and presented awards to Gail Roque and Jewel Lee, parent volunteers from Cloutierville Elementary/Junior High School for their work as officers in the Louisiana Title I Parent Congress- (Parent EXPO >98).  Ms. Roque and Ms. Lee addressed the Board regarding the Louisiana Title I Parent Congress.

 

 Richard Watson and Carolyn Miller presented a SADD Award to Natchitoches Parish School Board for Outstanding Service.  Natchitoches Parish was one of two parishes to receive this award in the state.

 

Mr. Thomas introduced Tracy Bamburg to the Board and was congratulated as a United States National Award Winner in Foreign Language. 

 

On motion of Mr. Thomas, seconded by Mrs. Wilkerson, the Board unanimously approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of April 2 & 16, 1998.

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:    May & June, 1998

(1)        Sue Champion, Natchitoches Central High School, travel to Orlando, Florida, July 2-9, 1998, to attend FBLA National Leadership Conference, to be funded by FBLA.                                                             

(2)        Margaret Garland, Natchitoches Central High School, travel to Orlando, Florida, July 2-9, l998, to attend the FBLA National Leadership Conference, at no cost to the Board.

(1)        Permission to advertise for a van to satellite food from Northwestern Elementary School to its feeder sites.  This van will be purchased with Child Nutrition Program funds and will replace the old van.

(2)        Permission to advertise for various preschool equipment for use in the Title I Program at North Natchitoches Elementary School.

(3)        Permission to advertise for floor covering and painting at various schools as needed during summer months.

(4)        Permission to advertise for work to correct drainage problems at Central Office.

(5)        Permission to advertise for sale of surplus lights on St. Matthew School ballfield.

On motion of Mr. Ward, seconded by Mrs. Hildebrand, and unanimously approved, the Board voted to suspend the rules to add an item to the agenda.

Mr. Thomas presented the Finance Report.

 

On motion of Mr. Ward, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the low bid of Gulf Services Contracting for asbestos abatement at Natchitoches Junior High and North Natchitoches Elementary Schools and authorized the Board president to sign contract.

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the low bid meeting specifications for Instructional Materials and Supplies for 1998-99 School Session per attached bid compilation.

 

On motion of Mr. Thomas, seconded by Mr. Wilson, that the Board hereby approve renewing the contract with Student Insurance, Inc., for student insurance for 1998-99 school year per the attached renewal option outlined in Bid No. 995.

On motion of Mr. Wilson, seconded by Mr. Roque, and with unanimous consent, the Board approved renewing the contract with Central Oil & Supply Corporation for providing the Fuelman fuel purchasing system for the 1998-99 school year per the attached renewal option outlined in Bid No. 6297.     

 

On motion of Mr. Roque, seconded by Mr. Ward, and with unanimous approval, the Board renewed the contract with Follett Library Book Company for providing library books for Grade K-8 for the 1998-99 school year per the attached renewal option outlined in Bid No. LIB96-97.

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and with unanimous consent, the Board renewed the contract with Baker & Taylor, Inc., for providing library books for Grades 9-12 for the 1998-99 school year per the attached renewal option outlined in Bid No. LIB96-97.

 

On motion of Mr. Thomas, seconded by Mr. Roque, that the Board hereby approve renewing the contract with The Trane Company for providing air conditioning repairs and maintenance for the systems at Lakeview Junior/Senior High and Natchitoches Central High.

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, that the Board hereby approve the plans and specifications in contractual relationship with Newman Partnership, Inc., in asbestos abatement at Weaver Elementary.

On motion of Mr. Thomas, seconded by Mr. Roque, the Board unanimously approved the application for transportation reimbursement (private automobile) for Antoine Tremaine Mitchell (student) to Fairview Alpha Elementary School, 15.7 miles one-way by driver Earl Mitchell, Sr.

  

On motion of Mr. Thomas, seconded by Mr. Ward, and unanimously carried, the following finance agenda items were approved:

  

1.         John Laborde, Natchitoches Central High School, Richard Watson, Ninth   Grade Center, and Madeline Valrie, Lakeview High School, for employment for 20 days (four weeks) to be paid from general fund to assist with scheduling of students for the 1998-99 school year as per request of principals.

                           

2.         Amending the previously approved contract with Language Circle Enterprise changing the consultant from Karen Coffee to Kathy Hanson with no change in fees to be paid by the K-3 Reading Initiative.

 

3.         The summer school staff for Grades 5, 7, and 8 for 90 hours per teacher @ $15.00 per hour not to exceed $1,350.00 per teacher: Cindy Baptiste, Barbara Sampson, Betty Whitehead, Anita Stiles, Juliette Moffett, Emmella Walker, and Kristen Hillman to be funded with 8(g) block grant funds.

   

4.         The summer school staff for Grades K, 1, 2, and 3 not to exceed 90 hours per teacher @ $15.00 per hour for a total of $1,350.00 per teacher: Frances Hoffpauir, Christy Gibson, Gail Culpepper, Amanda Scarborough, Cynthia King,  Eunice Foster, Sonya Nolley, Becky Herring, Faye Oliver, Alice  Elie, Evelyn Carpenter, Donna Hearne, Peggy Arthur, Stacy Fuller, Julie Boudreaux, Vickie Miller, Sue Creighton, and Annie Sawyer with Linda Bynog as alternate  to be funded by K-3 Reading Initiative.  

 

5.         LEAP remediation staff for May 25-June 19, 1998, not to exceed 20 hours per teacher @ $15.00 per hour for a total of $300.00 per teacher: NCHS-- Pat McKee, Mattie Smith, Carol Garcia, Cheryl Thornhill;  LHS--Ronnie Warren, Terry Williams, Melissa Waters, and Charles Verret to be paid from general fund. 

 

6.         Detria Johnson as student worker at the School Board Office for 45 days during the summer not to exceed five hours per day @ $5.15 per hour for a total of  $1,107.25.

 

7.         The rental of a car for Kathy Hanson, Project Read Consultant, to travel from Shreveport Airport and back to be paid from K-3 Reading Initiative funds.

                                                                                                

On motion of Mr. Wilson, seconded by Mr. Roque, that the Board hereby approve the Title I, Title VI, Even Start, Migrant (Regular & Summer) Budgets.

On motion of Mr. Roque, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved Kenneth Trahant and Terry Williams, to teach summer driver's education classes at Natchitoches Central High School and Lynn LaCaze to teach at Marthaville Elementary School, with funding for salaries, car rentals, fuel and maintenance of the vehicles coming from the fees assessed to students.   Classes are scheduled for Natchitoches Central High School May 25- June 26, 1998, and Marthaville Elementary School June 15-July 24, 1998.  

 

On motion of Mr. Roque, seconded by Mr. Ward, and unanimously carried, the Board approved Paulita Jones, Natchitoches Central High School, to teach summer school for Title I for 20 days at 7 hours per day at @ $15.00 per hour for a total of $2,100, and Dorothy Page, Natchitoches Central High School,  paraprofessional, to be employed for 20 days at 7 hours per day @ $7.50 per hour for a total of $1,050.00 to be funded by Title I. 

 

On motion of Mr. Thomas, seconded by Mr. Wilson, and with unanimous consent, the Board approved Anita Stiles, teacher, Fairview Alpha Elementary for after school and Saturday detention for 48 hours @ $15.00 per hour for a total of $720.00 and Sandra Moore, paraprofessional, for 48 hours @ $7.50 per hour for a total of $360.00 to be funded by Title I.

On motion of Mr. Roque, seconded by Mr. Ward, and unanimously carried, the Board approved Traci Tynes as presenter for New Teacher Induction Program to be conducted as needed at $50.00 per hour and funded by Louisiana Learn Grant.                                

 

On motion of Mr. Thomas, seconded by Mr. Moss, and with unanimous consent, the Board approved the General Fund and Child Nutrition Program Budget Revisions.

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the contract with Herbert Baptiste, Sr. to evaluate and screen students for the Natchitoches Parish Talent Program for a total of $175.00.

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the contract with Richard Rose to evaluate students for the Natchitoches Parish Talent Program for a total of $262.50.    

 

On motion of Dr. Hall, seconded by Mr. Wilson, that the Board hereby approve William McBride, a  student  at NSU Middle Lab for out of state travel to attend National History Day Competition, June 14-18, 1998, in Washington D.C., to be funded by general fund not to exceed $300.00.

Dr. Hall presented the Executive Report.

 

Mr. Vandersypen presented an updated report on the renovation and construction in School District # 9.                                            

 

On motion of Dr. Hall, seconded by Mr. Roque, and with unanimous consent, the Board approved the school improvement  plans for the following:   Natchitoches Central High School, Natchitoches Junior High School, Natchitoches Ninth Grade Center, North Natchitoches Elementary School, NSU Elementary School, NSU Middle Lab School, Parks Elementary School, and Provencal Elementary School.          

 

On motion of Mr. Ward, seconded by Mr. Roque, that the Board hereby approve the request of Natchitoches Parish Council on Aging, Inc., to obtain a portable building from North Natchitoches Elementary School contingent upon meeting all legal specifications.

On motion of  Mr. Thomas, seconded by Mr. Roque, that the Board hereby request assistance from the  Rural Economic Development Department in providing lighting to the baseball/softball field at Lakeview High School, located two miles north of Campti on Louisiana Highway 9, in Natchitoches Parish.  

 

YEAS:   Ward, Daniels, Wilkerson, Leon, Roque, Thomas, Hall, Moss, and Hildebrand.

NAYS:   None.   ABSENT:   Walker.   ABSENT DURING VOTE:  Wilson.  (Carried)

 

On motion Mr. Daniels, seconded by Mr. Ward, that the Board hereby approve a four day work week for maintenance crew and 12 month custodians beginning May 18, 1998, and ending the week of August 14, 1998, for a total of twelve days.

On motion of Mr. Roque, seconded by Mrs. Hildebrand, that the Board hereby approve the revised Natchitoches Parish School Board Policy Manual in its entirety including all policies within, and to hereby rescind all policies adopted by the Board previous to the adoption of this manual effective July 1, 1998.

The Board took no action  regarding the request of North Natchitoches Elementary teachers to have 3 days  without students in order to move into their new facilities.

                       

On motion of Mr. Roque, seconded by Mr. Wilson, and with unanimous approval, the Board accepted the report on energy consumption comparison by schools.    

 

On motion of Mrs. Wilkerson, seconded by Mrs. Hildebrand, that the Board hereby take no action regarding the request of Mr. David Hampton with his daughter's status as a cheerleader with Natchitoches Central High School.

On motion of Mr. Thomas, seconded by Mr. Ward, that Superintendent Dutile, Mr. Wall, and Mr. Vandersypen study the problem and find a solution regarding the moving by North Natchitoches Elementary teachers into their new facility.

On motion of Mr. Moss, seconded by Mrs. Hildebrand, and unanimously carried, the Board convened into an executive session for the purpose of considering the appeal of  Florrie Gallion concerning her daughter's suspension from Natchitoches Central High School.

 

On motion of Mrs. Wilkerson, seconded by Mr. Daniels, and unanimously carried, the Board adjourned out of executive session.

 

On motion of Mrs. Wilkerson, seconded by Mrs. Hildebrand, that the Board hereby take no action regarding the suspension of Makesha Gallion from Natchitoches Central High School.

9.       Kenneth Trahant and Terry Williams to teach summer driver's education classes at Natchitoches Central High School and Lynn LaCaze at Marthaville Elementary School.  Classes are scheduled for Natchitoches Central May 25-June 26, 1998, and Marthaville Elementary School June 15-July 24, 1998.   

                                  

 10.       Summer school personnel for Title I from June 3-30, 1998:  Paulita Jones, teacher, Natchitoches Central High School and Dorothy Page, paraprofessional, Natchitoches Central High School. 

   

11.        Personnel for Saturday and afternoon detention at Fairview Alpha for 48 hours (thru May):   Anita Stiles, teacher, and Sandra Moore, paraprofessional.
